08/07/61 City Council MinutesW REGULAR MEETING The Regular Monthly Meeting of the Kalispell City Council was held August 7, 1961, 7:30 P. M. Mayor Flynn presiding, the Councilmen Bjorneby, Ellingson, Homuth, Lenon, Roberts, Smyser, and Turner present. Minutes of regular meeting of July 5th, and special meetings of July 20th and 25th were read. Moved by Lenon minutes as read be approved. Seconded by Turner and carried. City Officials' Monthly Reports: Chief of Police for July approved on motion of Homuth, seconded by Roberts. City Treasurer for June on motion of Lenon, seconded by Bjorneby. City Engineer for July on motion of Smyser, seconded by Bjorneby. City Clerk for June on motion of Lenon, seconded by Roberts. Police Judge for July on motion of Lenon, seconded by Roberts. Health Department for July on motion of Lenon, seconded by Turner. Councilman Ellingson nominated Charles Jerrow Councilman for the lst Ward to fill unexpired term of B. E. Horstman. Homuth seconded the nomination. Moved by Bjorneby that nominations be closed. Seconded by Roberts and carried. Committee Reports: Roberts, for Sidewalk and Boulevard Committee, recommended Buttrey Food's application to place propane tank on boulevard at 2nd Ave. E. N. and Montana Street on -an annual lease basis ra $25.00 rental per year - Roberts moved adoption of the report. Seconded by Smyser and carried. Roberts moved that application of Fred Gyrion Jr. for proposed canopies in business area be referred back to Committee for -further study. Seconded and carried. Bjorneby moved acceptance and approval of Street Lighting Contract with Pacific Power-& Light Company. Seconded by Roberts and carried. Bjorneby for Parks Committee also favored furnishing tract in S. E. corner of Griffin Park for new Youth Center building - recommended south bleachers in Griffin Park be torn down and material used to repair west bleachers. Lenon, Street and Alley, moved that parking be restricted to west side of Ave. in block on 5th Ave. E. facing hospital. Seconded by Bjorneby and carried. Fi-nance Chairman r-eported-Committee had audited all claims and moved payment be allowed. Seconded and carried. Homuth suggested appointment of a Committee to make a study of City Fire Insurance. Mayor appointed Homuth, Ellingson, and Smyser to this Committee. Finance Committee recommended a penalty assessed Flathead Motor Sales for late deli -very of new Police Cars equal to •50% of the cost for rental cars during the delay period.' Donald Lewis presented plat of Addition No. 1 to Fairgrounds Addition for annexation. Referred to Annexation Committee. Petition received to open alley between California and Oregon Streets and 5th and 6th Ave. W. N.- Refer -red to Street and Alley Committee for report at rext meeting. Following bids were received for -purchase of an economy type bus for Fire Dept. Flathead Motor Sales - Chevrolet- @ $2,300.00 Glacier Motors - Volkswagon @ $2,349.60 Referred to Safety Committee for a report. Harold Wyman, Assistant Fire Chief, made written application for retirement, beginning September 1, 1961. Moved by Roberts request be granted. Seconded by Homuth and carried. Clerk instructed to convey to Mr. Wyman Council's appreciation for long and faithful service. Request of Police Judge Christopherson to be absent from the State from September 5th to 25th was granted on motion of Lenon, seconded and carried. Letter from James Murphy, recommending 4 way stop at 2nd Street and Woodland Ave., referred to Safety Committee. Committee now has this under consideration. Resolution No. 2447 - transferring $2,871.08 from City -County Planning Fund to General Fund - was passed on roll call vote, with all Councilmen voting for. Ordinance No. 674, an ordinance regulating pedestrian traffic was presented. Adoption moved by Lenon. Seconded by Bjorneby. All Councilmen voted for adoption on roll call vote. 1 1 L LI 1 1 Lenon moved adoption of Ordinance No. 675, an ordinance regulating traffic at intersections, seconded by Bjorneby. All Councilmen voted for adoption on roll call vote. Roberts moved adoption of Ordinance No. 676, regulating sale of beer. Motion seconded by Smyser and passed on roll call vote, with all Councilmen voting for. Homuth moved adoption of Ordinance No. 677, sale of liquor to minors. Seconded by Turner. All Councilmen voted for passage on roll call vote. Homuth moved to have parking meters installed on south side of Center Street between Main St. and 1st Alley West. Seconded by Ellingson and carried. Moved by Lenon that the regular September Council meeting be held September 5th. Seconded and carried. City Engineer instructed to call for bids on a new dump truck. Roberts moved for adjournment. Seconded by Smyser and carried. Read and approved this 5th day of September, 1961. ATTEST 4 '( " H. Y. M., according to the following notice given and acknowledged: TO THE HONORABLE BOARD OF ALDERMEN CITY OF KALISPELL, MONTANA Gentlemen: There will be a special meeting of the City Council Wednesday, August 9th, 1961, at 7:30 P. M., for the following purpose: PUBLIC HEARING ON PRELIMINARY BUDGET We, the undersigned, being all of the members of the City Council, do hereby waive notice of the date and purpose of the special meeting of the City Council to be held Wednesday, August 9, 1961, at 7:30 P. Turner Marshall Murray, City Attorney The meeting was_held for the purpose of conducting a public hearing on the preliminary budget for the year 1961-62. The preliminary budget was reviewed item for item by the Mayor and Councilmen for the benefit of taxpayers present. Mr. Charles Jerrow was sworm in as the new Councilman for Ward One and took his seat at the Council table. The Council adjourned on motion of Roberts, seconded by Smyser and carried.
