09-26-13 Site Review MinutesSITE DEVELOPMENT REVIEW COMMITTEE SUMMARY Thursday, September 26, 2013 Lower Level Conference Room 201 First Avenue East ATTENDING: Mark Crowley, Construction Manager Chad Fincher, Parks Superintendent Kevin LeClair, Senior Planner Wade Rademacher, Police Captain Rebekah Wargo, Asst. Civil Engineer P.J. Sorensen, Chairman Kathy (Kuhlin) Nelson, Recording Secretary GUESTS: Bob Erickson, Jackola Engineering; and Grant Kerley, Project Manager for Cabela's. HEAR THE PUBLIC: None. PERFORMANCE BOND REMINDERS: Spring Creek — Tim Birk needs to post a bond for this as he did not complete the park there. Ashley Heights — Lots 24 & 25 Sound Wall — Wayne Turner was told he needed to get a Building Permit for the wall. That required them to have an engineer take a look at the designs. He also did a locate and determined that there is a gas line in the path where the wall is proposed to go. They will either need to design the foundation of the wall or possibly relocating the gas line. We are going to extend the deadline for some of the wall until June 16'', 2014, and the rest of the wall for the entire subdivision has to be built by August 15'', 2014. No more deadlines or extensions will be granted. We are also recommending that he take the option of the Developer Agreement for the landscaping and get that proposal back to us, as the landscaping is to be installed by November I". The agreement would release him from that obligation and the Parks Department would do that installation by calling in a portion of his Letter of Credit. OLD BUSINESS: Fred's Appliance — 3075 Hwy 93 S — Their engineer met with Public Works last Tuesday. Their final drawings will be submitted soon. The contractor was in yesterday to discuss the holdup of this project. The plans show they designed the building to the wrong seismic zone and they will have to submit a redesign. NEW BUSINESS: McKenzie River Pizza Co. — Treeline Road (Spring Prairie Phase 3); preliminary review — Bob Erickson from Jackola is present for this project. The compact spaces will be adjusted. The developer wants to move the building south 5'. The 4' strip will have grass for landscaping. The building square footage is 6,688. Crowley mentioned that there is a lack of sidewalk connection to the building from the parking lot and from Treeline Road. They will put a crosswalk in from the lot to the building and extend the other walkway to Treeline. The 8" water line in front will need to be cut behind the 2" blow off that the contractors have left in there. They will also be putting in a reducer from a 8" to a 4". This lot is the first turn -in off the highway onto Treeline. McKenzie River will be developing their whole site. Jackola will be doing the Photometrics Plan for this project. They want to begin construction on October 23rd for site work, and their foundation on October 31". They will need to present this to Architectural Review on October 8 h. The developer will need to get the final plat completed for Spring Prairie Phase 3 before anything will be issued on this project. They will eliminate the 18' stalls, and extend sidewalk where they can. There will be a shared trash enclosure on the west side of the building. Their parking spaces that back into the road could be a safety issue. Moose's —173 North Main; new exterior staircase — at the back end of the building there is an old wooden staircase that comes off the northeast corner. They will be replacing that with a new steel staircase. This is moved through Site Review. PLANNING OFFICE ITEMS — LeClair mentioned a zone change has been submitted for property located at the south end of the West View Subdivision from RA-1 & R-3 zoning to RA-2 (residential apartment/office) zoning. This item is scheduled for the October 8, 2013 planning board meeting. There is also a waiver of preliminary plat request for a portion of the same property. They will also be discussing the update to the Growth Policy as well as introducing to them some of the findings from the sidewalk inventory that was recently completed. OTHER REPORTS: Sunset Plaza — One of the tenant spaces is doing some work to make it into a medical office. It was a professional office previously. They are going to put a bed in one of the rooms for the doctor when he works late. This is moved through Site Review. Cabela's — They are preparing a $30,000 bond, but it isn't clear as to what it will cover with a cost estimate to include building items, zoning items, landscaping items, lift station items, water items, lighting safety issues, etc. Kerley happened to be in our building and was invited to attend this portion of the meeting. He agreed to complete an itemized list of the improvements for the various departments so we all know that the $30,000 bond is adequate to cover everything. Kerley will have their Project Engineer sign and seal the punch lists with the estimates on there. Their C of O will mostly be dealing with issues from the Building Dept.
