04/06/64 City Council Minutes147 Moved by Turner that Mayor be authorized to write to the 3-M Company of Minneapolis offering them the City Airport for a plant site for a $1.00 consideration. REGULAR MEETING ,11 Regular monthly meeting of the Kalispell City Council was held April 6, 1964 at 7:30 P. M. Mayor Flynn presided. All Councilmen and City Attorney Murray were present. Minutes of the regular meeting of March 9, 1964 were read. Bjorneby moved approval as read. Seconded by Turner and carried. City Official's Reports: Monthly report of Police Judge, Chief of Police, City Engineer and City Sanitarian for March. City Treasurer and City Clerk for February and Fire Chief's quarterly report were examined and approved on motion of Smyser, Seconded by Bjorneby. Committee Reports: Homuth, Finance Committee, - Reported all claims audited and approved for payment. Moved acceptance ofreport, seconded and carried.` Lenon, for Street and Alley Committee, - Accepted bid of Pioneer Equipment Company for a new Mobil Street Sweeper with trade-in of city's Elgin Sweeper at net cost of $7,560.00. Mrs. Graham, on behalf of Teentown group proposed that the City build ice skating rinks on city lots. Referred to Park and Recreation Committee. Mr'. Jerry Ebel asked for revision of transient peddlers ordinance to allow for magazine sales. Referred to Finance Committee. Layne -Minnesota Company filed written report on pilot well now completed, recommending additional depth and screen for the completed producing well, the total price to.be $37,000.00 as against original bid of $34,085.00.-Turner moved approval and authorization of the above a(Bitional cost. Seconded by Roberts and carried. Following bids were received for the sale of surplus items as advertized and described on numbered list. Andrews Eq-uipment Service, Spokane — Item #2 --2 General Electric Motors and Pumps @ $250.00- each. Pacific Hide & Fur Depot - Item 2 $90.00 3 100.00 +4100.00 ., 5 25.00 �7 20.00 8 58.00 plus $60.00 for 'Item. 8 if an 85 H. P. Motor is included. .These bids were referred to Sewer -[dater Committee with power to act. Motion by Lenon, seconded by,Roberts and carried. Resolution No. 2527, designating the Valley Bank a depository for City Funds was presented and passed on roll call vote. Motion by Turner, seconded by Bjorneby. Bond of Gamble-Skogmo Company for Gas Installation was approved on motion by Roberts, seconded and carried. Mr. Allen requested abandonment of triangular tract, lot 11 of Block 224. Moved by Turner to refer to Street and Alley Committee for 'a report to Council, seconded by Homuth and carried. Fire Chief, W. J. Price presented written request for retirement effective June 1, 1964. Smyser regretfully moved that request be granted. Seconded and carried. Fire Captain, Willard McPheeters submitted letter of resignation effective April 6, 1964. Roberts moved acceptance, seconded by Bjorneby and carried. 48 Fire Chief Price recommended the appointment of Charles B. Tillson as Fire Captain for probationery 6 months period. Bjorneby moved confirmation, seconded p�,M by Roberts and carried,` Fire Chief Price recommended appointment of Gene a roty, Fireman for 6'months probationery period. Roberts moved confirmation of appointment, seconded by Ellingson and carried. First Federal Savings and Loan requested one way traffic in alley west of Main Street. Moved by-Homuth that down town alleys be marked with traffic signs as provided by Ordinance, Sec. 17-96. Seconded and carried. Moved by Lenon that request of First Federal Savings & Loan for a curb cut be referred to Sidewalk and Curb Committee with power to act. Seconded and carried. Moved by Smyser that call for bids be made for road oil, gravel and traffic paint for the seasons requirements. Seconded and carried. Moved by Smyser that new radar be purchased for Police Department as;proposed by Police Chief. Seconded by Homuth and carried. Moved by. Roberts for adjournment. Seconded by Smyser and carried. Mr..Ebel, who requested meeting with Committee to ask for amendment of Peddlers Ordinance failed to appear. Homuth moved adoption of this report, seconded and carried. Ellingson, Employment Committee - Hired Mr. Dick Mauzey, Parking Meter Attendant. Committee also hired Pon Hellman ,Policeman, for six months probationary period, starting date at descretion of Chief of Police. Moved adoption of report, seconded and carried. Jerrow, Street -Lights.-, Petitions received for 2 new street lights on 6th Avenue 'Jest North. Moved authorization, seconded and carried. Addressing the Council: Ed Wagnild told of plans of Lions Club to=develop South Side Park. Kenneth Wiedcamp, Chairman of :Safety -Council -,-spoke to Council on traffic problems in City, ;and program of the Council for study and surveys to be made in the interest of traffic safety. He praised City for snow removal. Neil Furlong, Vice Chairman also spoke of problems involved in one way traffic oR 6th-and 7th Streets West.
