12/05/66 City Council MinutesZc REGULriR ; `EETING A regular meeting of the Kalispell City Council was held December 5, 1966, at 7:30 P.N. in the Council Chambers �,ith Mayor Flynn presiding. All councilmen were present. The minutes of the November 7, 1966, meeting were read and approved as read on motion of Councili:Ian Roche. Seconded by Councilman O'Brien and carried. Committee Reports: Trailers - Councilman Happ reported the trailer of Dale Plc Garvey is still parked on the street and should be ,:roved off. Marshall Nurray reported that Nr. McG-:rvey's trailer had been roved off the street at 4:30 P.1;. this afternoon. Safety Committee - Councilman Homuth reported the committee author- ized the Police Chief to order a 1967 Plymouth Fury police pursuit car from Hines Chrysler Plymouth per specification, as they had submitted the lowest bid. The net price is $1,479.00, plus trade-in of a 1965 Dodge patrol car. Safety Committee - Councilman Homuth reported the committee gave Fire Chief Tillson authority to purchase a 1967 Cadillac Ambulance from Superior Coach Sales. The net cost with trade-in allowance is $4,307.00. This price is with fiberglass panels. Steel body panels cost $639.00 more than the fiber- glass, and the committee felt that the bid was the best buy consid- ering a trade-in factor of about $1,000.00. Central Communications - Councilman Homuth reported the committee has not met as yet, but P;r. Bill Carr of Pacific Power a Light reported that the cost of the telephone communications set up would be $128.50 per month. Police Chief Christopherson reported that the Fotorola representa- tive had been in contact with hira and the Potorola Company was going to submit a plan for the committee's consideration. Street Lighting - Councilman Roche reported that Pacific Power & Light is proceeding with the lighting at Woodland Park. 7,000 lumen lights have been installed at the s'cating rink and the project should be completed by the end of next week. Water Committee Councilman Roche reported the Council has author- ized a new call for bids for cast iron pipe. However, the coru:littee recom- mended that a new call for bids be delayed until after the first of the year, as the pipe is not needed at this tir:ie and this would keep wir lo,ventory down. One -Way Streets - Council-:ian N. Roberts reported the committee has done a lot of study on traffic flo,, of north and south bound traffic and there are very few streets that go clear through in north -south direction. The com- mittee recommends that if 3rd .:venue East and 4th Avenue East are made one-way streets, that they be one-way frog; Idaho Street East to 14th Street East. Appearing in protest to the one-way streets, particularly between Idaho Street East and Center Street East, were Jack Brown and Bud Manion. Appearing in favor of one-way streets was Roger Baldwin. Councilman W. Roberts moved 3rd Avenue East be made a one-way street for southbound traffic and 4th Avenue East be made a one-way street for north- bound traffic, starting and terminating at 2nd Street East and 14th Street East, and both 3rd and 4th Avenues Last to be through streets. Seconded by Councilman Roche and carried. Councilman M. Roberts moved adoption of Resolution No. 2605--a resolution authorizing the transfer of funds from the Board of Health Fund to the Sewer Fund. Seconded by Councilman W. Roberts. Roll Call Vote. All voted Aye. Councilman W. Roberts i,oved the City Engineer be authorized to call for bids for gasoline and fuel oil. Seconded by Councilman Bjorneby and carried. Councilman Riley moved the Sick Leave Ordinance be amended to include firemen, effective July 1, 1967. Seconded by Councilman Bjorneby and carried. Correspondence: A letter was received fr-oji Police Chief Christopherson requesting the probationary appointment of Ronald DuPuy as policeman. Councilman Bjorneby moved Ronald DuPuy be appointed as a probationary policeman. Seconded by Councilman I1omuth and carried. 260 A letter was received from A:r. D. P. Langbell requesting the Council to appoint a member to the Library Planning Commission. P:ayor Flynn appointed Councilman O'Brien as Council Representative on the Planning Commission. All councilmen voted in favor of this appointment. A letter was received from Kai -Mont Lumber expressing their desire to pur- chase a parcel of land from the City, described as Lot 11C of Section 5, Town- ship 28N, Range 21W. The Councilmen felt consideration of the sale of this land shauld be deferred until spring when it would be possible to survey the land. Mayor Flynn directed the Street and Alley Committee to check the land at the end of 1st Avenue West, a portion of Tract 8W and 8AA to see if the City should consider selling this land. A letter was received from Kalispell General Hospital requesting erection of signs, giving directions to the hospital. This was referred to the Street and Alley Committee. The following bonds were accepted on motion by Councilman Riley, seconded by Councilman Bjorneby and carried: Gas - Harold D. Peterson Ford Heating - Earl Van Dort Byron's Heating - Byron McCubbins Nayor Flynn read a letter from Donald Sorte, Executive Director of the 1"ontana Legislative Council regarding Firemen and Policemen Pensions. Vayor Flynn reported that our legislators from this area are willing to meet with the Council,lxolice and firemen to discuss policemen and firemen pensions. Councilman W. Roberts moved the Liquid Chlorine Plant be accepted and the Engineer be authorized to pay the 10% that had been withheld. Seconded by Councilman Roche and carried.
