07/25/66 City Council Minutes4 REGULAR ::FETING Regular meeting of the Kalispell City Council and continuation of the Budget Meeting was held July 25, 1966, in the Council Chambers at 7:30 P.M. Mayor Flynn presided with all councilmen present. Minutes of the July 11, 1966, meeting were read and approved as read on motion of Councilmen W. Roberts. Seconded by Councilmen Bjorneby and carried. Yinutes of the July 15, 1966, meeting were read. Councilman Roche moved approval of minutes as read. Seconded by Councilman Bjorneby and carried. City Official Reports: City Clerk and City Treasurer for June. Councilman Homuth moved correction of the Treasurers' and Clerks' reports by Journal Entry. Seconded by Councilman Bjorneby and carried. Authorize Call for Bids: Councilman O'Brien moved that Fire Chief Charles Tillson be authorized to call for bids for roof repair of City Hall. Seconded by Councilman W. Roberts and car- ried. Committee Reports: Parking - Councilman W. Roberts: Committee recommends the request of Roy Simons, Kalispell Taxi, for one additional reserved parking space be granted. Councilman W. Roberts moved Roy Simons, Kalispell Taxi, be granted one additional reserved parking space on 1st Street West by the Kalispell Hotel. Seconded by Councilman M. Roberts and carried. Airport - Councilman W. Roberts: Committee desires to keep Strand lease in Committee for further consideration and expect to be ready to report to Council at August 8th meeting. Parking Meters - Councilman W. Roberts: Committee recommends that meter heads be removed in certain areas according to recommendations of Richard Mauzay. Letter from Chamber of Commerce asking for enforcement of 2-hour parking limit was discussed. Councilman Roche moved the matter of 2-hour parking limit enforce- ment be left in Committee. Seconded by Councilman W. Roberts and carried. Councilman W. Roberts reported that Yr. Gilbertson, who had the recent fire at his oil bulk plant, has a great deal of praise for the Fire and Police Depart- ments for their efficiency in bringing the fire under control and the control of traffic and the public. Councilman W. Roberts moved the Fire and Police Depart- ments be commended for their efficient performance of duty in response to this emergency. Seconded by Councilman :Lapp. unanimous Aye vote. Sidewalk & Curb - Councilman Happ: Committee recommends placement of side- walk and curb for the Lutheran School in Tract 3-22 at the corner of 5th Ave. W.N. and California Street as shoim in architect's plans and specifications. The Committee recommends the request of I:r. Joe Stephens for curb cuts be granted at owner's expense. Councilman W. Roberts moved acceptance of the Sidewalk and Curb Committee Reports. Seconded by Councilman 3jorneby and carried. Councilman Roche recornended the petition of Joe Hauber for S.I.D. for water mains be held in Committee. Councilman Roche reported the Swimming; Pool was operating smoothly. Councilman Bjorneby moved in the event the appointment of Ted Waggener was not confirmed as Ass't. Police Chief, he would retain the rank of Sergeant. Seconded by Councilman Happ and carried. Addressing the Council: Fire Chief Tillson requested the appointment of Charles Hathaway as Fire In- structor. Councilman Happ moved Charles Hathaway be appointed Fire Instructor for the Kalispell Fire Department. Seconded by Councilman Riley and carried. City Engineer McClintick requested permission to remove and replace 150 feet of curbing on 3rd Ave. W.N. at City expense. This would make it possible to re - grade the Avenue, which would result in proper drainage of this area and save the expense of installing another catch basin. Councilman M. Roberts moved the City Engineer be authorized to remove and re- place 150 feet of curbing on 3rd Avenue W.N. at City expense and to change the Avenue grade to allow proper drainage. Seconded by Councilman Bjorneby and carried. 244 Regular Meeting adjourned by lNayor Flynn and Budget Meeting resumed. I� Budget was reviewed and the following changes recommended or negotiated by P'unicipal Employees' Union or individuals. City Hall: Expenditures under utilities should be $1,100.00 instead of $100.00, chang- ing the total to $8,200.00. Police Department: Expenditures: Salaries revised from $86,310.00 to $87,680.00. This includes $120.00 extra raise negotiated for Pat Ramsey. Utilities reduced from $600.00 to $575.00. New car reduced from $1,600.00 to $1,575.00. Total expenditures increased from $101,548.00 to $102,798.00. Park Fund: Expenditures: Other Parks - Material & Supplies reduced from $4,000.00 to $3,850.00. New equipment reduced from $3,500.00 to $3,435.00. Total expenditures reduced from $58,650.00 to $58,435.00. Firemens' Pension: Reduced from $24,090.00 to $24,848.00. Water Works Department: Expenditures: Supervision reduced from $7,800.00 to $7,325.00. Total expenditures reduced from $212,100.00 to $211,625.00. Ambulance: Expenditures: Wages - Clerical increased from $950.00 to $1,200.00 Total increased from $15,092.00 to $15,342.00. Aviation: Expenditures reduced from $8,800.00 to $8,779.00. Salary of Street Foreman Jerry Anderson $600.00 per month. Hourly employees granted 154� per hour increase. Monthly employees granted $300.00 annual increase with some exceptions, notably Fire and Police Department, where increment and a partial adjustment in equalization between fire and police pay were factors. Councilman Roche moved adoption of Preliminary Budget as revised. Seconded by Councilman O'Brien and carried. Councilman Riley moved for adjournment. Seconded by Councilman O'Brien and carried.
