Regular meeting of the Kalispell City Council was held June 6, 1966, at 7:30
P.M. in the Council Chambers.
Mayor Flynn presiding with all councilmen present.
Minutes of the May 16, 1966 meeting were read and approved as read on motion
of Councilman Roche. Seconded by W. Roberts and carried. Minutes of the Special
Meeting held on May 23, 1966, were read and approved as read on motion of Council-
man Bjorneby. Seconded by O'Brien and carried.
CITY OFFICIAL REPORTS:
Clerk and Treasurer for April, and Engineer, Police Chief, Police Judge and
Sanitarian for May. Councilman Riley moved acceptance of City Official reports
and granted sanitarian permission to go ahead with plans for bacteriological tests
for restaurants. Seconded by Councilman Bjorneby and carried.
COMMITTEE REPORTS:
Councilman W. Roberts, Parking Meters - Reported a request for installation
of parking meters has been received from John Joachim in the area just west of
Lyford Plumbing. To be held in committee for further study.
Councilman W. Roberts, Aviation - Reported the Montana Aeronautics Commiss-
ion is offering a 2411 domed beacon and installation free of charge for the City
Airport. The cost of operation would be the responsibility of the airport. Dr.
Ross of the Airport Association is in favor of the acceptance of the beacon. The
approximate cost of the beacon operation is $60.00 per year. The cost of the op-
eration would be the responsibility of the Airport Association. A resolution is
required and a resolution should also be furnished by the Airport Association.
Councilman W. Roberts moved the adoption of Resolution No. 2586 accepting the in-
stallation of the beacon. Seconded by Councilman Roche. Roll call vote. All
voted Aye.
Councilman Riley reported that on Second Street East between 5th Avenue East
and Woodland Avenue is narrow and the committee recommends that no parking be
allowed on the south side of the street in this area. Councilman Riley moved
that Second Street East be restricted to no parking on the south side between 5th
Avenue East and Woodland Avenue. Seconded by Roche and carried.
Councilman O'Brien, Library - Reported the Library Board met with County
Commissioners. The next step concerning the Library Consolidation would be a
joint meeting of the City Library Board and the County Library Board. This meet=
ing is expected to be the later part of this week.
Councilman Happ, Curbs - Reported the Nazarene Church requests permission to
remove the boulevard on south side of the church. The location is on 4th Street
West between 2nd Avenue West and the alley. The curb to be replaced is at the
expense of the Church of the Nazarene. Also recommended, was the removal of the
boulevard on the north side of 4th Street West between lst Avenue West and the
alley. There is no curb at this location. Councilman Happ moved permission be
granted to the Nararene Church to remove the boulevard on 4th Street West on the
north side of the street between 2nd Avenue West and the alley, provided the Naz-
arene Church replaces the curb at the expense of the Nazarene Church, and the
City remove the boulevard on 4th Street West on the north side between 1st Avenue
West and the alley. Seconded by Roche and carried.
Councilman Happ, Sidewalks - Moved that the City Engineer be authorized to
grant permission to reduce sidewalk width from 8 feet to 6th feet, where he deems
it advisable. Seconded by N. Roberts and carried.
Councilman Homuth, Finance - Reported the Finance Committee has audited all
claims. Councilman Homuth moved acceptance of the report. Seconded by Bjorneby
and carried.
Councilman M. Roberts, Curbs - Moved adoption of Resolution No. 2587 ordering
the installation of curbs on both sides of Third Avenue W.N. between Wyoming and
Washington Streets, on both sides of Nevada Street between 3rd and 4th Avenue W.N.,
and on both sides of 4th Avenue W.N. between Nevada Street and California Street,
where not presently curbed. Seconded by W. Roberts. Roll call vote. All:,voted
Aye.
Councilman Roche, Swimming Pool - Reported that Mr. Springer has been employ-
ed as Pool Manager and will possibly have the pool opening next week.
Councilman Roche recommended the purchase of the Louis Phillips' property
adjacent to Woodland Park.

Councilman W. Roberts moved the bids be referred to the Sewer -Water Committee
with power to act. Seconded by Councilman Homuth and carried.
ADDRESSING THE COUNCIL:
City Engineer reported a request of Mrs. Allen to move fence just behind the
curb line. Councilman Homuth moved this be referred to the Curb Committee with
power to act. Seconded by Bjorneby and carried.
Mayor Flynn reported that the County has stopped maintaining the Courthouse
Park; that no communication had been addressed to the Council regarding this, but
that John Harris, Water Department Supt., had received a letter from the Commission-
ers ordering the water service discontinued, as the County was no longer going to
maintain the City Parks at the courthouse. That there was a written agreement with
the County that they would maintain these parks and this has been in effect for the
past 50 years. This has been referred to the Park Committee.
Mayor Flynn reported that this was the time that the Council was to be presented
with a lease for Mr. Strand by the Airport Association, and that no one was here.
Therefore, Mr. Strand would have to remove the trailer on June 10, 1966.
CORRESPONDENCE:
State Board of Health notifying the City that a secondary Sewage Treatment Plant
would be required by July 1, 1970. City Engineer stated that when the secondary plant
was put in operation, that personnel would be required at the plant 24 hours per day.
The first step would be to get advanced planning and this should be started in the
near future.
Councilman W. Roberts moved the July 4th meeting be postponed to July 25th.
Seconded by Councilman O'Brien and carried.
Revision of Garbage Ordinance requiring garbage can racks was discussed.
Time for meeting with Union representatives was discussed, with a union meeting
on July 11, 1966.

CO,,1MITTEE REPORTS:
Sidewalk and Curb - Councilman Happ reported the Committee granted Mrs. Vetrus
Allen permission to move fence to 2'k feet behind curb line.
Street and Alley - Councilman M. Roberts reported that the Committee recommends
the gravel bid be awarded to Hall Sand & Gravel, with gravel to be furnished as
needed. Councilman M. Roberts moved acceptance of the bid of Hall Sand 8: Gravel as
bid under Option A. Seconded by Councilman Riley and carried.

Councilman Roche moved the bids be referred to the Sidewalk and Curb Committee
with power to act, subject to City Attorney's approval of perforriance bonds.
Seconded by O'Brien and carried.
ADDRESSING THE COUNCIL:
Mr. Dean Jellison, representing the Airport Association, gave a progress re-
port stating that the runway project was almost completed and paid for, and that
it was expected the runway would be in use by July 1st. He reported that a light-
ing system was planned and this would work in well with the beacon that was to be
Installed. It is expected that the lighting system will be paid for in a short
time.
The Airport Association did not plan to limit the number of operators, as it
Is felt that the competition of free enterprise would be a governing factor.
The Airport Association planned to lease to Mr. Strand an area 300 x 400 ft.
for $50.00 per month. Mr. Strand would be required to erect a permanent type
building within a prescribed period of time and the title to the building would
pass to the City. The reason that the lease for Mr. Strand was not ready as
specified by the City Council was that 14r. Strand had been at Guard Camp, and
therefore, was not available to work out the lease agreement, but that the lease
would be ready within 2 weeks.
Councilman Bjorneby stated that he believed that the number of operators
should be limited and that it was unwise to allow three operators at the airport.
Councilman 11. Roberts stated the minimum value of any building to be con-
structed should be set.
