04/11/66 City Council MinutesCouncilman M. Roberts moved the request be turned over to the Sidewalk and Curb Committee. Seconded by Bjorneby and carried. Mr. Orr requested that he be permitted to obtain space on Main Street for his Pbpcorn Wagon. He stated that he would be satisfied with space in the middle of the block and that he didn't necessarily need a space near the corner. The Council members expressed themselves as being opposed to allowing space on Main Street and that the regulations currently in effect were satisfactory. Charles Tillson requested that an agreement be drawn that would allow the Fire Department to help neighb6r. communities with fire equipment when they were confronted with a fire of major proportions in business or industrial areas, but not for residential fires or rural fires. City Attorney to work with Fire Chief Tillson in working out such an agreement to present for Council consideration. Chief Tillson reported that the Fire Department had been given another in- spection responsibility, that of inspecting Day -Care Centers for Children. Councilman W. Roberts moved for adjournment. M. in the Council Chambers. Council President Bjorneby presiding as Mayor. Councilman Homuth absent. All other Councilmen present. Minutes of the April 4, 1966 regular meeting were read and approved as read on motion of Councilman W. Roberts. Seconded by O'Brien and carried. City Official Reports City Clerk and City Treasurer for February. City Engineer, Police Chief, Police Judge, and City Sanitarian for March. Fire Chief - Quarterly report. Councilman Roche moved acceptance of the City Officials reports. Seconded by M. Roberts and carried. Committee Reports Councilman Happ, Curb and Sidewalk Committee, reported that the Committee recommends the installation of curbs from 5th Avenue West North to 2nd Avenue W. N. and from California to Wyoming Streets. Also recommends the installation of a storm drain in this area. The report to be held in Committee pending further study of costs relating to installation of storm drainage. Councilman W. Roberts moved the City Engineer be authorized to call for bids for stripping pal t and sect spray* Seconded by Riley and /car/ri/ed. CY / c/ Addressing the Council Mr. Dean Jellison, representing the Airport Association requested the City Clerk be authorized to call for bids for Airport Runway extension. The cost -to be largely financed by donations which would be turned into the City Aviation Fund. Mr. Jellison reported he had talked by telephone with the State Examiners Office and Attorney General's Office and this arrangement, they said would be satisfactory. Doug Bishop has the bid specifications. Councilman Happ moved that the City Clerk be authorized to call for bids for the Airport improvements. Seconded by O'Brien and carried" City Engineer McClinticl reported that a family by the name of Burroughs, whose house recently burned and not now inhabitable, had been loaned a trailer to live in. They had moved the trailer onto their lot without obtaining the required permit from his office. The family said that they did not have any money for a permit at this time. Councilman Roche moved the matter be deferred until the next Council meeting. Seconded by W. Roberts and carried. Councilman M. Roberts, Sewer -Water Committee, reported the Committee recommends that advertisement for bids for Water System Improvments be authorized, and moved the City Clerk be authorized to advertise for bids as recommended. Seconded by W. Roberts and carried. Councilman Ai. Roberts moved adoption of Resolution No. 2583, a resolution authorizing the acceptance of a Grant from the Department of Health, Education, and Welfare for project WPC-Mont-96 to aid in the cost of constructing sewage treatment facilities. Seconded by W. Roberts. On roll call vote all Councilmen voted for adoption. Councilman W. Roberts moved the regular meeting May 2, 1966 be postponed to May 16, 1966. Seconded by Riley and carried.
