All councilmen were )resent. The minutes of the meeting held October 9, 1967, were read and approved as read on motion of. Councilman Roche. Seconded by Councilman O'Brien and carried. Resolutions: Councilman Roche moved adoption of P.esolution No. 2r;C5 _ _. esolution .Authorizing the Sale of Property Owned by the City of ?:alispell. Seconded by Councilman Roberts. Roll Call Vote. :All voted Aye. Councilman Roberts moved adoption of Resolution 'r'.o. 26.'rr� - 1esolut_ion of Intention to extend the Corporate Limits to Include 'i`:lartcl ::'ark Second .addition. Seconded by Councilman Piron. Roll Call Vote. ,11 voted aye. Ordinances: Councilman 111ron moved Ordinance No. 744 be adopted - An Ordinance Pro- hibiting Faulty 'Mufflers. Seconded by Councilman Happ. Roll Call Note. All voted Aye. Councilman Roche moved adoption of Ordinance ;do. 745 - an ordinance amending Section 17-5 of the Kalispell City Code prohibiting driving while license is suspended or revoked. Seconded by Councilman i•iron. Roll Call Vote. All voted Aye. Sale of S.I.J. 302 Bonds - $50,000.00 (Hennessy Area Sewer): ToweBanks hid for bonds ? 6%. No other bids were made. Councilman Hensley moved acceptance of the bid of Towe :nj,a, subject to clearance of bid bond check. Seconded by Councilman ?lap;.) ar(i carried. Committee Reports: i'arks & Recreation, Swimming Pool Report - Councilman oc`ie reported that to date a total of 637 signatures have been obtained on the petitions to request a special ?pond election for the purpose of rehabilitation work on Bruckhauser Pool. It is hoped that the remaining signatures required will be obtained by Jecea:iber 15tb, at which time the petitions will be sub- mitted to the Council for consideration. It is the feeling of tle Co;:u ittee that if and when the bond election has been successfully completed, serious consideration should be made relative to consultation with tho present fir-: of architects or another firs, or firms in regard to final cost esti::;ates ;efore advertising for bids for the proposed rehabilitation. Darks & Recreation - Woodland "ark water supply for ball fields - Coun- cilr.;an Roche reported a conference with the appropriate depar_!:i-lel t heads and the committee resulted in the following, decision: To extend ?'e water system from the present well into the developing ball field area usir; either tran- site or plastic pipe. Phis will provide adequate sprinkling water for the play. area. It is felt that the use of pop-up sprinkler heads will -provide the greatest economy through the reduction of man -power recuirements. It is requested the Water Department be authorized to incorporate pipe require- ments into the next pipe bid letting to complete this project. Councilman Roche moved acceptance of the Committee Renort. Seconded by Councilman Miron and carried. Sewer -Water - Matter of obtaining a Federal grant for a secondary treat- ment plant - Councilman Roberts reported the City of Kalispell apparently cannot obtain a Federal grant to assist in the necessary improvements at the disposal plant without having first made a comprehensive survey of water and sewage needs within a specified area in and around Kalispell. The Com-mittee recommends that the City engage 1orrison-11aierle Company to make this survey so that it meets the necessary requirements and will expedite any further work on sewer or water projects that the City may engage in. It is under- stood that the City -County Planning Board may reimburse the City in part for 319 this expense. Sewer -eater - Northridge and Ada-.s Addition S.I.D.'s for sewer along with outfall line - Councilman Roberts reported the Coruaittee recoriaends the Council approve the specifications as submitted by the firm of I-iorrison- 1airle for the S.I.D.'s in Northric.ce and Adams Additions along with the necessary outfall line. the COtiilaittee also recoruaends that the City Engineer be authorized to call for bids on tlese three projects which are S.I.J. 3i;3 and S.I.D. 304 and Schedule 1 for the outfall line. Safety - Confiriiation of Police Chief - Councilman Niron reported the Safety Comr11ittee recom:aends Ted Waggener be confirmed Police Chief and Gil Baldwin be confirmed _assistant Police Chief, as both have completed their probationary appointment period satisfactorily. Councilman liiron moved the confirmation of Ted Waggener as Police Chief and the confirmation of Gil Baldwin as Assistant Police Chief. Seconded by Councilman Rapp and carried. Safety - Fire Marshall Report - Councilman 1Iiron requested the City Clerk to read the report submitted by Fire Marshall Gene Thompson. The Citv Clerk read the report. Councilman Miron commented on the fine work being done by the Fire !%Iarshall. Safety - Rules and Regulations for Police Officers - Councilman 11iron moved approval of the rules and regulations as drawn by Police Chief Ted Wagener. Seconded by Councilman Happ and carried. .Addressing the Council: Police Chief Ted Waggener requested that he and Assistant C?,ief Baldwin he ;ranted permission to attend the Police Chief's meetin in Butte on Nov- ember 14th, 1967. Councilman Akron moved the request of Police Chief Waggener be granted. Seconded by Councilman O'Brien and carried.. Police Chief Waogener requested permission to send Ronald Du Puy to a Fingerprinting School at Twin Falls, Idaho, for a five-day_ period be-innin hove fiber 13, 1967.
