REGULAR MEETING
A regular meeting of the Kalispell City Council was held August 7, 1967,
in the Council Chambers at 7:30 P.". with Mayor Bjorneby presiding.
All councilmen were present.
The minutes of the •ieeting held July 10, 1967, were read and approved
as read on motion of Councilman Roche. Seconded by Councilman Roberts and
carried.
Councilman Riley ,loved approval of the minutes of the July 19th and
24th meetings as read. Seconded by Councilman .Iiron and carried.
The Minutes of the Special "eeting on July 25, 1967, were read and ap-
proved as read on motion of. Council -an ',`iron. Seconded by Councilman Hensley
and carried.
Committee Reports:
Safety - CounciLuan jiron requested Fire Marshall Gene "'ho::pson to re-
port- on the progress of the removal of old buildings. Fire '"arshall Thoyip-
son reported on buildings in several areas of the city that were to be torn
down or burned down.
Councilman itiron requested that the Council consider raising the pay of
firemen and policemen to $435.00 base since the change from paying incretent
on a base of 8475.00 had to be reduced to incre ent on a base of $4C0.0C.
This reduction in incretent has resulted in an average loss of $1k.00 per
:man per --onth on 'he proposed budget.
Councilman 'Miron reported Police Chief Waggener has requested permiss-
ion to begin a 2-week vacation August 21, 1967, and also requested per:iiss-
ion to be absent fro--i the State during that two -week period. Councilman
Miron :loved that Police Chief Waggener be authorized to be absent fro;-i the
City and State for a two -week period beginning August 21st. Seconded by
Councilman Hensley and carried.
Councilman^'iron moved that Police Chief Waggener be authorized1 to
attend the International Law EnforceTment Se?linar in Billings ort September
14th and 15th, 1967, and that expenses not to exceed $100.00 be allowed.
Seconded by Council-ian Roche and carried.
Council-ian '`iron reported that Perry Brown is leaving +-he alispell
Police Depart -cent September 1, 1967, and there is some question as to
whether he should receive the uniform allowance. Councilman Riley -:owed
that the uniform allowance for Perry Brown be paid according t-o ;-he years
of service completed. Seconded by Councilman Miron and carried.
"he following reco-nmendations were -lade by Police Chief Waggener:
Curtis Snyder be appointed Plain Clothes ?tan, William Ulrich be prototed to
Sargeant, and I%'or;,an Stotts, Jr. be hired on a 6-months probationary period
beginning Septemmber 1, 1967.
Councilman T'iron moved approval of the Police Chiefs reco-rendat-ions.
Seconded by Councilman Riley. Councilmen Roche and Roberts voted No. I:otion
carried.
There was a discussion concerning appointments.
Counc i 1-ian O'Brien 1noved to reconsider the motion a lyrovi a;
Chief's reco:;mendations. Seconded by Councilman Riley and carried.
Council -man iron loved Curtis Snyder be appointed Plain Clothes Fan and
yjilliaTl Ulrich be promoted 'o Sargeant. Seconded by Councilman Riley and

Council -tan Riley reported that one of the City's light poles at the in-
tersection of. Main & Center S'reets had been badly da-.aged and presented a
hazard. Councilman Riley -loved the City e iploy Pacific Power & Li?;ht Company
to repair or replace the da•taged pole. Seconded by Councilman :Miron and
carried.
Employment Committee - Councilman Rober'--s repor'ed the Coiziittee has
-let with representatives of the Union and that the Union -members are in
favor of the longevity proposal.
Finance'Committee - Councilman Hensley reported the clairts have been
audited and approved for payment. Councilman Hensley --loved acceptance of
the Finance Committee Report. Seconded by Council•an Happ and carried.

Annexation Commli-tee - Councilman Roberts ~roved adoption of Resolu!- ion
No. 2638 - A Resolution of Intention '.-o Extend the Corporate Li -tits of the
City of Kalispell. Seconded by Council-"ian Hensley. Roll Call Vote. All
voted Aye.
Dark Com7ittee - CounciL";an Roche reported the lease has been prepared
leasing the Depot Park Building lo Flat -head Valley Community College and the
terns of the lease have been accepted. Council rian Roche -loved "ayor Bjorneby
be authorized to sign the lease of the Depot Par!c Building to Flathead Valley
Community College. Seconded by Councilman O'Brien and carried.
Five different plans have been submitted for the reriodeling of the
swimming pool and the Committee feels that the #5 Plan is the best of those
submitted.
The Committee reco-imends ' ha' Holland - Zucc-•ni Architects be employed
to proceed with plans.
Councilman Roche moved Holland - Zucconi Architects be e"iployed to pro-
ceed with planning for ;-he s t-lmin-g Seconded by Councilman Happ and
carried.
Councilman Roberts :roved that a Call for Bids for a heating plant at
the Depot Park Building be authorized. -Seconded by Councilman Roche and
carried.
Addressing 'he Council:
:fir. Robert Riley, representing a Co-.mi'-tee of the Cha fiber of Con terce,
asked that the City enforce 2-hour par'cing. "his was referred to the Par''A-
ing Committee.
Councilman Roche moved i.ayor Bjorneby be authorized to sign an agree-
ment with Hoiland 7ucconi Architects. Seconded by Councilman Roberts
and carried.
Correspondence:
A letter of resignation from John Harris was read by Nayor Bjorneby.
The effective date of the resignation is Au-ust 1, 1967. Councilman Roche
moved a letter of commendation and thanks from the ''ayor and Council be
written to Pr. Harris and the acceptance of ?`:r. Harris' resignation.
Seconded by Councilman Roberts and carried.
A letter of protest concerning the Korn Buick parking lot was referred
to the City Attorney.
Councilman Roberts moved the Septe"-;ber 4 h Meeting be postponed to
Septe-tber 5, 1967. Seconded by Council -;an O'Brien and carried.

and carried.
Minutes of April 7th meeting read and approved as amended this 14th
day of August, 1967.
