REGULAR MEETING
A regular meeting of the Kalispell City Council was held May 1, 1967, at
7:30 P.M. in the Council Chambers with Nayor Flynn presiding.
All All councilmen were present.
The minutes of the meeting on April 10, 1967, were read and approved as
read on motion of Councilman Roche. Seconded by Councilman W. Roberts and
carried.
The minutes of the Special Meeting held on April 26, 1967, were read.
Councilman M. Roberts moved approval of the minutes as read. Seconded by
Councilman Bjorneby and carried.
Committee Reports:
Councilman O'Brien reported the Council Library Committee met with the
Library Committee of the County Commissioners on April 27, 1967. A further
report will be given at the next council meeting.
Mayor Flynn commented on an article published in the Daily Inter Lake
in which Larry Stem of the Flathead Anti -Crime Commission criticized the
administration with having directed the Kalispell Police Department to con-
centrate on parking violators to increase revenue from this source. Mayor
Flynn explained that it had been decided to hire a woman radio operator -sec-
retary for the police and to put a motorcycle -mounted officer downtown, since
the Council had received many requests to have a policeman on a downtown
beat. The motorcyle officer was to write parking tickets and to take care
of all d9wntown law enforcement while on duty. Mayor Flynn stated that Mr.
Stem, a news reporter, had attended only three or four Council meetings in
the past six years and that he had not been factual in reporting wages for
Kalispell in the Anti -Crime Commission Report.
Mayor Flynn presented Certificates of Appreciation to retiring Police
Chief Christopherson and to outgoing Councilmen Homuth and W. Roberts.
Mayor Flynn unveiled pictures of former Mayors of Kalispell, which had
recently been placed on the wall in the Council Chambers. Mayor Flynn
credited Mr. Frank Trippet for his efforts in collecting these pictures of
former Mayors of Kalispell.
Mayor Flynn expressed his appreciation to the Council members for their
fine work and co-operation during his administration.
Oath of Office:
City Police Judge Palmer Christopherson administered the oath of office
to Mayor Bjorneby and Councilmen.
Mayor Bjorneby presented outgoing Nayor Flynn with a Certificate of Ap-
preciation.
Mayor Bjorneby made the following appointments with the advice and con-
sent of the Council:

Election of Council President:
Councilman Roberts nominated Councilman Roche. Seconded by Councilman
O'Brien. Councilman Miron nominated Councilman Riley. Seconded by Council-
man Happ. Councilman Hensley moved nominations be closed. Seconded by
Councilman O'Brien and carried. Ballot resulted in a tie vote. A coin was
tossed in favor of Councilman Roche. Councilman Miron moved the Council cast
a unanimous ballot for John Roche as Council President. Seconded by Council-
man Roberts and carried.

Councilman Roche moved adoption of Resolution No. 2618 - a resolution
of intention to create S.I.D. #303. Seconded by Councilman O'Brien. Roll
Call Vote. All voted Aye.
Councilman Roche moved adoption of Resolution No. 2619 - a resolution
of intention to create S.I.D. #304. Seconded by Councilman Riley. Roll
Call Vote. All voted Aye.
Mayor Bjorneby reported that cash balances showed excess funds which
should be invested in Time Certificates.
Councilman Roche moved the City Treasurer be directed to invest $4,000.00
of the Ambulance fund, $50,000.00 of the Garbage fund, $50,000.00 of the
Water Works fund in Time Certificates. Seconded by Councilman Happ and car-
ried.
Park:
Councilman Roche requested an emergency budget of $5,000.00 for the Park
fund. The Park fund has received $5,000.00 from the sale of land, and in
order to take advantage of matching funds that are available, it is necessary
to budget this $5,000.00.
Councilman Roche moved adoption of Resolution No. 2620 - a resolution
of intention to -declare an emergency budget of $5,000.00 for the Park Fund.
Seconded by Councilman Miron. Roll Call Vote. All voted Aye.
Correspondence:
A written request was received from City Treasurer Una McMillan for an
emergency budget of $192.00 for the City Treasurer to pay wages of her helper.
This was referred to the Employment Committee for further study.
Councilman Riley expressed thanks to the Kalispell- News and Mr. Frank
Trippet for the printing of Council committee cards.

Councilman Riley moved approval of the bonds. Seconded by Councilman
Miron and carried.
City Engineer McClintick.requested permission to call for bids on lift
station and sewer project for the Hennessey area. Councilman Roberts moved
Engineer McClintick be granted permission to call for bids for a lift station
and sewer project. Seconded by Councilman Roche and carried.
The City Engineer also made a request to secure a rubber tire roller
for rolling the streets on a rental purchase plan. This was referred to the
Street and Alley Committee.
Police Chief Waggener requested that Norman Zachery be hired as police
officer on temporary basis for six months until residence requirements are
met. If satisfactory, he uo uld be hired for six months probationary period
after six months residency requirements were satisfied. Councilman Miron
moved Zachery be hired as requested by the Police Chief. Seconded by Coun-
cilman Hensley and carried.
Councilman Roche moved for adjournment. Seconded by Councilman Roberts
and carried.
