A regular meeting of the Kalispell City Council was held on April 4,
1967, at 7:30 P.M. in the Council Chambers with Council President Bjorneby
presiding.
All councilmen were present.
The minutes of the March 13, 1967, meeting were read and approved as
read on motion of Councilman W. Roberts. Seconded by Councilman O'Brien
and carried.
Hear and Pass Upon Protest on S.I.D. 302 - Protests from Katie Harm,
Tract 5-13, and Fred A. Hagel, Tract 5-FB, were read. Councilman Roche
moved adoption of Resolution No. 2613 - a resolution creating Special Im-
provement District No. 302. Seconded by Councilman Happ. Roll Call Vote.
All voted Aye.
Councilman Riley moved an ordinance be created requiring a common
language description, along with legal property description, for legal ad-
vertising involving property. Seconded by Councilman Roche and carried.
Open Bids on Chlorine:-
Pennsalt Chemicals Corp.
1. $192.80 per ton in 5-ton lots, via rail F.O.B.
Kalispell rail siding. Includes return of empty
containers.
2. $250.50 per ton in any quantity up to 5 tons,
via truck at the prevailing truck rates. Delivery
directly to Kalispell plant. Includes return of
the empty containers.
Van Waters & Rogers, Inc.
Liquid chlorine in 1-ton cylinder.
11 - 19 tons per year $6.30 per cwt.
20 - 40 tons per year $5.05 per cwt.
F.O.B. Tacoma, Washington
Auto Freight - current rate $3.35 per cwt.
Return charge for empty containers - $2.15 per cwt.
Expected new rate beginning in May - $2.07 per cwt.
Return charge remaining at $2.15 per cwt.
Councilman M. Roberts moved the bids on chlorine be referred to the
Sewer -Water Committee with power to act. Seconded by Councilman W. Roberts
and carried.
Open Bids Tract 11-C:
Kalispell Pole & Timber
$4,500.00
Councilman Roche moved the bid on Tract 11-C be turned over to the
Park Committee without power to act. The Committee will report at the
next meeting. Seconded by Councilman Homuth and carried.
Committee Reports:
Sidewalk and Curb - Councilman Happ recommended the installation of
curb and sidewalk on the South side of 2nd Street West between 7th Ave.
West and the Alley. Also recommended was the installation of curbing on
both sides of the 700 block of 4th Avenue West North.
Councilman Happ moved adoption of Resolution No. 2614 - a resolution
ordering the construction of curbs and sidewalk on the South side of 2nd
Street West from 7th Ave. West to the Alley, and the construction of curb-
ing on both sides of the 700 block of 4th Ave. West North. Seconded by
Councilman Riley. Roll Call Vote. All voted Aye.
Street and Alley:
Councilman M. Roberts recommended extending 7th Street one-way to
1st Ave. East from Main Street, and reversing the direction of the two
blocks of one-way on Second Ave. East, making the one-way traffic on 2nd
Ave. East northbound. City Attorney Marshall Murray will prepare the
ordinance.
Water Committee:
Councilman Roche moved the Sewer -Water Committee be granted authority
to adjust water -sewer bills. Seconded by Councilman M. Roberts and carried.
The Committee recommended Carl Lauterjung and City Engineer McClintick
be in charge of remodeling the Water Department Building.

Adams Addition Petition for S.I.D. for Curbs & Paving:

Council members were in acord that action on this should be delayed
until after the installation of sewer lines, as the sewer lines will go in
• the streets in the Adams Addition.
Correspondence:
A letter was read from Police Chief Christopherson requesting permiss-
ion to send William Ulrich and Perry Brown to a Law Enforcement Academy
Basic School at Bozeman May 7th thro+teh Yav 19r.h. Councilman W.. Roberts .

the Law Enforcement Academy Basic School at Bozeman May 7th through May
19th, 1967. Seconded by Councilman Riley and carried.
Letters were read from the Police Chief and Board of Trustees of the
Police Pension Fund regarding the resignation of Police Chief Christopherson
and the request to be placed on the reserve list as of May 1, 1967. Coun-
cilman Homuth moved Police Chief E. E. Christopherson's resignation be
accepted and the adoption of the report of the Board of Trustees of the
Police Pension Fund, placing E. E. Christopherson on the reserve list.
Seconded by Councilman Happ and carried.
Councilman Happ reported that there has been an excessive amount of
truck travel on 3rd and 4th Avenue East. Ass't. Police Chief Ted Waggener
reported that two violators had been arrested in this area and that the
Police Department was continuing surveillance of this area.
Addressing the Council:
Police Chief Christopherson requested confirmation of Ronald DuPuy
as Police Officer. Ronald DuPuys confirmation has been delayed pending
possible legislation regarding Police Pension. Councilman Roche moved
Ronald DuPuy be confirmed as Police Officer. Seconded by Councilman M.
Roberts and carried.
Mr. Cliff Miller expressed concern about salesmen entering the City
and soliciting residential areas. City Attorney Murray reported that
when the people notified the City that they were being solicited, immediate
action was taken by the City.
Councilman Roche moved for adjournment. Seconded by Councilman Nomuth
and carried.
Read and approved as corrected this loth day of April, 1967.
