03/13/67 City Council Minutes272 REGULAR MEETING A regular meeting of the Kalispell City Council was held on March 13, 1967, at 7:30 P.M. in the Council Chambers with Mayor Flynn presiding. Councilman Happ was absent. All other councilmen were present. The minutes of the March 6, 1967, meeting were read and approved as read on motion of Councilman W. Roberts. Seconded by Councilman Bjorneby and carried. City Official Reports: City Clerk and Treasurer - January City Engineer, Police Judge, Police Chief and Sanitarian - February. Councilman W. Roberts moved acceptance of the City Official Reports. Seconded by Councilman Homuth and carried. Committee Reports: House Bill 557 (Police Retirement) - Councilman Riley asked City Attor- ney Marshall Murray to report on the status of this bill. Attorney Murray reported that the bill has been amended and the restriction regarding dis- tribution of the fund by the State Auditor had been removed and no longer presented any problem. In checking with the Attorney General, the restric- tions, which presented a problem, will not apply. Building, Electrical and Plumbing Codes - Councilman Riley stated the building code adopted by the City was the 1961 code and should be revised to the 1967 edition of the Uniform Building Code. The electrical and plumbing codes should also be undated. City Attorney Murray reported that there is new legislation regarding adoption by referrence and would like to check this legislation before going ahead with the adoption of new edi- tions of the building, electrical and plumbing codes. Property Appraisal - Councilman Roche reported that the appraisal value of the 15.11 acres of Tract 11-C was $5,700.00 according to Appraiser Doiel Smyser. Opening of Sprayer Bids: The following bids were received: Kalispell Feed and Grain $5,375.23 Modern Equipment Co. 1. 4,120.00 2. 2,400.00 3. 2,701.00 4. 2,450.00 F. E. Meyers Bros. Co. 4,223.88 All F.O.B. Kalispell. Councilman W. Roberts moved the bids be referred to the Park Committee with power to act. Seconded by Councilman Homuth and carried. Addressing the Council: Fire Chief Tillson requested permission to send Melvin Peterson to an alarm school in Tacoma and Charles Hathaway to a training school in Billings. In doing so, this would exceed the school budget by $100.00. Councilman Roche moved Fire Chief Tillson be authorized to send Melvin Peterson to the alarm school and Charles Hathaway to the training school. Seconded by Coun- cilman W. Roberts and carried. Correspondence: A letter was read from Fire Chief Tillson requesting the appointment of Duane Larson as firemen. Councilman Roche moved Duane Larson be appointed as firemen. for a probationary period of 6 months, with credit for prior time. Seconded by Councilman Bjorneby and carried. Councilman O'Brien moved adoption of Resolution No. 2611 - a resolu- tion authorizing acceptance of a Federal Grant for Northwest Sewerage Pro- ject. Seconded by Councilman W. Roberts. Roll Call Vote. All voted Aye. Councilman W. Roberts moved adoption of Resolution No. 2612 - a resolu- tion annexing the School District 5 Junior High School Site. Seconded by Councilman Bjorneby. Roll Call Vote. All voted Aye. Water Superintendent Harris reported a request has been received from the Evergreen Water District for a line to connect with the City of Kalispell Water System for emergency use. This was referred to the Sewer - Water Committee for further study. Water Supt. Harris also reported that representatives from the Neptune Meter Company and Hersey-Sparling Meter Company would meet with the Committee 1 1 1 3 next Monday to present their remote reading meters for consideration. All members of the Council were invited to attend. Mayor Flynn presented a comparison of firemen and policemen wage schedules and pointed out that in comparison to other cities, Kalispell's wage schedule was relatively high for this size City. The City of Kali- spell is 9th in size and 3rd in starting salary. Barney Horstman of Pacific Power and Light reported that he felt the State Electrical Inspection was good in that the rural areas now received inspection whereas before, no inspection was required for rural electri- cal installations. Mayor Flynn reported that he supported the Police Chief in his posi- tion regarding the interrogation of students without the presence of school officials. Barney Horstman stated he felt that the City of Kalispell was the best governed City in the State. Councilman O'Brien moved the April 3, 1967, meeting be postponed to April 4th. Seconded by Councilman W. Roberts and carried. Councilman W. Roberts moved for adjournment. Seconded by Councilman MI. Roberts and carried. Read and approved as read this 4th day of April, 1967.
