11/02/70 City Council Minutes7 REGULAR MEETING November 2 1970 REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF KALISPELL, MONTANA, IN THE COUNCIL CHAMBERS OF CITY HALL AT 7:30 P. M. MAYOR BJORNEBY PRESIDED. COUNCILMEN HENSLEY AND ROCHE ABSENT, ALL OTHER COUNCILMEN PRESENT. READING OF MINUTES Minutes of the regular meeting of October 19, 1970 were read. Councilman Miron moved approval of the minutes as read. Seconded by Councilman O'Brien. Carried. PETITION - Street Lighting Milam Addition Councilman Miron moved Mayor Bjorneby be authorized to include Milam Addition Street Lighting in the Street Lighting Contract and the property owners be assessed for lighting and maintenance costs. Seconded by.Councilman O'Brien. Carried. HEAR AND PASS ON PROTESTS Grand View Heights Addition No. 2 No protests received. Councilman Roberts moved adoption of Resolution No. 2783, a Resolution Extending the Corporate Limits of the City of Kalispell, Montana to include Grand View Heights Addition No. 2. Seconded by Councilman Miron. Roll Call vote. All voted Aye. Councilman Roberts moved adoption of Resolution No. 2784, A Resolution designating the name of street in Grand View Heights Addition No. 2 as "Glacier View Drive". Seconded by Councilman Miron. Roll Call vote. All voted aye. Meridian Road No protests received. Councilman Roberts moved adoption of Resolution No. 2785, A Resolution Extending the Corporate Limits of the City of Kalispell, Montana to include Meridian Road. Seconded by Councilman Miron. Roll Call Vote. All voted aye. ADDRESSING THE COUNCIL Mr. Chris $yrenson of 190 - 6th Ave. W. N. requested permission to move a house from 1'I- 6th Ave. W. N. to lot across street. Building to be used as a garage. Councilman Miron moved the request be referred to the Annexation Committee with power to act. Seconded by Councilman O'Brien. Carried Mr. Myron Houston representing water users outside the city limits of 5th, 6th, and 7th avenues West. Requested Sewer and Water Committee meet with' their group by November 13th. Mr. Houston objected to the installation of a master meter on the lines in question and requested that no charges be levied for water metered on the master meter pending the results of the meeting with the Council Committee. Sewer & Water Committee to arrange a meeting date. City Clerk Beardslee requested permission be granted for the City Clerk and City Treasurer to attend a meeting in Helena of Clerks, Treasurers, and Finance Officers, November 19th, with travel via private auto authorized. Councilman O'Brien moved City Clerk Beardslee and City Treasurer Boberg be granted permission to attend the November 19th meeting in Helena and travel by private transportation be authorized. Seconded by Councilman Turner. Carried. Water Department Supt. Lauterjung requested permission to call for bids for a Hydraulic Back Hoe. Councilman Turner moved the Water Superintendent be authorized to call for bids for hydraulic back hoe. Seconded by Councilman Miron and carried. City Engineer McClintick reported that the City has been granted authority to remove the debris (6th Ave. W. N. & Idaho) and that it will be removed within the next few days. Police Chief Waggoner requested permission to call for bids for a new 1971 Police Pursuit Car. Councilman O'Brien moved Police Chief Waggoner be authorized to call for bids for new 1971 Police Pursuit Car. Seconded by Councilman Turner. Carried COMMITTEE REPORTS Parks & Recreation - Tourist Information Center Councilmen Roberts reported the committee recommends continuance of the present rent free arrangement between the city and Advertising West for the following reasons: 1 - General improvement of the area 2 - Mowing of grass and around trees 3 - Maintenance and cleaning of Public Rest Rooms 8 4 - Service they provide the traveling public and the goodwill they create. Councilman Roberts moved adoption of the Parks & Recreation Committee Report. Seconded by Councilman Miron. Councilmen O'Brien and Turner voted nay. All others voted aye. Carried Garbage - Refund request Councilman Roberts reported a request for refund for portion of Garbage assessment by the Dairy Mart. Mayor Bjorneby referred the request to the Garbage Committee for study and recommendation. Safety - Confirmation of Officers The Chief of Police has recommended the confirmation of Bob Sevier as Lieutenant and Don Hellman as Sergeant. Councilman O'Brien moved confirmation of the rank of Lieutenant for Bob Sevier and confirmation of the rank of Sergeant for Don Hellman. Seconded by Councilman Riley. Carried. Police Chief Waggener recommended also the confirmation of Dave Brewer as Patrolman. Councilman O'Brien moved confirmation of David Brewer as Patrolman. Seconded by Councilman Miron. Carried. Police Chief Waggener recommends the probationary period of Douglas Wilson be extended 6 months and that Wilson be allowed benefits of confirmed Patrolman for the second 6 months period of probationary status. Councilman O'Brien moved approval of the recommendation for additional 6 months probationary period for Wilson with benefits of confirmed Patrolman being allowed for the second 6 months period of probationary status. Seconded by Councilman Miron. Carried. Police Chief Waggener recommends the confirmation of Gladys Wilson as dispatcher. Councilman O'Brien moved the confirmation of Gladys Wilson as dispatcher. Seconded by Councilman Miron and carried. Fire Chief Tillson requests the confirmation of Gene Doty as Fire Marshall. Councilman O'Brien moved the confirmation of Gene Doty as Fire Marshall. Seconded by Councilman McCormick. Carried. Parking Meter - Reserved Parking Councilman Miron reported the committee recommends the restoration of metered parking at the Central Christian Church. Five spaces metered with one space reserved parking. Councilman Miron moved adoption of the Parking Meter Committee Report. Seconded by Councilman O'Brien. Carried. The committee recommends the reserved parking at Sheppards Second-hand Store be rescinded and that the space be metered. Councilman Miron moved the reserved parking space at Sheppards on 3rd Street West be replaced with metered parking. Seconded by Councilman O'Brien. Carried. The Committee recommends that the Senior Citizens be granted reserved parking at the first space on the Southeast corner of the intersection of 3rd Street East and First Avenue East. Councilman Miron moved Senior Citizens be granted reserved paiking at the first parking space on the southeast corner of the Intersection of 3rd Street East and First Avenue East. Seconded by Councilman McCormick and carried. Councilman Miron reported that Ted Waggener and Dick Mauzey have ordered and Installed five new Duncan Fine boxes. The cost of the fine boxes is $33.50 each. The new fine boxes will prevent pilfering which occurred'with the old fine boxes. Councilman Miron introduced Mr. Steve Petrini, new City -County Planner. Safety - Restricted parking by stop signs Councilman O'Brien moved the City Attorney draw an Ordinance prohibiting parking within 30 feet of any stop sign. Seconded by Councilman Turner. Carried. Councilman Riley recommended that the word "only" be added to the sign reading left turn at the Conrad Bank corner. Sign would read "left turn only". Referred to the Safety Committee. MISC. BUSINESS Mayor Bjorneby reported City Employee James Cordell would be interested in leasing the old dump grounds. Councilmen felt that there should be some pub- licity in the news media in case someone else might be interested in leasing the property. r 9 License and Permit Bond Superior Heating and Sheet Metal Heating Contractor Councilman Miron moved acceptance of the bond of Superior Heating Sheet Metal. Seconded by Councilman Turner. Carried. Councilman Miron moved adjournment. Seconded by Councilman Riley: Carried.
