10/05/70 City Council Minutes�:��nuRa:�c���►rracH A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:30 P. M., OCTOBER 5, 1970, IN THE COUNCIL CHAMBERS OF CITY HALL. MAYOR BJORNEBY PRESIDED. ALIT COUNCILMEN WERE PRESENT. READING OF MINUTES The minutes of the regular council meeting of September 21, 1970 were read. Councilman Roberts moved approval of the minutes as read. 2nd Councilman Roche. Carried. HEAR AND PASS ON PROTESTS - Lighting District Extension The protest of Conrad D. Peterson was read. Mayor and Councilmen in discussion with protestant did not feel the protest was based on sufficient cause and that the area represented was a very small part of the total area of the proposed extended portion of the district. Councilman Miron moved Adoption of Resolution No. 2782 A Resolution Extending Special Lighting and Maintenance District No. 51. 2nd Councilman Turner. Roll Call Vote. All voted Aye. HEARING - Emergency Budget No protests were received. Councilman Miron moved An Order Creating an Emergency Budget for expenditure of $16,000,00 from Sewer Service Funds for the purchase of Property for a storm sewer holding pond. 2nd Councilman Roberts. Councilmen Turner and Hensley voted Nay. All others voted aye. Motion Failed. Councilman Miron moved An Order Creating an Emergency Budget of $16,000.00. $15,000.00 for the purpose of purchasing out of Sewer Service Funds property located at the Southwest Corner of the City Shop location. Land to be used for a storm sewer holding pond. $1,000.00 for Contingent Expenses. 2nd Councilman Roberts. Roll Call Vote. All voted Aye. ADDRESSING THE COUNCIL Water Department Superintendent Lauterjung discussed with councilmen the State Highway Departments request that water mains be replaced in the Courthouse Couplet Project Area. The estimated remaining life of the present water mains in the area is 40 years. Councilmen felt because of the remaining life of the present mains, the State Highway Department should be requested to share in the cost of replacement. Councilman Hensley moved the Water & Sewer Committee take this under advisement and bring a recomendation to the Council at the next meeting. 2nd O'Brien. Carried. Water Department Superintendent Lauterjung reported to the Council problems existing with privately owned water line extensions on 5th„6th, and 7th Avenues which are outside the City Limits. Lines which are leaking and need to be replaced. Councilman Roche moved this be referred to the Water and Sewer Committe and the [hater Superintendent to formulate a letter to notify parties. 2nd Councilman O'Brien. Carried. Water Department Superintendent Lauterjung reported thatnenthily safety meetings were being conducted for Water Department Personnel. Sgt. Al Reirson of the Montana Highway Patrol has suggested that employees take the defensive driving course. Councilman Roche moved Department Heads work out program with Sgt. Reirson for safety driving course. 2nd Councilman Riley. Carried. City Sanitarian Goulet requested permission to attend a Sanitarians Conference in Bozeman. Councilman Roche moved approval of City Sanitarians request and approved travel by private transportation. 2nd Councilman Roberts. Carried. COMMITTEE REPORTS Annexation - Councilman Roberts Reported that several platts were being processed and would be ready for annexation in the near future. Enployment - Councilman McCormick Councilman McCormick moved adoption of Ordinance No. 780. An Ordinance Fixing the annual salary and compensation of City Officers and Employees. 2nd Councilman O'Brien. Roll Call Vote. All voted Aye. Street Lighting - Councilman Riley Suggested that possible need for additional lighting in Depot Park be considered. Boards and Agencies - Councilman Miron The Neighborhood Development Authority has selected Mr. Robert Olson as Administrator of the HUD Feasibility Study for Kalispell at a salary of $8,500.00 per year. The City -County Planning Board has selected Mr. Steve Petrini as In -House Planner at a salary of $90M1S per month effective November 1, 1970. 950.00 3 a MISC. BUSINESS City Attorney Donahue reported that he had attended a meeting in Helena concerned with proposed legislation and briefly mentioned some of the items that pertained to Cities and Towns. Councilman Roche moved approval of the minutes as corrected. Seconded by Councilman Roberts and carried. CITY OFFICIAL REPORTS Clerk Treasurer, August Report Police Judge - Police Chief - City Engineer - Sanitarian, September Report Fire Chief, Third Quarter Report A portion of the Sanitarians' report which requested that some pressure be applied to speed the removal of a hazard (pile of rubble resulting from the demolition of old house) located on the corner of Idaho Street and 6th Avenue West North, was discussed by councilmen. Councilman Roche moved a complaint be filed and that the owner of the property be given thirty days to comply. A test of Ordinance No. 778. Seconded by Councilman Miron and carried. Councilman O'Brien moved approval of the City Official Reports. Seconded by Councilman Hensley. Carried.
