08/10/70 City Council Minutes"ky F�1 REGULAR MEETING A Regular Meeting of the Kalispell City Council was held in the Council Chambers of City Hall at 7:30 P.M., August 10, 1970. Mayor Bjorneby presided. Councilman McCormick was absent. All other Councilmen were present. READING OF MINUTES The minutes of the budget meetings of July 15th & 22nd were read. Councilman Miron moved approval of the minutes as corrected. 2nd Councilman Roberts. Carried. Minutes of the regular council meeting of August 3rd were read. Councilman Rilgy moved approval of the minutes as corrected. 2nd Councilman &e� Carried. Minutes of the budget hearing meeting of August 5th were read. Councilman Miron moved approval of the minutes as read. 2nd Councilman Turner. Carried. CITY OFFICIAL REPORTS Clerk & Treasurer for June. Police Chief, Police Judge, City Engineer, and Sanitarian for July. Councilman Roche moved acceptance of the City Official Reports. 2nd Councilman Turner. Carried. ADOPTION OF FINAL BUDGET Mayor Bjorneby and Councilmen reviewed preliminary budget items and made changes in the budgets of the Fire Department, City Engineer, and City Warehouse. Councilman Riley moved adoption of Resolution #2778 A Resolution Fixing the budget for the fiscal year 1970 — 1971, with line items as adjusted by department heads. 2nd Councilman Turner. Roll Call Vote. All voted Aye. Councilman Miron moved adoption of Resolution #2779 A Resolution making the tax levy for the year 1970. 2nd Councilman Riley. Roll Call Vote. All voted Aye. ADDRESSING THE COUNCIL Firemen Tweet requested the $7.50 per month insurance participation by the city be applied to disability insurance group of the fire department for personnel of the Fire Department. Councilman Roche moved the $7.50 city insurance participation be paid to the following insurers with whom city employees have group insurance coverage; Northwestern National Life [fire dept], Blue Shield, and Blue Cross. The involved companies to submitt a Master Group Policy to the City. 2nd Councilman Riley. Carried. Water Superintendent Lauterjung reported to the Council two requests received for water main and service line extensions and related some of the problems these extensions presented. Councilman Riley moved that the requests for water service extensions be referred to the. Sewer & Water Committee with power to act. 2nd Councilman Miron. Carried. Fire Chief Tillson requested permission to send a fireman to a Fire Seminar in Missoula, August 27 - 29. Councilman Miron moved the request be authorized with travel by private transportation authorized. 2nd Councilman Turner. Carried, Councilman Miron moved Police Chief Waggener be authorized to send a patrolman to the Fire Seminar in Missoula August 27- 29• 2nd Councilman Riley. Carried. Councilman Roberts moved Mayor Bjorneby, the City Attorney, and the City Clerk be authorized to attend the League of Cities and Towns Meeting in Missoula, August 20 - 22, and that private transportation be authorized. 2nd Councilman Roche. Carried. COMMITTEE REPORTS Parks - Councilman Roche The committee would like to renew the agreement with recreation director "Huz" Jensen for next year. This would give Mr. Jensen opprotunity to formulate recreation plans for the comming year. Action deferred. Councilman Roche reminded the council that the Hockaday Art Center had requested a member of the City Counicl be appointed as a representative on the Hockaday Board. Mayor Bjorneby appointed Councilman Roche to act as council representative on the Hockaday Board and requested confirmation of the appointment by the council. Councilman Miron moved confirmation of the appointment of Councilman Roche to serve as council representative on the Hockaday Board. 2nd Councilman Riley. Carried. Councilman Roberts moved the regular council meeting of September 7th be postponed to September 21st. 2nd Councilman Turner. Carried. Councilman Roberts reported that John Smithlin has invited the Mayor and Councilmen to attend ribbon cutting ceremony for the dedication of the new St. Matthews Booth at the Fair Grounds Wednesday at 10:00 A. M. Street & Alley - Councilman Riley Recomended that council action be taken on the request of the Presbyterian Church for sidewalk variance. Councilman Roberts moved the Presbyterian Church be granted the variance requested. 2nd Councilman Riley. Carried. Safety - Councilman O'Brien A letter from citizens of Fourth Street [west] requesting more traffic control on 4th Street West and requesting a licensing program for operators of bicycles with an accompanying training program. Held in Committee n City -County Planner - Councilman Miron Councilman Miron reported the committee has been interviewing applicants for the $12,000.00 per year position of City -County Planner. A telephone conference call, courtesy P P & L, was held to interview one of the top applicants. One of the concerns of the applicant was, that since this area has not had a planner previously, how well would local officials react to a planner? The committee assured the applicant that he would be well received by people of the area. We had hoped to have a planner by July but we still have not hired a planner. MISC. BUSINESS Salary increases of supervisory personnel. Councilman Roberts moved salary increases for supervisory personnel be referred to the council as a committee of the whole with power to act. 2nd Councilman Riley. Carried. City Engineer reported on elevations for drainage for the proposed storm sewer holding pond and that it would be possible to have a depth of six feet. Councilman Roberts moved the city proceed with the purchase of land for the storm sewer holding pond. City Attorney to check legal aspects. 2nd Councilman Miron. Carried. City Engineer reported that city crews would be seeding the new ball parks in Woodland Park this week. Mayor Bjorneby read portions of letter from Office of Attorney General - Bureau of Narcotics inviting the Police Chief to.attend a training seminar in Seattle. Councilman Hensley moved the request to send policeman to Seattle meeting be denied. 2nd Councilman Turner. Carried. Councilman Riley moved adjournment. 2nd Councilman Hensley. Carried.
