The Regular Meeting of the Kalispell City Council was held
on August 3, 1970 in the Council Chambers of the City Hall at
7:30 P. M. Mayor Bjorneby presided. Councilman McCormick absent.
All other Councilmen present.
READING OF MINUTES
The minutes of the regular meeting of July 13, 1970 were
read. Councilman O'Brien moved approval of the ;t).inutes as read.
2nd Councilman Turner. Carried.
Minutes of the Special Meeting of July 27, 1970 were read.
Councilman Turner moved approval of the minutes as read.
2nd Councilman Hensley. Carried.
ADDRESSING THE COUNCIL
Mr. Burl Lyons representing the Recreation Sports Complex
expressed appreciation to the Council for the city'-s help on
the Sports Complex east of the city. Mr. Lyons expressed
particular appreciation to Water Superintendent Lauterjung,
Councilman Roche, and Recreation Director "Huz" Jensen.
Water Superintendent Carl Lauterjung requested permission
to attend the American Water Works Association Management Seminar
in Chicago during February 1971. A five day meeting. Councilman
Turner moved the request of Water Superintendent Lauterjung be
granted. 2nd Councilman Miron. Carried.
COMMITTEE REPORTS
Street & Alley - Councilman Roberts
The committee, with power to act, granted Norman D. Root
permission to move a building from Montana Smoke House to Block
11, lot 2, Western Addition.
Parks - Councilman Roche
The swimming season has passed the half way point and Season
Swim Tickets will now be half price. The evening swimming will
be gradually phased out with an accompanying reduction in work
crew.
Councilmen Riley and Miron complemented the Park Committee
for the excellent Park Program. Councilman Riley noted that
Recreation Director Jensen had obtained swimming tickets from
merchants for use by children unable to afford swimming fee.
Councilman Miron commented that the baseball fields were never
in better condition than they are this year.
Employment - Councilman Roberts
Reported on meeting with Union Members and their repre-
senatives last Friday and that the committee recomends to the
council that employees be made the following offer:
Hourly employees; 172 cents per hour
plus 22 cents per hour increment
plus $7.50 per month for hospitalization
insurance for those who
participate in the city insurance group.
Policemen & Firemen; $29.75 per month
plus $ 5.25 increment as provided
by Revised Codes of Montana.

Councilman Miron moved the City offer wage increases of 172
cents per hour, plus 22 cents per hour increment, plus $7.50
per month for hospitalization insurance for those who participate
in the city insurance group - for hourly employees. Policemen
and Firemen $29.75 per month, plus $5.25 increment as provided
in Revised Codes of Montana, plus $7.50 per month for hospitalization
insurance -for those who participate in the city insurance group.
This is an offer for acceptance. 2nd Councilman. Riley. Carried.
Spokesmen for the Firemen stated they felt the $7.50 should
be part of wage increase and did not feel that those who did not
participate in the insurance group should be penalized the $7.50.
Councilman Roche pointed out that the insurance program was

not ini-ated by the council but by hourly employees of the city.
Councilman Miron stated that he felt that this was a fair
offer by the city.
MISC. BUSINESS
Application for Off Premises Beer License - - Rosauer's Foods.
Councilman Hensley moved approval of the license application
of Rosauer's Foods. 2nd Councilman Turner. Carried.
Mayor Bjorneby reported that he had contacted Mr. Ferris
regarding purchase of property and that the price was unchanged
and that Mr. Ferris is in no hurry to complete the transaction.
Action deferred.
Patrolman Stotts reported that the Policemen were not in
agreement in regard to the $7.50 per month insurance offer.
Councilman Riley a�k that the request of the First Presbyterian
Church for sidewalk variance be referred to the Sidewalk and Curb
Committee. Mayor Bjorneby referred the request to the Sidewalk
and Curb Committee.
