A Special Meeting of the Kalispell City Council was held July
279 1970, in the Council Chambers of the City Hall in accordance
with the following notice given and acknowledged:
TO THE HONORABLE BOARD OF COUNCILMEN
CITY OF KALISPELL, MONTANA
Gentlemen:
There will be a Special Meeting of the City Council Monday,
July 27, 1970 in the Council Chambers at 7:30 P.M. for the
following purpose:
TO CONSIDER: Purchase of Property and other matters.
We, the undersigned, being all of the members of the City
Council, do hereby waive notice of the date and purpose of the
Special Meeting of the City Council to be held Monday, July 27,
1970, at 7:30 P. M. and consent to the transaction of the above
and any other business that may properly come before the Council.

Mayor Bjorneby presided at the meeting. All councilmen
were present.
Councilman Roberts informed the Council that there were
four or five acres of land located at the southwest corner of
the city shop which are available for purchase from Mr. Ferris.
The asking price is $15,000.00 with the following terms available:
$6,000.00 cash, $1,000.00 per year for nine years @ 6% interest.
The land is in an ideal location for use as a holding pond for
storm sewer run—off.
City Engineer McClintick reviewed plans for the Courthouse
Couplet storm sewer drainage and briefly explained plans for
future expansion of the storm sewer drainage.
Members of the council raised questions regarding; engineering
studies to determine if the elevation of the land is suitable to
drain the proposed area; some felt the property is overpriced; that
these and other questions should be studied before a firm
committment for the purchase of the property is completed.
Councilman Miron moved Mayor Bjorneby be authorized to make
preliminary negotiations with Mr. Ferris and that a report of the
preliminary negotiations be made to the council. Further
negotiations to be dependent upon the availability of State Gas Tax
money for this purpose or the availability of sewer funds of the City.
2nd Councilman McCormick. Motion carried. [Councilman Hensley voted
no]
City Engineer McClintick reported to the council that there
is a possibility of obtaining surplus Civil Defense properties at
substantial savings. The City in order to qualify should budget
an amount for the support of Civil Defense activities. A sum of
perhaps $400.00 to $500.00. This sum could be expended out of
the Material & Supply portion of the Street Department Budget.
Councilmen concurred that the City Engineer should expend
a portion of the Street Department Budget for Civil Defense.
Mayor Bjorneby and councilmen discussed possible budgeting
for the support of the Sport Complex east of the city and also
budgeting for some support of the senior citizens activities.
Action deferred to future budget meeting.
Councilman Riley moved adjournment. 2nd Councilman Roche.
Motion carried.
