07/13/70 City Council Minutes'.has i. MrY` REGULAR MEETING The regular meeting of the Kalispell City Council was held on July 13, 1970 in.the Council Chambers of the City Hall at 7:30 P. M., Mayor Bjorneby presided. All Councilmen present. Reading of Minutes of the July 6, 1970 meeting Councilmen Councibm Turner moved approval of the minutes as corrected (Riley & Hensley absent) Seconded by Councilman O'Brien and carried. City Official Reports Police Chief, Police Judge, Sanitarian, City Engineer, for June City Treasurer and City Clerk for May Fire Chief for second quarter Councilman Roche moved acceptance of the City Official Reports. Seconded by Councilman Roberts and carried. Addressing the Council Councilman Miron introduced members of St. Matthews Parish Council who addressed the Council in regard to their petition for abondonment of the alley between St. Matt- hews Church & St. Matthews School. The main reason for wishing closure of the alley was for safety of school children. Councilman in discussing the request generally did not oppose closure of the alley but did not believe the City should abandon the alley because of utility ser- vices located in the alley right of way. Councilman Miron moved St. Matthews Parish be granted permission to close off the. -alley by means of an unlocked gate with the understanding that the City Council may revoke permission for the alley closure at any time. Seconded by Councilman Roche and carried. City Attorney Donahue expressed appreciation to the Council for flowers received from the Council while he was in the hospital. City Attorney Donahue also reported complaints had been received regarding the behavior of patrons of the Old Grey John Deer Dance Hall and perhaps the proprietor should hire a uniformed police officer to patrol the area during their dances. Councilman Turner was to contact Troy Evans in this regard. Committee Reports Annexation - Councilman Roberts - Request to move building: Mr. Norman D. Root of 1104 6th St. W. has requested permission to move a house from the Montana Smoke House to Block 11, lot 2, of the Western Addition. Mr. Root plans to place the building on a concrete block foundation or basement and to repair and repaint the exterior of the building. He plans to completely remodel the interior also. Councilman Miron moved the Annexation Committee be granted power to act on the request by Norman Root to move the building. Seconded by Councilman Hensley and carried. Finance - Councilman Hensley - June Claims: The committee has audited and approved for payment the June claims. Councilman Hensley moved adoption of the finance committee report. Seconded by Councilman O'Brien and carried. Safety Committee - Councilman O'Brien - Crosswalk - Four-way stop Cecil Millet has requested a crosswalk by the Cherry Warehouse. City Engineer is to check on this request. A lady resident of the E.N. area of the City has requested a traffic light be installed at the corner by the Dairy Queen and that the four way stop at 8th E.N. & Oregon be eliminated. No action was taken. 10-11--e;2 4 Parking Meter Committee - Councilman Miron - Meter Collections Councilman Miron reported that parking meter collections of the past year were $43,225.75 of which $2,566.23 was paid to the banks on the lease lots. $689.09 was received from the E & B lot. A new coin counter has been purchased for $676.00 less trade in allowance of $60.00 for the old machine. Two meters of a new type have been installed in front of Montg9mery Wards Store. Mayor Bjorneby recognized Mr. Charles Mercord. Mr. Mercord representing the Hockaday Art Center reported to the Council on the activities of the Center. Mr. Mercord requested the City Council to lend financial support to the Center, and said that any amount the City could contribute would be appreciated. He suggested that perhaps the City might be willing to pay the utilities for the Center. He also requested that a member of the City Council be appointed to act on the Hockaday Board. Councilmen informed Mr. Mercord the request would be given consideration during the Cities Budget Sessions. Miscellaneous Business Liquor & Beer Applications: The Bulldog B & B Stores Jacks Tavern The Pastime Vista Club Palm Eagles Buttrey Foods Skyline Bowl Kalispell Elks City Attorney Donahue reported the applications were in order. Councilman O'Brien moved approval of the liquor and/or beer applications. Seconded by Councilman Roche and carried. City Attorney Donahue reported to Councilmen that the City does have Ordinance regulating opening of Streets and referred to Sections 24-11 and 24-12 of the Code the City of Kalispell. City Attorney Donahue also reviewed some model ordinances regarding the regulation of opening streets and alleys and requested a meeting with the Street and Alley Committee to determine the type of ordinance desired. Correspondence: Police Pension Board of Trustees requesting the City Treasurer be instructed to invest $12,000.00 of Police Pension Funds in 90 day time certificates. Councilman O'Brien moved the City Treasurer be instructed to invest $12,000.00 of Police Pension Funds in 90 day time certificates. Seconded by Councilman Miron and carried. 1 of Mayor Bjorneby appointed Duane Larson as Fireman and requested confirmation of the appointment by the City Council. Councilman Roberts moved confirmation of the appointment of Duane Larson as fireman provided Mr. Larson reimbursed the Kalispell Firemen's Relief Association the amount necessary to restore retirement funds. Seconded by Councilman Miron and carried. Councilman Roberts brought to the attention of the Council that both the Police Chief and Assisstant Police Chief were out of town and felt that this should not be allowed except in case of extenuating circumstances. Safety Committee is to take care of this matter. Councilman Miron reported that the meter maid was being charged 6 days vaca- ticn for each week of vacation as she works a 6 day week, 40 hours. Councilman Miron recommended that the Meter Maid be charged 5 days vacation for each week of vacation. Miron moved the meter maid be charged 5 days vacation time for each week of vacation taken.
