06/01/70 City Council Minutes1 REGULAR MEETING A regular meeting of the Kalispell City Council was held -June 1, 1970 at 7:30 p.m. in the Council Chambers, City Hall. Mayor Bjorneby presided. Councilman McCormick absent. All others present. Minutes of the May 11, 1970 Meting were read. Councilman Miron moved approval of the minutes as read. Seconded by Councilman Roberts and carried. MONTANA Councilman Hensley moved the bids for road oil be referred to the Street & Alley Committee with power to act. Seconded by Councilman Turner and carried. Addressing the Council: Mr. Troy Evans informed the Council that he planned to have Rock & Roll dances. for the summer months on Thursday and Saturday evenings in the old Sanders Implement Building and requested an extension of the curfew hours for Thursday evenings during -the summer months, until 1:30 a.m. Councilman Miron moved the Thursday night curfew be extended until 1:30 a.m. for the summer months or until further notice from the City Council. Seconded by Councilman-4 Councilman Roberts moved adoption of Resolution No. 2772. A Resolution ordering the.installation of Concrete Curbing in certain areas of the City. (2nd Street West - 5th Avenue to Meridian) Seconded by Councilman Miron. Roll Call Vote. All voted, aye. Councilman Roberts moved adoption of Resolution No. 2773. A Resolution ordering installation of Sidewalk & Rolled Curbing in certain areas of the City. (Ashley Court - Northridge) Seconded by Councilman O'Brierni:RbrI.1 gT J,lote. All voted aye. C� Committee Reports: h�■1 Parks - Councilman Roche Reported that the Swimming Pool was now in operation and that Mr. Jensen, summer recreation director, has the summer program started. The installation of rest room facilities in Woodland Park are being planned for this summer. Parks - Councilman Roberts The Committee has investigated the complaint regarding the dirt pile in Northridge Park and has directed that the dirt pile be fenced with a snow fence. The Committee has approved the request of Mr. Bob Empie to place a tempo- rary building in Lions Park for an advertising business which will also serve as a tourist information center. Mr. Empie has agreed to Police the Rest Roans, and to take care of watering the Park. The Lions Club has also approved this arrangement. Annexation - Councilman Roberts: reviewed The Annexation & Water Committees have^tfie situation in regard to the Buck Trailer at 844 8th Avenue W. and recommend the eventual annexation of this property with certain stipulations: 1. Mr. Buck is to pay for plating of the property and the fees for the filing of the plat. 2. Mr. Buck is to have installed and to pay for a separate water service line to the trailer. 3. Mr. Buck is to obtain the necessary exception from the Board of Adjustments and to meet time schedules set by the Board and that water service be continued as long as Mr. Buck meets the schedule and requirements of the Board of Adjustments. Councilman Roberts moved this procedure be followed. Seconded by Council- man OlBrien and carried. Street and Alley Committee - Councilman Roberts: The Committee recommends that the trees on West California Street between 2nd and 3rd Avenue on the north side be removed in order to install curbs prior to an oil mat. The Committee recommends that the water line in Northridge be lowered before curbing is done. It is recommended this be done this summer. Councilman Roberts moved adoption of the Street and Alley Committee report. Seconded by Councilman Hensley and carried. Sewer & Water Conanittee: The Committee has reviewed the bids for a hydraulic crane to be mounted on a Water Department-1_1/2 ton truck and after careful review of the descriptive literature and a telephone conversation with another Barko owner, recommends the bid be awarded to the low bidder, Northwest Machinery Supply Inc. for a Barko 6000 hydraulic loader. The bids for water works materials were tabulated and each schedule was awarded to the low bidder. Schedules I and III to Grinnell Company, Great Falls and Schedule II to Waterworks Supplies Company, Spokane. . Councilman Turner moved acceptance of the Water & Sewer Committee reports. Seconded by Councilman Hensley and carried. Safety Committee: Councilman O•Brien moved the appointments of David Brewer and Douglas Wilson be effective as of May 1, 1970 for the purpose of longevity computations. Seconded by Councilman Turner and carried. rry F�7 F'• Call -Back Siren - Fire Department: Councilman O'Brien requested Chief Tillson to report in regard to the call- back siren. Chief Tillson reported that firemen were sometimes unable to hear the call-back siren and that on at least one occasion the station had been left vacant because of this. Chief Tillson suggested that a plectron or similar system be installed so that the firemen could be signaled when needed. He stated that part of the cost could be met by this year's budget with the balance to be provided in next year's budget. Councilman '.Roche suggested that rental or lease of the signal system should be investigated such as the system being used by doctors and the hospital. Chief Tillson agreed to investigate the possibility of rental or leasing and to report back at the next Council meeting. Court House Couplet & City County Planner - Councilman Miron: Councilman Miron reported that a transcript of the hearing held May 13 was to be forwarded to the Council by the Highway Department. Councilman Miron reported that the Mayor, City Engineer and himself had reviewed 13 applications for the position of City County Planner and were to interview one of the applicants this week. The position will pay between $9,000.00 and $12,000.00 per year. Parking Meter Committee - Councilman Miron: In a recent accident on 1st Avenue W. approximately $280.00 damage was Inflicted on the parking meters. One of the "red" speed meters has been lost or stolen. City, Hall Parking - Two meter heads are to be removed and reptpeed with restricted parking signs. It is recommended that the crosswalk between B & B Foodstore and the Shopping Center be painted. Miscellaneous Business: City Engineer, Mr. McClintick, reported that HUD required a full-time inspector and a program of inspection of all dwellings in order to qualify for Federal Funds. Mr. McClintick said that he had a man who would qualify as an Inspector and who is interested in taking the job but needed to know the feeling of the Council as to whether they will consider putting on a full-time inspector or not. No action was taken. License & Permit Bonds: Leonard Jackson (Continuation Cert.) Electrician Ibsen Plumbing & Heating (Continuation Cert.) Plumber Ibsen plumbing & Heating (Continuation Cert.) Gas Installer John J. Vincent Plumber Councilman Miron moved acceptance of the License & Permit Bonds. Seconded by Councilman Turner and carried. Correspondence: Frontier Hotel requested a loading zone. Councilman Miron moved a.30 foot loading zone be granted to Frontier Hotel. Seconded by Councilman Riley and carried. C. D. Peterson requested a curb cut. Councilman Miron moved the request for a curb cut from C. D. Peterson be referred to the Street & Alley Committee with power to act. Seconded by Councilman Turner and carried. Bible Presbyterian Church, regarding curb notice. No action as permit for boulevard parking previously granted. Annexation Committee • Councilman Roberts: Councilman Roberts briefly reported on proposed annexation of Addition No. 19 Slama Addition located north of the fairgrounds. County wishes the City to o.k. 50 feet street right of way. Held for consideration at the next meeting. Councilman Roche moved adjournment. Seconded by Councilman Hensley and carried.
