A regular meeting of the Kalispell City Council was held May 11, 1970
at 7:30 p.m. Mayor Bjorneby presided.
Councilman Roche absent. All others present.
Miron
Minutes of the meeting held May 4, 1970 were read. Councilman moved
approval of minutes as corrected. Seconded by Councilman O'Brien and carried.

Clerk and 'Treasurer for March
City Engineer, Police Judge, Police Chief, Sanitarian for April.
Councilman Roberts moved acceptance of the City Official Reports.
Seconded by Councilman Miron and carried.

Councilman Miron moved the bids be referred to the Sewer and Water
Committee with power to act. Seconded by Councilman Roberts and carried.
Addressing the Council:
Mr. Dale Collins requested City oil mat street adjacent to the proposed
Valley View Apartments and furnish a quotation on the cost.
A question was raised as to whether the city could spare the equipment
and personnel for this project as the city has a number of projects waiting
to be done.
Mr. Collins said he would like the city to compact the leveling course
and place the oil mat as he did not have equipment to do this properly but
that he could put in the street base and leveling course.
Mr. Collins said that he had received verbal quotes from the city in
regard to the costs of the oil mat and other charges the city would make for
their work but that he needed written quotations to satisfy FHA requirements.
He further stated that the money would be in escrow and that the city
would be paid upon completion of the street job.
Councilman Hensley asked that Mr. Collins furnish a letter from FHA
stating that the city would be paid for the work immediately upon the City
Engineers statement that the street job was satisfactorily completed. Mr.
Collins stated he would obtain the requested letter from the FHA.
Councilman Miron moved the City Engineer be authorized to give a letter
to Mr. Collins regarding costs and charges of compacting leveling course and
placing of oil mat, and expressing the city policy of requiring the install-
ation of curbing on both sides of the street before the placing of an oil mat.
Seconded by Councilman McCormick and carried.
Mr. Lee Dyrdaal, 120 Northridge Drive, told the Council that the City
stockpile of dirt in Northridge park was resulting in several problems that
he felt the City should control. The dirt blows from the stockpile onto
surrounding residences causing dust problems, and it is a hazardous play area
for youngsters. Mr. Dyrdhal said his biggest complaint was that motorcyclists
used the stockpile for a hill climb which caused undue noise in the area
during nighttime hours as well as daytime hours. He stated that he had brought
this to the attention of the police and other officials of the City and as
yet the problem has not been abated.
Councilman Miron moved the park Committee be empowered to solve the
dirt problem in Northridge park. Seconded by Councilman Roberts and carried.
Fire Chief Tillson informed the Council that he had asked for firm quo-
tations on repair of landings and entry to the City Hall but had received only
one quotation to date. A quotation from Flathead Floor Covering.
Councilman Miron moved the Finance. Committee be empowered to act on
ordering the requested repairs on City Hall. Seconded by Councilman McCormick
and carried.
Water Superintendent Carl Lauterjung said that he had gone out to dis-
connect the water service to the Buck trailer at 844 8th Avenue West as the
temporary time extension the City Council had granted him had expired. Mr.
Lauterjung stated that Mr. Buck had an alternate proposal to present. Mr. Lau-
terjung said he had not disconnected the service pending Council consideration
of Mr. Buck's alternate proposal. Mr. Lauterjung explained that Mr. Buck had
now run a hose to a tank and was punping water from this tank to the trailer.
Considerable discussion was held regarding the extension of water service
to a trailer outside the City, circumventing of city regulations, possibility
of annexation, annexation requirements to be met, cost of annexation and water
department regulations.
Mayor Bjorneby referred the alternate proposal of Mr. Buck to the Sewer
and Water Committee and the Annexation Committee for joint consideration with
Mr. Buck being allowed service until determination of action by the joint
committee or the City Council.
Committee Reports:
Councilman Miron reminded the Council of the Courthouse Couplet Hearing
on May 13th at 8 p.m. at the Edgerton School.
Parking Meter Committee:
Councilman Miron reported the committee has authorized the installation
of a "speed" meter 24 minute limit in front of the Ford Garage.
The committee has also authorized the rental of a meter hood to Woolworths
for the month of May.
Councilman Miron moved adoption of the Parking Meter Committee report.
Seconded by Councilman O'Brien and carried.
Airport Committee:
Councilman Riley reported that he had been unable to arrange a change in
the meeting date of the Airport Association Meeting and therefore the Airport
Association will have to come to a Council meeting to present their requests.
Street and Alley Committee:
Councilman McCormick - The committee has agreed to the surfacing of the
street and avenue for parking purposes at the Meat Supply which is on 6th
Avenue East North. This is to be done under the direction of the City Engineer.
The committee agreed that the curbing in front of Mr. Lee Lewis's property
should be curbed for paralell parking. This is on First Avenue W.N.
Councilman McCormick moved adoption of the committee reports. Seconded
by Councilman O'Brien and carried.
Safety Committee:
The committee recommends that Robert Sevier be authorized to attend Major
Case School at Bozeman, May 17 through 28th and that travel by private trans-
portation be authorized.
The committee also recommends Patrolmen Wilson and Brewer be authorized
to attend Recruit School in Bozeman June 7 through 13.
Councilman O'Brien moved adoption of the safety committee reports.
Seconded by Councilman Hensley and carried.
Water and Sewer Committee:
Councilman Turner reported that the committee is delaying award of bid on
hydralic crane pending receipt of additional information from some of the bidders.
Finance Committee
Councilman Hensley reported the committee has audited and approved for
payment the April Claims.
The committee has authorized the increased insurance coverage on the Golf
Course Club House.
Councilman Hensley moved adoption of the finance committee report.
Seconded by Councilman O'Brien and carried.
Miscellaneous Business:
Mayor Bjorneby announced the six-month probationary appointment of Helen
Hamann as assistant to the City Clerk and asked for Council consent.
Councilman Riley moved approval of the six-month probationary appointment
of Helen Hamann as assistant to the City Clerk. Seconded by Councilman O'Brien
and carried.
Mayor Bjorneby requested Council approval of the six-month probationary
appointment of Gene Doty as Fire Marshall effective May 1, 1970.

City Attorney Donahue presented and read proposed Ordinance 778 for
Council consideration.
Councilman Miron moved adoption of Ordinance 778, an Ordinance to
provide for the prohibition of the operation and/or maintenance of any
offensive and/or unwholesome establishment within the City Limits or
within three miles thereof. Seconded by Councilman Hensley.. Roll Call
Vote. All voted "aye."
License and Permit Bond:
Treweek Construction Company Building Raising Moving
Councilman Turner moved acceptance of License and Permit Bond. Seconded
by Councilman Hensley and carried.
