A question was raised as to whether the city could spare the equipment and personnel for this project as the city has a number of projects waiting to be done. Mr. Collins said he would like the city to compact the leveling course and place the oil mat as he did not have equipment to do this properly but that he could put in the street base and leveling course. Mr. Collins said that he had received verbal quotes from the city in regard to the costs of the oil mat and other charges the city would make for their work but that he needed written quotations to satisfy FHA requirements. He further stated that the money would be in escrow and that the city would be paid upon completion of the street job. Councilman Hensley asked that Mr. Collins furnish a letter from FHA stating that the city would be paid for the work immediately upon the City Engineers statement that the street job was satisfactorily completed. Mr. Collins stated he would obtain the requested letter from the FHA. Councilman Miron moved the City Engineer be authorized to give a letter to Mr. Collins regarding costs and charges of compacting leveling course and placing of oil mat, and expressing the city policy of requiring the install- ation of curbing on both sides of the street before the placing of an oil mat.
