A regular meting of the Kalispell City Council was held April 6, 1970,
at 7:30 P.M. in the Council Chambers. Mayor Bjorneby presided.
All councilmen were present.
Minutes of the meeting held March 9, 1970, were read. Councilman Miron
moved approval of the minutes as read. Seconded by Councilman Riley and
carried.

Councilman O'Brien moved the bids be referred to the Sewer & Water
Committee with power to act. Seconded by Councilman Roberts and carried.
Fix Sidewalk & Curb Costs for 1969:
Councilman Hensley moved adoption of Resolution No. 2767 - a resolu-
tion fixing costs of sidewalk and curb construction for 1969. Seconded
by Councilman Roche. Roll call vote. All voted aye.
Hear and Pass on Protests:
Lot 7, Block 4 - Knolls Addition
Addition No. 14 (Church of God property)
No protests were received.
Resolutions of Annexation:
Councilman Roberts moved adoption of Resolution No. 2768 - a resolution
extending the corporate limits of the City of Kalispell, Montana, to include
Lot 7, Block 4, Knoll's Addition. Seconded by Councilman Riley. Roll call
vote. All voted aye.
Councilman Roberts moved adoption of Resolution No. 2769 - a resolu-
tion extending the corporate limits of the City of Kalispell, Montana, to
include Addition No. 14. Seconded by Councilman Turner. Roll call vote.
All voted aye.
Addressing the Council:
Mayor Bjorneby referred to a letter from the Kalispell Chamber of Com-
merce regarding the control of "junk yards" and other offensive situations
evident on the various approaches to the City of Kalispell, and requesting
the City regulate these conditions as provided under Section 11-944 of the
Revised Codes of Montana, 1947.
Several members of the Kalispell Chamber of Commerce addressed the
Council in this regard and pointed out the adverse effect on tourists in
the area and the economic loss to the area because of tourists leaving the
area due to the trashy look of the area.
Chamber representatives felt the situation could be resolved cheaply
and some community groups might possibly offer financial assistance in some
instances.
Councilman Roche moved the City Attorney be instructed to write letters
to the parties involved. Seconded by Councilman Hensley and carried.
Mr. Robert Empie of the Chamber of Commerce told the Council of plans
to sponsor a community work day and of their desire to refurbish the out-
side.of the Depot Park building and requested the City furnish paint and
roofing material for this.
Councilmen requested Mr. Empie to obtain estimates of the cost of the
materials and to report at the next council meeting.
Mr. Dale Storaasli made a request for a curb cut on Lot 12, Block 7,
(corner of West Idaho and 1st Ave. W. N.). This was referred to the Street
and Alley Committee.
Councilman Hensley reported he had received several phone calls of in-
quiry as to when the baseball fields in Woodland Park would be completed
and ready for use. Councilmen discussed the need for a water line for the
baseball fields, seeding and other needs. The possibility of using the
fields as practice fields this summer was suggested. The Park Committee
will contact Pee Wee representatives.
Committee Reports;
Parking Meters - Councilman Miron reported that there are 626 meters

in use--75 are on off-street parking lots. 145 of the meters were purchased
in 1951. 481 of the meters have been installed between 1964 and 1970.
A new money counter has been ordered..'•
Councilman Miron reported that the City -County Planning Board plans
to hire an in-house planner July 1st at a salary of between $9,000.00 and
$12,000.00. Part of the planner's duties would be to re -do Kalispell's
zoning ordinances.
Safety - Councilman O'Brien reported the parking meter at the corner
of 3rd Street and 1st Avenue East is too close to the fire hydrant and
parking there is in violation of the ordinance regulating distance from
the fire hydrant. The committee recommends the removal of this parking
meter.
Councilman O'Brien moved the meter at the corner of 3rd Street and
1st Avenue East be removed. Seconded by Councilman Miron and carried.
The possible placement of stop signs on streets intersecting Woodland
Avenue was discussed. A further study is to be made.
Councilman O'Brien moved Mayor Bjorneby be authorized and requested
to advise the State Highway Department of the most recent accident on Main
Street (near Idaho Street) involving a logging truck, and requesting a
truck bypass. Seconded by Councilman Miron and carried.
Councilman O'Brien asked that Ass't. Police Chief Baldwin present his
request for permission to send police officers to training schools in Boze-
man at the expense of the Omnibus Crime Commission. The request includes
the following officers: Sgt. Soderstrom to Police Management School from
May loth to 15th, Officer Zachary to Basic Law Enforcement School, April
26th to May 15th and Officer Gifford to Major Case School from May 17th
to May 28th.
Councilman O'Brien moved authorization of the request of Ass't. Police
Chief Baldwin to send the police officers to the schools. Seconded by
Councilman McCormick and carried.
Councilman Miron moved the dog catcher, Louis M. Kimbrell, Sr., be
granted accrual of vacation and sick leave benefits from January 1, 1969.
Seconded by Councilman McCormick and carried.
Parks - Councilman Roche stated the bath house at the swimming pool Is -
being cleaned by work -penalty youngsters.
We do not have any bids on a public address system, but expect to ob-
tain bids in the near future.
Street & Alley - Councilman Roberts reported that in a letter from
the Kalispell Golf Association, they ask that the City request Flathead
County to construct a road from the Ted Waggoner corner west to Highway 93.
The Kalispell Golf Association is to provide the funds for the road con-
struction.
Councilman Roberts moved the Mayor request Flathead County to build
the requested road. Seconded by Councilman Roche and carried.
Councilman Roberts reported that the cause of a recent gas explosion
In Missoula had been traced back to a contractor who had damaged a gas
line during excavation. This points up the need for the City to have an
ordinance requiring anyone excavating in a street or alley of the City
be required to secure a permit for the opening of the street or alley.
City Engineer McClintick suggested that a gravel backfill also be re-
quired.
Annexation - Councilman Roberts reported that there are several resi-
dents of 4th, 5th, 6th and 7th Avenue West now outside the City limits, who
desire annexation to the City. Councilman Roberts told council members
the costs of installation of water lines, sewer lines and other Improve-
ments that would be required for these people to qualify for annexation
would probably be more than the people of the area could manage, and there-
fore, did not think that this annexation would be completed.
Misc. Business:
Letters of resignation of Lt. Curtis J. Snyder of the Police Depart-
ment and of Lydia Rosenau of the City Clerks Office were read to the Coun-
cil by Mayor Bjorneby. Councilman Miron moved acceptance of the resigns-
tions with thanks to each for their service to the City of Kalispell.
Seconded by Councilman Hensley and carried.
Councilman Miron reported that Mr. Carlson, owner of the Brice Apart-
ments, requested some abatement of the garbage assessment, as some of the
apartments were not being used as housekeeping units.
Councilmen felt that the charges should not be abated, as the units
are housekeeping units, which is the basis for the charge. The charge is
based on the type of unit and not necessarily on how the unit is used.
Councilman Miron reported that he had received another request from
Mrs. Fred Paxton for a stop sign at 8th Street and 3rd Avenue West.
City Engineer McClintick presented the request of Don Simmons for
permission to gravel the boulevard for parking purposes for property lo-
cated on loth Avenue West between 3rd and 4th Streets. This was referred
to the Street and Alley Committee.
