REGULAR MEETING

Councilman O'Brien was absent. All other councilmen were present.

Following discussion by Mayor, Councilmen, and member* of the Architects Assoc=
iction, Mayor Bjorneby requested that the Association set up a meeting with the
Mayor, City Engineer, members of the Board of Adjustment, and perhaps some of the
Councilmen.
Letter from Helen K. Bergen regarding article in "GRIT" about waste disposal.
No action taken.
Other Miscellaneous Business --
Bill for extension of water main to Woodland Park, referred to Finance Committee
to determine what department or departments to be charged.
City Engineer McClintick, reported the approximate cost of this years leaf
pickup as $7,150.00.

COUNCILMEN TURNER AND McCORMICK ABSENT, ALL OTHER COUNCILMEN PRESENT.
READING OF MINUTES I
The minutes of the December 7, 1970 meeting were read. Councilman Roberts moved
the minutes stand approved as read. Seconded by Councilman O'Brien. Carried

Councilman Roche moved acceptance of the City Official Reports. Seconded by
Councilman Roberts. Carried.
ADDRESSING THE COUNCIL
Mr. Elmer Absalonson, Sunburst Development Co., presented the council with deed
for sewer lift station property. Mayor Bjorneby referred this to the City
Attorney.
Mr. David Blanchett appeared to request refund of one garbage assessment for
each year beginning in 1964. He reported he had received refund of one garbage
charge for 1970, but felt that refunds should be made for the proceeding years,
as he has been charged five units and has only four. There was discussion by
councilmen as to whether refunds should be allowed beyond the current year.
Councilman O'Brien moved the matter of the possibility of refunds beyond the
current year, be referred to the City Attorney to check the State Codes.
Seconded by Councilman Riley. Carried.
Councilman Roche referred to several other claims for garbage refund that were
being reviewed by the Garbage Committee. He also referred to a letter from Mrs.
Hulda Smith, requesting refunds on properties which had been vacant a portion
of the year. Councilman Roche moved the City Clerk be directed to answer the
letter of Mrs. Smithjrelating to her that the Council could not provide policing
of properties during the year to determine the periods of time which they might
be vacant and therefore her claim for refund is denied. Seconded by Councilman
Riley. Carried.
Mr. Cliff Morgan, property developer , informed the Council that he is

Councilman Miron moved the bids for legal advertising he referred
to the Finance Committee with power to act. Seconded by Councilman
Turner and carried.
Addressing the Council
Councilman Miron introduced Buelah 3orchert, who represents the
Business & Professional Women's Club. She stated that the club is to
take part in a state-wide project to beautify and control littering,
and asked for suggestions from councilmen as to a local project of this
nature that the club might undertake.
It was suggested that the City parks might be an area where a pro-
ject of this nature could be utilized. The P,,rk Committee requested thr-
be allowed to give this some consideration and to bring a. recommendation
to the club.
Airs. Borchort indicated the claib woa,.ld like to begin the project as
soon as weather permits.
Police Chief Ted Waggener requested permission to send one man to
a Law Enforcement Training School in Bozeman February 15th to 20th.
Councilman Miron moved Police Chief Waggener be authorized to send
one man to the training school in Bozoman February 15tth to 20th.
Seconded by Councilman Turner and carried.

Councilman Roche moved acceptance of th^_ Cite Cfficial Reports.

Committee Reports:
Safety - Councilman Miron, reported the cycling of the traffic lights
on Main Street is not in proper sequence. ?Miller Ford's repair man is on
vacation, and as soon as he returns, we hope to have this corrected. The
committee will report on this at the March meeting.

Parking Meters - Councilman Miron reported 140 rebuilt meters have
been received, and installation of these is expected to be completed by
the end of February. He stated 100 of the old meters have been traded
In and plans are to purchase a money counter.
Water - Sewer - Councilman Turner reported the committee has in-
vestigated the problems concerning the water sprinkling season and re-
commends that the summer sprinkling season be extended one more billing
period, making the sprinkling period four billing cycles and the winter
average be computed on the remaining two billing cycles.
East Side - June billing which begins immediately follow-
ing the April reading through December billing, which ends
with the December reading.
West Side - May billing which starts immediately following
the March reading through November billing, which ends with
the November reading.
Councilman. Turner moved adoption of the Water -Sewer Committee Re-
port. Seconded by Councilman Miron and carried.
Annexation - Councilman Roberts discussed proposed areas of annexa-
tion with Council members.
Councilman Roberts moved adoption of Resolution No. 2760 - a resolu-
tion of intention to annex Addition No. 15 (East of Northridge Addition).
Seconded by Councilman Miron. Roil call vote. All voted aye.
A brief discussion was held regarding the possible connection charges
for water and sewer lines put in through S.I.D.'s for newly annexed areas
connecting to these S.I.D. installed lines.
Councilman Roberts moved adoption of Resolution No. 2761 - a resolu-
tion of intention to annex a portion of Park View Addition. Seconded by
Councilman McCormick. Roll call. vote. All voted aye.
Misc. Business:
Contract Bond Kalispell Plumbing & Heating
Councilman Roche moved acceptance of the contract bond, subject to
designation of signee's position in the company. Seconded by Councilman
Hensley and carried.
Mayor Bjorneby recognized Dr. Van Kirk Nelson who addressed the
Council concerning the Flathead International Art Festival to be held
June 27, 28 and 29, sponsored by the Kalispell Chamber of Commerce.
Dr. Nelson briefly reviewed plans for the festival and requested
permission to close off the street around Depot Park during the festival,
and requested use of Depot Park for festival purposes during that time.
Councilman Riley moved approval of Dr. Nelson's request. Seconded
by Councilman McCormick and carried.
The meeting was adjourned by Mayor Bjorneby.
