01/05/70 City Council MinutesREGTTL�R MEETING A regular meeting of the Kalispell City Council was held January 5, 1970, at 7:30 P.M. Ir. the Council Chambers with Mayor Bjorneby presiding. All councilmen were present. Minutes of the regular meeting held December 8, 1969, were read. Councilman Roberts moved approval of the minutes as read. Seconded by Councilman O'Brien and carried. Addressing the Council: Rev. Bartz, Church of. the Nazarene, reported that he had learned that the new patio and breezeway, which was constructed at the parsonage at 242 - 10th Avenue West, was in violation of the Zoning Ordinance as it extends 8 feet in excess of the zoning limitations. Rev. Bartz requested the Council allow that he wait until spring to correct this when the weather was more suitable for the project. Councilman Roche moved Rev. Bartz be allowed to wait until spring to take the 8 feet off the patio and breezeway to comply with zoning regula- tions. Seconded by Councilman Turner and carried. Mr. William Buck, 844 - 8th Avenue West, again requested permission to extend water service to a trailer at this address, and informed the Council that he would be willing to annex the property to the City if this was necessary in order to obtain a temporary permit to extend City water to the trailer. This was referred to the Annexation Committee to report back at the next meeting. Councilman Riley moved the order requiring Mr. Buck to disconnect the trailer from City water be extended until the time of the Committee Report at the next Council meeting. Seconded by Councilman Miron and carried. Fire Chief Tillson reported he has received quotations for painting and redecorating City Hall. Saverud Paint Shop quoted $795.00 to paint one coat and an additional $380.00 to varnish one coat. jail. Jerrow Bros. quoted $539.00 to paint one coat, with two coats for the These quotes did not include painting of the Council Chambers. Councilmen requested Chief Tillson to obtain additional quotes for painting and redecorating of the Council Chambers and to submit them at the next Council meeting. City Clerk Beardslee requested permission to have a computer print- out of the inventory. The cost is to be 5(� per item or approximately $150.00 to $200.00 for the initial print-out, with updating at six-month Intervals. Councilman Miron moved approval of the computer print-out of the in- ventory. Seconded by Councilman Roche and carried. Water Supt. Carl Lauterjung reported that the swimming pool cover was now installed. The first cover shipped was too small and the second too large, but that necessary adjustments were made and the cover was installed. Ordinance: City attorney Donahue read the proposed ordinance regarding per diem and mileage for City officials and employees. Councilman Miror moved adoption of Ordinance No.777 - an ordinance regulating per diem and mileage for City officials and employees. Seconded by Councilman Hensley. Roll call vote. All councilmen voted aye. Committee Reports: Councilman Riley raised the question of control of barbed wire fences within the city limits. The subject was discussed by Councilmen and the City Attorney. No action was taken. Parking Meters Councilman Miron reported that the Parking Meter De- partment had completed an inventory and there are 574 on street meters and 75 on off-street parking --a total of 649 meters. City -County Planning Board: Councilman. Miron reported the City -County Planning Board Consultants suggest the City make written request to the Great Northern Railroad for permission to install grade crossings on 1st Avenue East and 1st Avenue West. Councilman Miron moved the Mayor write a letter to the Great Northern Railroad on behalf of himself and the City Council, requesting the Great Northern Railroad grant permission for grade crossings on 1st Avenue East and lst Avenue West. Seconded by Councilman Hensley and carried. Misc. Business: A letter was received from Norma Waller, Eva K. Armstrong and Julia G. Landry regarding storm drainage when the Courthouse Couplet is completed. A letter was also received from the Department of Planning & Economic Development regarding regional planning.
