NOVEMBER 17, 1980 IN THE COUNCIL CHAMBERS AT CITY HALL. MAYOR HAPP PRESIDED. ALL
COUNCILMEN WERE PRESENT.
APPROVE MINUTES
Councilman Daley moved that the minutes of the regular meeting of November 3, 1980 be
approved as presented. Seconded by Councilman Zauner. Motion carried.
CITY OFFICIAL'S REPORTS
City Treasurer for September 1980.
Police Chief and City Judge for October 1980.
'Councilman Zauner moved to accept City Official's reports. Seconded by Councilman Daley.
Motion carried.
ADDRESSING THE COUNCIL
Stebbins , riew manager of the Kalispell Chamber of Commerce, introduced himself to
Mayor Happ and members of the Council. Mayor Happ informed him of the meeting times and
invited him to attend Council meetings.
COMMITTEE REPORTS
FINANCE
ORDINANCE #967
Having heard the second reading, Councilman Ruiz moved that the Salary Ordinance #967
be enacted. Seconded by Councilman Smith. Roll call vote. All voted aye.
ANNEXATION
RESOLUTION #3313
Councilman Smith moved to adopt Resolution #3313, a resolution ofintention to annex the
Birk Addition, an area .777 acres which houses a new drive-in liquor store and real estate
office, with two conditions: 1). zoning will be B3, and 2). the owners will sign a
waiver of protest for future widening and straightening of Third Avenue East. City
Attorney Donahue will set a date for public hearing. Seconded by Councilman Granmo.
Roll call vote. All voted aye. Councilman Smith stated she would ask the City -County
Planning Board to address annexation of the street. Director of Public Works Hafferman
stated there is a small triangular area that should be dedicated -, to straighten Third
Avenue East. There shall also be a waiver of protest for an S.I.D. for curbs, gutters,
streets and storm sewers.
EMPLOYMENT
Councilman Zauner had no report.
GAMBLING
RESOLUTION #3314
Councilman Daley moved to adopt Resolution #3314 to amend the gaming rules and regu-
lations to provide for granting temporary dealer permits. Seconded by Councilman
Zauner. Roll call vote. All voted aye.
STREET $ ALLEY
Councilman O'Boyle had noreportother than that he and Director of Public Works
Hafferman are inspecting city streets to determine priorities in street repair for
next spring.
CITY DEVELOPMENT
Councilman Saverud announced a meeting at 7:30 P.M. on Tuesday, December 2, for a re-
view of the progress on the historical survey being done by Taylor, Thon F, Associates.
SEWER $ WATER
Councilman Granmo had no report.

SAFETY
Mark Wise, member of the DeMolay Rifle Club, asked permission to use the police rifle
range for practice from 6:30 P.M. to 9:00 P.M. every Tuesday. Several questions were
raised by Police Chief Stefanic, such as other requests, whether the bullet trap is
designed for 22 rifles and other matters. The request was referred to the Safety
Committee, who will meet at 3:30 P.M., Monday, November 24th.
MISCELLANEOUS
Mayor Happ announced there will be extra leaf pick-up in certain areas of the City
such as the high school and courthouse where parked cars have been a problem.
City Attorney Donahue announced that the pornographic amendment passed by a vote of
the people, is now in effect and the porno shop has removed some of their material.
The Parking Commission will be calling a public meeting in the near future concerning
S.I.D. #329 and S.I.D. # 330.
Councilman Grainger moved to adjourn-at.8:00 P.M. Seconded by Councilman O'Boyle.
Motion carried.
