11/08/80 City Council MinutesTHE REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:30 P.M. MONDAY, .z NOVEMBER 3, 1980, IN THE COUNCIL CHAMBERS AT CITY HALL. MAYOR HAPP PRESIDED. COUNCILMAN GRAINGER EXCUSED FOR ILLNESS. ALL OTHER COUNCILMEN PRESENT. APPROVE MINUTES Councilman Daley moved that the minutes of the Special Meeting of October 14, be approved as presented. Seconded by Councilman O'Boyle. Motion carried. Councilman Zauner moved that the minutes of the Regular Meeting of October 20, 1980 be approved as presented. Seconded by Councilman Smith. Motion carried. PUBLIC HEARING - S.I.D.#329 and S.I.D. # 330 Boundaries Mayor Happ announced that the Parking Commission has gone back to the drawing board on the S.I.D.'s, and asked for a motion to postpone. Councilman Smith moved to postpone the public hearing to establish boundaries for S.I.D. # 329. Seconded by Councilman Granmo. Parking Commission Chairman Lee explained that the Railroad Right -of -Way, north boundary, is not clear and that Appendix B, which was used for parking requirements dates back to 1970. Parking Commission member Colin Wills, has a new set of rules which will look at building area and parking demand. There will be a new computer run in two weeks. The City will be furnished with a print-out. Question called. Motion carried. Councilman Smith moved to postpone the public hearing to establish boundaries for S.I.D. # 330. Seconded by Councilman Saverud. Motion carried. Councilman Smith moved to table the second reading of Ordinance #965, an ordinance to establish a formula for S.I.D. #329. Seconded by Councilman O'Boyle. Motion carried. Councilman Smith moved to table the second reading of Ordinance #966, an ordinance to establish a formula for S.I.D. #330. Seconded by Councilman O'Boyle. Motion carried. ADDRESSING THE COUNCIL Mayor Happ made three calls for anyone wishing to address the Council. No one responded. COMMITTEE REPORTS SAFETY No report. SEWER $ WATER Councilman Granmo reported that Chemseal has started work on inspection and repair of the sanitary sewer lines in the Northwest area of the City, but it is too early for a report. CITY DEVELOPMENT Councilman Saverud reported that the Gary Nystul Accounting firm has been selected to do the HUD audit. It should be completed by March first. It is time to prepare'a new agreement for third year funding. Councilman Saverud moved that Mayor Happ be authorized to sign an agreement with First Federal Savings $ Loan for residential HUD loans for this year. Seconded by Council- man O'Boyle. Carried. STREET $ ALLEY OPEN BIDS - Sale of Hoists John Fulbright, 30 Fifth Avenue West, Kalispell, bid $150.00 for each of two automo- tive hoists. Councilman Daley moved the bid be referred to the Street $ Alley Com- mittee with power to act. Seconded by Councilman Zauner. Motion carried. PARKS Councilman Daley had no report. GAMBLING COMMISSION Councilman Daley moved to direct City Attorney Donahue to prepare an amendment to the Gaming Resolution, which will permit a dealer to receive a temporary permit while the investigation is being done. Otherwise, it takes 30 to 60 days for investigation and the Gambling Commission to meet. The investigative and license fees are to be paid at the time of application and are not refundable. FINANCE Councilman Ruiz reported that the Finance Committee met and reviewed the claims for October and moved they be paid. Seconded by Councilman Daley. Motion carried. ORDINANCE #967 Having heard the `facet reading, Councilman Ruiz moved that Ordinance #967, an . ordinance to set the salaries for City officials and employees for 1980-81 budget year be enacted. Seconded by Councilman Smith. Roll call vote. All voted aye. MISCELLANEOUS Mayor Happ announced that tomorrow, November 4, is a holiday for City employees and urged them to get out and vote. Mayor Happ recommended that free parking be allowed from this Saturday through New Years - nine Saturdays in all - and asked for Council approval. Councilman Daley moved that free parking be allowed for the next nine Saturdays, with the two hour limit enforced. Seconded by Councilman Saverud. Motion carried.
