02/18/80 City Council MinutesTHE REGULAR MEETING OF THE RALISPELL CITY COUNCIL WAS HELD AT 7:30 P.M. MONDAY', FEBRUARY 18, 1980 IN THE COUNCIL CHAMBERS AT CITY HALL. MAYOR HAPP PRESIDED. COUNCILMAN ZAUNER WAS ABSENT. ALL OTHER COUNCILMEN WERE PRESENT. APPROVE MINUCES Counci]man.Daley moved that the minutes of the regular meeting of February 4,.1980 be approved as presented. Seconded by Councilman Saverud.`.Motion carried. Councilman Daley moved that the minutes of the special meeting of February 7, 1980 be approved as corrected. Seconded by Councilman O'Boyle. .Motion carried. CITY OFFICIALS REPORTS City Treasurer for December, 1979. Police Chief for January, 1980. City Judge for January, 1980. Councilman Grainger moved that city officials reports be accepted. Seconded by Council- man O'Boyle. Notion carried. Bid Bond 50,667.00 Councilman Grainger moved that thebidsfor the patch trucks and street sweeper be referred to the Street & Alley Committee with power to act. Seconded by Councilman Daley. Motion carried. ADDRESSING THE COUNCIL Mr. Darwin Hamilton, Developer of South Meadows Addition, addressed the council concerning the oil sprinkling assessment on the area. This is the first year for the city taxes and assessments and he asked that the oil sprinkling assessment be abated because the property has not even begun to be developed. He felt that $3,000 is an unreasonable figure. Flathead County abated their assessments and extended the time. Mayor Happ directed the Finance Committee and the entire council to meet with Mr. Hamilton to discuss the problem. Councilman ruiz set Wednesday, February 27th at^" 4:00 P.M. for the discussion. ORDINANCE #946 Having heard the second reading, Councilman Saverud moved to enact Ordinance #946 an ordinance to adopt, by reference, the "Uniform Plumbing Code, 1979 Edition". Seconded by Councilman Granmo. Roll call vote. All voted aye. SAFETY Councilman Grainger moved to refer uncollectible ambulance bills to the Finance Committee. Seconded by Councilman Saverud. Motion carried. REQUEST TO MOVE OUTSIDE CITY LIMITS On a split vote of the Safety Committee of 1 for and 2 against, Councilman Grainger moved to refuse the request of Fireman Don Peterson to move outside the city limits. Seconded by Councilman Daley. Councilman Grainger voted nay. All others voted aye. Motion carried. Councilman Grainger moved to direct City Attorney Donahue - to rewrite the residency ordinance relative to all city employees that their residency be inside the city limits, with the exception of employees now living outside the city limits or contractural. Seconded by Councilman Smith. Councilman Grainger voted nay. All others voted aye. Motion carried. Councilman Grainger reported a meeting with Mayor Happ, Councilman Daley, Finance Director Swanson, Flathead Independent Agent, Gwen Biggar and himself. All insurance policies were reviewed. Changes were made. The only city vehicles that are insured for loss by fire, theft, or collision are the 1979 and 1980 police vehicles and the fire department vehicles. All others are self insured and the money saved will be placed in a special fund. This could be eight to ten thousand dollars per year. Total loss last year was $310. Some building insurance was increased. Councilman Granmo reported that the Big A was shipped today and is expected to arrive this Friday. Their representative will stay two days to assist in teaching the operation. Councilman Granmo reported that the Mayor and his committee have been interviewing engineering firms for the water improvements. Councilman Daley stated that the Airport Association,is interested in knowing where these improvements will start. Supt. Longpre replied that as soon as he knows where they will start he will keep them informed. CITY DEVELOPMENT Councilman Saverud moved ;that Mayor Happ be authorized to sign the application for the first year grant of $594,000, a portion of a three year one and one half million block grant. Seconded by Councilman Smith. The grant will be used for 1) extend residence rehabilitation to 31 blocks; 2) commercial rehabilitation downtown; 3) provide independent living quarters for Flathead Industries persons. The public hearings have been held and all paper work is ready. Question called. Motion carried. STREET & ALLEY - Councilman O'Boyle announced that the Flathead Safety Council will be previewing 3 films at 7:30 P.M., March loth at the Vo-Ag Building. If the films are approved they will be bought and placed in the Library. The films are titled: 1) So you think you can drink and drive; 2) A matter of passing; 3) Housekeeping means safekeeping. A defensive driving course will be taught at the Vo Ag Building starting at 8 A.M. on February 20th. There is still discussion on the need for a fire lane south of the High School. PARKS & RECREATIONS Councilman Daley announced that the bid on the irrigation material for Northridge Park was awarded to Carl Weissman & Sons for the lowest responsible bid of $6,166.21. Mayor Happ announced that Councilman Ruiz will be chairman of the negotiating committee to meet with various groups. ORDINANCE #943 Having heard the second reading, Councilman Smith moved to enact Ordinance #943 an ordinance to extend the city limits to include E1 Dorita Village Addition #111. Seconded by Council- man Daley. Roll call vote. All crated aye. 2 40 FINANCE Councilman Ruiz had no report. MISCELLANEOUS Mayor Happ reported that even though today is a'holiday, she had worked all day on inter- views with applicarfts for the Director of Public Works and engineering firms for the water improvement project. Mayor Happ announced the following meetings: The Tri-City meeting will be held this Thursday at The Outlaw Inn; at 4:I5-VX Tuesday, February 19th the Street & Alley Committee will meet with representatives of Cornelius Hedges School regarding closure of 5th Avenue East at the school; at 4:30 P.M. Wednesday, February 20th the parking commission will meet and the District Court trial with Developers Diversified will be held at 10 A.M. Wednesday, February 20th. Mr. Bob Allen, our representative on the 208 River Study, announced a meeting in Polson on Monday, February 25th. City Attorney Donahue reported on the,Administrative':Law seminar at Big Sky sponsored by the Montana Bar Association. The seminar was 14 hours of work sessions over a,3 day period. It covered all sides of administrative law. Many state agency people were there. There was a good exchange of problems and procedures. Mayor Happ reminded the council and department heads that we are approaching the first anniversary of the move into the new city hall. She asked the department heads to put into writing all deficiencies of the building and give them to -her so that they can be fixed by the contractor before the year is up. Mayor Happ commended Building Official Shoemaker for making Kalispell number two in the State onbuilding inspections. Missoula is number one.
