M. in the Council Chambers at City Hall for the following purpose: Consideration of land acquisition along Woodland Avenue We, the undersigned, being all of the members of the City Council, do hereby waive notice of the date and purpose of the Special Meeting of the City Council to be held Thursday, February 7, 1980 at 7:30 P. All councilmen were present. Councilman Daley reported that Mayor Happ presented an offer to the Parks & Recreation Committee from the heirs of the Conrad Estate of a package purchase of several pieces of land at a total cost of $65,000.00. These parcels of land have been discussed previously and are shown on the preceding map. They request $10,000.00 down payment to be paid as follows: $1,000.00 now and the balance, $9,000.00, by closing time. The Parks and Recreation Department has funds in the Park's 'In Lieu of Park Land' fund to take care of the down payment. The balance plus closing costs will be budgeted in the 1980-81 budget from revenue sharing funds. As park land funds are being used, it will be necessary that this property be designated city park land. The Parks and Recreation Committee unanimously recommends that the Mayor be authorized to proceed with the purchase of this property for park land. Mr. Daley added that the area is 22 plus acres. A portion lies across from Conrad Mansion and the remainder is shown by reference to the shaded areas in.the foregoingmap. _- It will be left in its natural state for sledding, walks and perhaps a bridal path. The creek that drains Woodland Park goes through this property. At one point the creek is very narrow and if/had control, water could be diverted to form an ice skating rink. we Mayor Happ added that a portion of the area is known as Hubbards Hill. Indians used to camp there and it is a real historical area. She said it would be a pity to subdivide the land into homes and lose this valuable recreation area. Councilman Granmo asked if this is a better use for the money than improving Lawrence Park - Councilman -Daley replied that a large grant is pending for Lawrence Park and may be quite far into the future. All this territory will be coming into the City and we will need another park. Coucilman Smith stated that when you can obtain property at this price, no matter for what use, we should take it. Mr. Fred Hansen, Realtor, has been negotiating between the City and the Campbell family and did an appraisal of the area. He stated that it is a fair price. Councilman Daley moved that Mayor Happ be authorized to purchase the 22 plus acres from the Conrad Estate in the amount of $65,000.00, with the down payment to come from 'In Lieu of Park Land' fund and the remainder from revenue sharing fund. Seconded by Councilman Smith. Mr. Tom Hurlock, t 7 3rd. St. West, spoke in favor of the purchase. Mr. Hurlock stated that $3,000.00 an acre is very reasonable for land along a creek. The total cost is no more than a home costs these days. It should be kept in its natural state. 'In the future, people will not condemn this council for purchasing the area and keeping it as park land. Question called. Motion carried by unanimous vote. Mayor Happ commended Fred Hansen for his work, the Campbell family for giving the City first chance to buy, and the council members for turning out 100% for a special meeting.
