GENTLEMEN:
There will be a Special Meeting of the City Council, Wednesday, November 21, 1979 at
5:00 P. M. in the Conference Room at City Hall for the following purposes:
Report of decision on Senior Citizen Housing
Urban Priority
We, the undersigned, being all of the members of the City Council, do hereby waive
notice of the date and purpose of the Special Meeting of the City Council to be held
Wednesday, November 21, 1979 at 5:00 P. M. in the Conference Room at City Hall and
consent to the transaction of the above and any other business that may properly come

MAYOR HAPP PRESIDED. COUNCILMAN GRAINGER WAS ABSENT. ALL OTHER COUNCILMEN G7ERE PRESENT.
URBAN.PRIORITY
Councilman O'Boyle moved that 3rd and 4th Avenues E. N. be removed from California and
extend only to Oregon Street as urban priority. Seconded by Councilman Daley. Motion
carried.
CITY DEVELOPMENT
SENIOR CITIZEN HOUSING PROPOSALS
Councilman Saverud stated that proposals for senior citizens housing by Dale Collins and
Taylor, Thon are suitable. Both are qualified developers and the committee has had a
very difficult decision.
Ed Gallagher, Redevelopment Director, stated that he had called Farmers Home office in
Bozeman and both havk good track records. whoever is selected will be satisfactory for
a government loan.

Councilman Saverud moved that Mayor Happ be authorized to sign a contract to sell the
property in Block 69 to Taylor, Thon for the amount of the bid, $79,800.00. Seconded
by Councilman O'Boyle.
Mr. Collins asked if there are any legal objections to the City taking the bid of Taylor,
Thon because they had worked their figures down from $1,490,000 to $1,060,000 and a cost
of $30,000 per unit while his was a total cost of $1,050,000 and a cost of $25,000 per
unit, thus making more units. He asked why he did not have a chance to change his.
Mr. Taylor replied that their plans were modified after they found how much the govern-
ment would loan on the project which is not more than $1,000,000.00.
Councilman Saverud asked City Attorney Donahue if it is legal to take either bid or should
it be the highest. City Attorney Donahue replied that either is legal, but unless there
is something out of order, the highest bid should be accepted.
Mr. Gallagher stated that their choice is based on the effect on tax base, plan, design,
compatability and future investments in the area.
Mr. Collins argued that his plan is for4o units against 39 for Taylor, Thon. Mr. Collins
added that his ultimate goal is for 58 units and he can get funding for the extra units.
The rent factor is Taylor & Thon - $187. and Collins $181. per unit. Both include power
bill.
Mr. Collins stated that if you get into a rental situation where elderly cannot pay, you
can rent to anyone. You have to keep rent low. That is why they worked on a $25,000
figure. After one year in Bozeman in a 100 unit complex, they could not find 100 people
who could pay $144 per month and ended up with 17 empty units. Mr. Collins stated that he
has had one complex for 10 years and one for 2 years and has never had a vacancy.
Question called. Councilman Daley voted nay. All other councilmen voted aye. Motion
carried.
There being no further business the meeting was adjourned at 5:35 P.M.
