Townsite, City of Kalispell for the sum of Seventy-nine
thousand, eight hundred and no/100 dollars. 9, 0 .00),.
which sum has been determined as the product of the max-
imum number of apartment units, (42), permissable on the
site, and a unit price of $1900 per unit. Should the
project have to be reduced in scope due to funding lim-
itations, or other circumstances beyond the control of
the Developer, the purchase price of ,the land shall be
adjusted to a sum not to exceed the product of the num-
ber of units and $1900 per unit.
Enclosed is a Cashier's Check in the amount of
$7930, as Bid Security.

We of 1= Radio would like to thank you for the time to appear before you
this evening.
Ve are very anxious to meet you and to become active in the City of Kalispell.
kvXX Radio would like to show our appreciation to you, the businessmen and
:,amen of Kalispell, and to the oepole in the outer perimeter who enjoy shopping
in the Kali spell area.
Our Radio station will soon be on the air and we would at this time like to
request of the City Council permission to cover the heads of the parking meters
with a construction type bag as part of our Grand Opening. We will, in turn,
pay the revenue usually collected from these meters to the City Treasurer of
Kalispell an approximate sum of for the free day of parking, while
shoppers are in Kalispell. The bags covering these meters would have printing
reading "Compliments of ktXX Radio." We will contact the local businesses
and request that during this time they and their employees do not use the
meters for personal parking, so that it may be an incentive for shoppers. We
would appreciate the two hour limit remaining in effect.
We would also like to request at this tiem, the same provided service during
Sidewalk Sale Days, and other special premotion times that would be appropriate.

Councilman Granmo. moved that the above request and the request from the Chamber of Commerce
for free Saturday parking until after the holidays be referred to the City Development
Committee with power to act. Seconded by Councilman O'Boyle. Motion carried.
ORDINANCE #936
Hearing the second reading, Councilman Saverud moved to enact Ordinance #936 an ordinance
to establish a Civil Rights Code for the City of Kalispell. Seconded by Councilman
Grainger. Roll call vote. All voted aye.
COMMITTEE REPORTS
FINANCE
CouncilmanRuizreported that the Finance Committee has reviewed the claims for October and
moved they be paid. Seconded by Councilman Daley. Motion carried.
At the request of the J�ire department; Councilman Ruiz moved to ransfer $400 from line item
air compressor, Revenue Sharing to vehicle budget, Revenue Sharing. Seconded by Councilman
Saverud. Motion carried.
At the recommendation of the state audit, Councilman Ruiz moved to establish a $50 petty cash
fund for change in City Court. Seconded by Councilman Daley. Motion carried.
ANNEXATION
Councilman Smith announced a meeting of the Annexation Committee at 4 P. M., Wednesday in the
conference room. The second reading of Ordinance #937 (Baker, Bertschi, and Meridian
rezoning).has been postponed. Councilman Ruiz asked why the council is not voting on the
second reading at this meeting. Councilman Smith replied that she is waiting on a decision
from the BOA on a variance request in one of the areas concerned. The BOA will meet next
Monday and she will call a Special Meeting on November 15th to hear the second reading of
#937.

Councilman Zauner had no report.
PARKS
Councilman Daley reported that he met with Mayor Happ, City Attorney Donahue, Park Supt.
Drent, representatives of Fish & Game and County Park Board on October 23rd. They discussed
the use and control of city parks. The following park rules were recommended:

PARKS RULES
I. Any person or organization wishing to hold a meeting, "picnic, wedding
or gathering of more than 20 people must:
a. Secure permission from the Director of Parks & Recreation
and be assigned an area in a park.
b Provide for clean up of areas.
2. t y person or organization using City owned sports fields must:
a. .".Secure permission from the Director of Parks & Recreation
and be assigned a field.
b. .Provide the Director of Parks & Recreation with a complete
schedule of games and a roster of players.. _
c. Provide for maintenance and clean up of fields
3. Any person or organization wishing to put on a performance in any
park in the City of Kalispell in which there will be an attendance charge,
mu,s t :_
a. Secure permission.from the Director of Parks and Recreation
and be assigned an area in a park.
b Be sponsored by a local organization who can furnish proof
that they are registered with the U.S. Internal Revenue
Service as a non-profit organization.
c. Provide for cleaning up of area used at end of performance.
>a Any person or organization wishing to display or sell a local grown
product or local made item or items.in any park in the City of
Kalispell., must:
a. Secure permission from the Director of Parks and Recreation
and be assigned an area in a park.
b. Be sponsored by a local organization who must furnish proof
that they are registered with the U.S. Internal'Revenue Service
as a non-profit organization.
c. Provide for cleaning up of area used at end of performance.
All games, sports etc. (such as frisbees, baseball, etc.) shall be
played as not to interfere with the safety and peacefull enjoyment
of the Parks by other people. Such areas shall be designated by
the Director of Parks & Recreation.
All,City Parks shall be closed from 10:00P.M. till 7:00 A.M.
i, A speed limit of 15 mph is hereby established in all City Parks.
No horses are allowed in parks.'
Councilman Daley moved that the list of rules and regulations be adopted by the counc4. y
Seconded by Councilman Smith. Motion carried.
INIERLOCAL AGREEMEW
Councilman Daley moved that an interlocal agreement with Flathead County be approved which
will allow the Fish & Game Department and Flathead County Park Board to use an area between
Thrifty Scot Motel and the National Guard Armory for recreational use. All traffic will
come and go from the Armory. There will be no traffic from the motel side. The area will
be maintained to city standards both summer and winter months. Lights may be provided at
some future time by the Fish & Game Department. Seconded by Councilman Smith. Motion
carried.
Councilman Daley reported that there was discussion of a City -county Park and Recreation
program for next summer, but judging from past action he will believe it when he sees county

. Dir. of Public Works Kain agreed that the County has turned down all requests for
rk mney and it is doubtful if a joint program will ever be implemented. Mr. Kain asked
Flathead County for $100,000 Revenue Sharing Funds for a $427,000 project in Lawrence Park
and was turned down.
Councilman Daley quoted statistics on all the softball leagues which use city ballfields and
the percentage of out of town ballplayers ranged from 50% to 73%.
STREET & ALLEY
Councilman O'Boyle reported that members of TAC, Mayor Happ and Councilman Daley toured
various streets and roads in Kalispell and surrounding areas such as 7th Ave. E. N., Apple -
way Drive, Meridian Road, 3rd Avenue East South, Willow Glen Drive and others. These will
be studied by the Highway Department, City, and County. Mission Street which leaves Highway
#93 and goes up the hill to the Lutheran Home is perhaps the most dangerous and will be
given serious study.
A request for one-way traffic in the 500 Block between 3rd'and 4th Street near the High School
was referred to the police department for recommendation. The STEP program is working that
area and41oaill observe the needs.
CITY DEVELOPMENT
Councilman Saverud reported a meeting of the City Development Committee this week to discuss
and bring a recommendation to the council on the 2 parking meter requests. They will also
review approximately 15 applications for the position of rehabilitation officer with the
Community Development Department. Dennis Balyeat resigned effective November 15th. The
committee will look at the bids on sale of Lots 2 through 6, Block 69 Kalispell Original
- HUD.
■ Councilman Saverud announced a meeting tomorrow at 7:30 P. M. in the Council Chambers for
public input into Main Street reconstruction for 1981. Discussion will be beautification,
street closing, signals, storm drainage, sidewalks, etc.
RESOLUTION #3266
Councilman Granmo moved adoption of Resolution #3266 a resolution accepting the Wastewater
Treatment Plant Aeration construction. Seconded by Councilman Smith. Roll call vote. A11
voted aye.
Councilman Granmo reported on a proposal to inject sludge into the soil. A representative
of Rickle Mfg. Co, demonstrated the Big A Sludge Applicator. It can be used on a lease
agreement at $1,664.80 per month which will be approximately the same cost as chlorine
which will no longer be needed. Delivery could be within 60 days. There is an option to
re -lease at same figure and a warranty guarantee for one year. Application for a permit
to inject raw sludge has been made to the State Board of Health.
Councilman Granmo moved Mayor Happ be permitted to sign a lease with Rickle Mfg. Co. for the
use of a Big A Sludge Applicator at a cost of $1,664.80 per month subject to permission from
the State Board of Health. Seconded by Councilman Saverud. Motion carried.
Councilman Grainger had no report.
Councilman Grainger reported that he has reviewed our group health insurance contract and
would move to put it up for bids in December and be effective January 1st. He has had
correspondence from two companies that look as competitive and maybe better coverage.
Seconded by Councilman Zauner. Motion carried.
Mayor Happ reported that the council will be reviewing an interlocal agreement for an APO
Board to cover Whitefish, Columbia Falls, Kalispell and Flathead County. The proposed
agreement was prepared by City Attorney Donahue. The present APO 'Board will end its exis-
tence December 31st of this year. Time is of the essence and Mayor Happ will try to call
the meeting early next week.

Seconded by Councilman Zauner. Motion carried.
Councilman Daley moved that City Attorney Donahue be allowed to attend the National Institute
of Municipal Law Officers annual meeting in Los Angeles on November 11, 12 and 13. Seconded
by Councilman O'Boyle. Motion carried.
Councilman O'Boyle reported that the last report of the City Judge shows a 70% increase in
fines.
Mayor Happ appointed the following persons to an Architectural Review Committee: Chuck Manning,
Paul Waccholz, Jim Vidal, Jim Thompson, Harry Schmautz and W. C. Simons.
Councilman Grainger moved to adjourn at 8:30 P. M. Seconded by Councilman Daley. Motion
carried.
