THE REGULAR MEETING OF TEE KALISPELL CITY COUNCIL WAS HELD AT 7:30 P. M. MONDAY,
JANUARY 8, 1979 IN THE COUNCIL CHAMBERS AT CITY HALL. MAYOR HAPP PRESIDED. COUNCILMEN
VILLIAMS, ALLEN AND GRAINGER WERE ABSENT. ALL OTHER COUNCILMEN WERE PRESENT.
APPROVE MINUTES
Councilman Daley moved that the minutes of the regular meeting of December 18, 1978 be
approved as presented. Seconded by Councilman Griffin. Motion carried.
Mayor Happ expressed her deep sympathy to Councilman Allen on the loss of his son.
ADDRESSING THE COUNCIL
Mayor Happ made three calls for anyone wishing to address the council.
ORDINANCE #907
No one responded. , I
Councilman Daley moved to enact Ordinance No. 907 an ordinance to amend the "no heavy
truck traffic" to include Woodland Avenue and South Woodland Drive within the city limits.
Seconded by Councilman Saverud. Roll call vote. All voted aye. Not having a quorum
to pass an emergency ordinance, it will go into effect February 8, 1979•
RESOLUTION #3211 (Not needed —Motion is sufficient — per City Attorney Donahue)
Councilman Granmo moved to adopt Resolution #3211 a resolution declaring a city election
will be held on April 3, 1979 to elect one alderman in each of the four wards and
authorizing the City Clerk to designate polling places and hire election clerks and
judges. Seconded by Councilman Daley. Roll call vote. All voted aye.
Councilman Saverud moved council confirmation of Mayor Happ's appointment of Mrs. Ivan
O'Neil (Marian) to the BOA. Seconded by Councilman Griffin. Motion carried.
COMMITTEE REPORTS
ANNEXATION '
RESOLUTION #3212
Councilman Griffin moved to adopt Resolution #3212 a resolution to approve Resubdivision
No. 1 of Park View Addition to Kalispell, Addition No. 79. Seconded by Councilman Daley.
Roll call vote. All voted aye.
Councilman Griffin announced the public hearing for the Walker Annexation will be
January 15th.
AIRPORT
Councilman Daley proposed the following letter:
To: Kalispell Airport Association Inc.
From: Norma E. Happ, Mayor
As of March 1, 1979 the City of Kalispell will adopt the policy of paying each
quarter, to the Kalispell Airport Association, the gas tax collected by the City
for the Airport.
The Kalispell Airport Association Inc., must pay all their accounts, including
insurance policy payments to the City, from these funds.
As of March 1st of each year submit a roster of officers and board members, also I
a progress and safety report and furnish the City certificates of insurance
coverage for City approval.

Councilman Daley stated that they need to talk more to the Association concerning
whether or not to continue to lease the Airport for $1. per year.
City Attorney Donahue stated that when everything is in agreement an addendum should
be added to the contract.

Councilman Daley reported that the City will be getting funds from the Department of
Natural Resources for the Lawrence Park Project.
SAFETY
Councilman O'Boyle had no report.
CITY DEVELOPMENT
Councilman Saverud reported that the City has received confirmation of the BUD Grant
and Mr. Gallagher began his duties January 2, 1979.
FINANCE
Councilman Saverud reported that the finance committee reviewed the claims for December
and moved that all claims approved be paid. Seconded by Councilman Granmo. Motion
carried.
SEWER. & WATER
Councilman Granmo reported that the Mk Storm Drain Project is now on a winter shut—
down. On request from Pack and Company, Contractor for the project, Councilman Granmo
moved to reduce the retainage from 10% to 5%. Seconded by Councilman Daley. Carried.
SID #326
On request from Pack & Company, Councilman Granmo moved to approve a winter shutdown
on SID #3266 construction. Water and Sewer lines are installed, but streets are not
completed. It will be an advantage to let the new streets settle before completion.
Seconded by Councilman Daley. Motion carried.
Councilman Granmo reported that a malfunction in the basting caused damage to one of the
pumps at the booster station for pumping water. He asked Shop Foreman Jerrow to report.
Mr. Jerrow stated that the block was cracked, the pump is obsolete and cost for the
re airs would be $4,000 plus. They are looking into a replacement with a diesel engine
w radiator. Cost will be between $9,000 and $15,000.
Councilman Granmo moved that Director of Public Works Kain get together with water and
shop people and report back next council meeting. Seconded by Councilman Daley.
Motion carried.
Mayor Happ read a letter of resignation from Asst. Fire Chief Woodland effective December
21, 1978 at 5:00 P. M.
Councilman Daley moved to accept the resignation. Seconded by Councilman Saverud.
Motion carried.
Mayor Happ reported the next Tri—City meeting will be at the Pines Cafe in Columbia
Falls on January 17th.
Mayor Happ asked Councilman Saverud to review the Lighting District needs for the coming
year and report back at the let meeting in February.

Councilman Daley moved that all license and permit bonds reviewed by City Attorney
Donahue be accepted. Seconded by Councilman Saverud. Motion carried.
TREASURE STATE SALES SUIT
City Attorney Donahue reported that the City has engaged the services of Worden, Thane
and Haines, Missoula Law Firm, to defend the suit. The case will be heard in Missoula
federal court. City Attorney Donahue should not defend the City because he is named
in the suit. The insurance company has stated that -they do not feel their policy covers
this action.
Mayor Happ announced that Gene Doty is acting Fire Chief at this time. '
Many residents of the City are having serious water pt^oblems because of the continuous
sub —zero weather. Lines and meters are freezing. Residents are advised to let their
water run continuously to avoid freezing. Damages are running into thousands of dollars.
Mayor Happ announced that Senator Himsl will present to the legislature the bill on
Forest Service money distribution.
Councilman Granmo moved to adjourn at 8:30 P. M. Seconded by Councilman Daley. Carried.
