THE REGULAR MEETING OF THE KALISPELL CITY COUNCIL MET AT 7:30 P. M., MONDAY, NOVEMBER
6, 1978 IN THE COUNCIL CHAMBERS AT CITY HALL. MAYOR HAPP PRESIDED. COUNCILMEN WILLIAMS
AND GRANMO WERE ABSENT. ALL OTHER COUNCILMEN WERE PRESENT.

Councilman Grainger moved to approve the minutes of the regular meeting of October 16,
1978 as presented. Seconded by Councilman Allen. Motion carried.
Councilman Saverud moved to approve the minutes of the special meeting of October 23,
1978 as presented. Seconded by Councilman Allen. Motion carried.
' ADDRESSING THE COUNCIL
Mayor Happ made three calls for anyone wishing to address the council. No one responded.
COMMITTEE REPORTS
EMPLOYMENT
Councilman Grainger had no report.
CITY DEVELOPMENT
Councilman Grainger read a report from Building Inspector Shoemaker regarding the fee
for gas hookâups. The present fee is $2.00 which does not pay the expense of inspection.
A $5.00 fee was recommended.
Councilman Grainger moved to refer the request to the City Development Committee for
action on November 20th. Seconded by Councilman Saverud. Motion carried.
HEALTH
Councilman Saverud had no report.
SAFETY
Councilman O'Boyle read a letter from Fire Chief Peters requesting the Council to adopt
the NFPA No. 101 Life Safety Code 1976 and the Uniform Fire Code 1976 Edition. These
are the latest updates on these fire codes.
RESOLUTION #3203
Councilman O'Boyle moved to adopt Resolution #3203 a resolution calling for a public
hearing before adoption of the new fire and safety codes. Seconded by Councilman
Grainger. Roll call vote. All voted aye.
Councilman O'Boyle read a letter from Fire Chief concerning the traffic control light
at let Avenue East and 4th Street East. He stated that he felt a.traffic control
light would better serve the community if it were placed at the intersection of let
Ave. East & 3rd Street instead of at its present location. There appears to be
considerable more east and west traffic (both auto and foot) at the 3rd Street East
intersection. Also, if the light is left in its present location, he felt it will
impede the exiting of fire apparatus from the new fire station.
Discussion followed the request. One suggestion was a red light in the middle of the
300 Block on lst Avenue East so that fire equipment could exit. Another suggestion came
from Doug Daniels, Thomas, Dean & Hoskins, that it might be possible to wire the light
to go to green in case of fire and clear the traffic.
Councilman O'Boyle read a letter from Jim Curtis, Chairman of the Board of Flathead
Association of Senior Citizens which thanked Mayor Happ and the City Councilmen for the
traffic light installed at let Avenue West and 4th Street. Be stated that it works
wonderfully and speeds up traffic. The letter continued: "Secondly though, we protest
the removal of the traffic lights at 1st Avenue West and 3rd Street, also let Avenue
East and 3rd Street. Both of these intersections have heavy traffic. It is very
dangerous for pedestrians, especially Senior Citizens, to walk across four lanes of
fast moving traffic."
Councilman Saverud stated that he would be in favor of wiring the light green in case
of fire because it is a long drawn out process to get traffic lights changed.
Director of Public Works Kain stated that the Highway Department and his office are
taking a long, hard look at the problem.
Mayor Happ recommended that Chief Peters meet with the Safety Committee, Director of
Public Works and Police Chief on establishing fire lanes.
Regarding the letter from the Senior Citizens, Director of Public Works Kain stated that
the Highway Department is presently taking a traffic count at that particular intersection.
Chief McDowell and Councilman Saverud and O'Boyle will be meeting with the principal at
Cornelius Hedges School and will be coming up with a recommendation concerning the parking
in that area.
PARKS
Councilman Daley reported that the request for BOR funds for the first phase for
Neighborhood Park & Development is now in Helena and they will know after January
lst if the funds will be forthcoming.
STREET & ALLEY
Councilman Allen announced the TAC meeting will be Tuesday, November 7th and anyone is
welcome to attend.
All streets are completed that have been under construction this year and will have a
final inspection Friday.
ANNEXATION
Councilman Griffin announced that the zoning commission will be holding public hearings
on zoning for the City at 7 P. M., November 14, 15 and 16 at Flathead High School.
MISCELLANEOUS
Mayor Happ announced that former Mayor Bjorneby fell and broke his hip a few days ago.
Mayor Happ reported that Flathead Industries have thanked the City for grading RR Street
by the recycling center.

Councilman Grainger moved that all License & Permit Bonds reviewed by City Attorney
Donahue be accepted. Seconded by Councilman Allen. Motion carried.
ORDINANCE NO. 901
Councilman
Griffin moved to enact
Ordinance No. 901 an ordinance to amend the sewer rate
to 85% of
the adjusted water bill.
Seconded by Councilman O'Boyle. Roll call vote.
Councilman
Grainger voted no. All
other councilman voted yes. Ordinance enacted.
FINANCE
Councilman
Daley reported that the
claims for October have been reviewed by the
Finance Committee and moved they be paid. Seconded by Councilman Williams. Motion

carried.
There being no further business the meeting was adjourned at 8:10 P. M.
