There will be a Special Meeting of the City Council, Wednesday, August 30, 1978 at 7:30
P. M. in the Council Chambers at City Hall for the following purpose:

We, the undersigned, being all of the members of the City Council, do hereby waive notice
of the date and purpose of the Special Meeting of the City Council to be held Wednesday,
August 30, 1978 at 7:30 P. M. in the Council Chambers at City Hall and consent to the
transaction of the above and any other business that may properly come before the City
Council.

SEWER ORDINANCE
City Attorney Donahue reported that the Supreme Court ruled that the PSC must hear and
pass on sewer rates. The ruling came the same day the Council passed the new sewer
ordinance #899. Donahue talked to the PSC who do not know how or when they will get
started on a review of Montana sewer Bates. They stated that they will have someone in
Miles City at the League of Cities & Towns Convention. City Attorney Donahue recommended
that the council just sit tight and an answer may be forthcoming.
STREET PRIORITIES
Councilman Allen moved that Mayor Happ send a letter to the local divisional office of I
the Montana Highway Department asking that reconstruction of Idaho Street from 7th
Ave. E. N. to Meridian be the #1 priority for urban funds. Funds for the project
should be available by fall of 1980. Seconded by Councilman Granmo. Motion carried.
Councilman Saverud reported that he met with Bldg. Inspector Shoemaker, Tom Williams,
of Corner Pockets of America, and Fred Hansen, real estate developer. After inspecting
the area, it was agreed among all concerned that it would be a better buffer for noise
if built on the SE corner.
Councilman Saverud moved to amend the motion of August 9th to read SE corner rather than
SW corner. Seconded by Councilman Williams. Motion carried.
TRAVEL POLICY
Councilman Allen moved to refer the establishment of travel policy to the finance committee.
Seconded by Councilman Williams. Motion lost 4 to 3.
Councilman Saverud moved that all requests for school and travel be channeled through the
Department Head and Mayor with a memo to the Finance and Committee Chairmen involved.
Said request will be approved by the Mayor if it is within the limits of the budget and
a memo sent to the Committee Chairman and the Council. Seconded by Councilman Daley.
Councilman Williams voted no. Motion carried. I
LEABUE OF CITIES & TOWNS
Mayor Happ asked permission for Councilman Daley, City Attorney Donahue and herself to go
to Miles City on September 6th through the 8th,for the annual League of Cities & Towns
Convention. They would leave on the 5th and be back on the 9th.
Councilman Saverud moved that these city officials be allowed to attend the convention
and be absent from the City September 5th through the 9th. Seconded by Councilman
Griffin. Carried.
Director of Public Works Kain stated that he is working on the problem with the odor
from the wastewater treatment plant. Be has written to Dennis Carver, Resident Engineer
for Morrison-Maierle and to their Helena office with copies to EPA and State Board of
Health, asking for a written response as to where the responsibility for the bad odor
lies. He has not had a response as yet.
The Owen Sowerwine Natural Area will be dedicated on September 9th. Mayor Happ asked
Councilman O'Boyle to attend the luncheon and dedication ceremony as city representative.
CETA MEETING
Mayor Happ announced a CETA meeting at the Outlaw Inn at 8:30 A. M. on September 15th.
She asked that all department heads attend.
HANDICAP SIGNS
Mayor Happ referred the problem of stickers for cars owned by the handicapped to Council-
man Allen.
There being no further business the meeting was adjourned.
