A SPECIAL MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:30 P. M., NOVEMBER 28TH
IN THE COUNCIL CHAMBERS AT CITY HALL. MAYOR HAPP PRESIDED. ALL COUNCILMEN WERE PRESENT.

Councilman Williams moved to refer the bids for review by the Architect and City Develop-
ment Committee with power to act. Seconded by Councilman Allen. Motion caxried.
Committee to meet at 9:30 A. M. tomorrow.
ADDRESSING TEE COUNCIL
Bldg. Official Shoemaker reported to the council that building moving permits are $10.00
per building and have not been revised since 1947. He felt that fees should be 5% of
the building appraisal or 5% of the cost of moving.
Councilman Williams moved to refer the request for increase in building moving fees and
a recommendation as to who issues the permit (present ordinance says.Building Inspector
or City Engineer) be referred to the Finance Committee to report back at the December
5th meeting. Seconded by,Councibman O'Boyle. Motion carried.
On request of City Attorney Donahue, Councilman Allen moved that City Attorney Donahue
be permitted to attend a legal conference on municipal problems in Dallas, Texas December
5th through 7th. Seconded by Councilman Saverud. Motion carried.
PUBLIC BEARING - NEW ZONING ORDINANCE
With Steve Petrini, APO Director, as Moderator, council members and approximately 10
persons discussed the proposed new zoning ordinance. The main points of criticism
leveled during the public hearing centered around the lack of minimum square footage
requirements in zones for single family dwellings. This could lead to construction of
dwellingssmallerthan neighboring homes, opening the way for "slums to develop" said
Pieter Drent.
Councilman Granmo disagreed, saying that minimum footage requirements would not guarantee
the quality of a neighborhood because "you can put up a great big shack, too." The
councilagreed with the original proposal and left the minimum dwelling requirements out
of the regulations.

Councilman Granmo moved enactment of Ordinance #885 an ordinance to adopt a new set of
zoning regulati ctive January 1, r oareas annexed into the City following that
date. Se ed by C cilman Willi Roll c 1 vote. All voted aye.
