Mayor Hwpp presided. Councilman Williams absent. All other councilmen were present.
PUBLIC HEARING - EMERGENCY BUDGET -FIRE DEPARTMHiYT-GENERAL FUND
"City Clerk Beardslee spoke for the emergency budget to take care of the deficit caused
by overtime for firefighters on large fires this budget year.
No one appeared to oppose the request.

RESOLUTION NO. 3125
Councilman Grainger moved adoption of Resolution No. 3125 a resolution authorizing an
emergency budget for the Fire Department —General Fund in the amount of $3,000.00.
Seconded by Councilman Allen. Roll call vote. All voted aye.
PROPOSED CITY HALL COMPLEX
Mayor Happ reported that she is in receipt of an 'agreement to sell' from Henrickaens
to sell to the City the two lots south of City Hall by September 1, 1977. This will
give time to clear the title.
John Schwartz, Architect for the project, told Mayor Hopp and members of the council
how EDA requirements work and what the City is expected to do regarding the finances.
Mr. Schwartz stated that he felt that $1,100,000.00 would just barely build the complex,
and that the Mayor will be required to sign a letter saying anything above this amount
will be provided for by the City. In his judgment the best way to finance the project
would be to appropriate revenue sharing funds to cover costs up until construction starts.
He felt it would take at least $100,000.06.
Councilman Allen moved that Mayor Rapp be authorized to sign all required papers with EPA.
Seconded by Councilman Daley. Motion carried.
Mayor Happ, Councilmen, Director of Finance Nystul and Architect Schwartz will meet
tomorrow to revise priorities and decide on amount of revenue sharing to appropriate in
the next fiscal year for the project.
REJECT BIDS — Police Cars
Councilman O'Boyle moved to reject the 2 bids received for the 2 new police car packages.
Seconded by Councilman Grainger. Motion carried.
CALL FOR BIDS — Police Cars
Councilman O'Boyle moved that City Clerk Beardslee be authorized to call for bids for
2 — 1978 police car packages, bids to be opened July 25th. Seconded by Councilman
Grainger. Motion carried.
CALL FOR BIDS — Water Well
Councilman Granmo moved authorization to call for bids for a new water well, with bid
opening to be July 25th. Seconded by Councilman Allen. Motion carried.
AUDIT
Councilman Daley, reporting for the finance committee, stated that the committee has
s6lected the firm of Jordahl, Sliter and Bragg to do the sewer and water audits and
the firm of Sorenson and Hansen for the HUD audit.
Councilman Allen reported that the 'City of Kalispell Standards for Design and Construction
of Public Improvements' is ready to be put in book form, and can be ready for adoption by
July 5th. Finance Director Nystul stated that he had an estimate from Thomas Printing of
$680.00 for 100 copies.
CALL FOR BIDS — New Ambulance
Councilman Grainger moved that authorization be given to call for bids for a new ambulance.
Seconded by Councilman O'Boyle. Motion carried.
