There will be a Special Meeting of the City Council, Thursday, April 7, 1977 at
5:30 P. M. in the Council Chambers, City Hall for the following purpose:
Consider Moratorium in Park View Terrace

The special meeting of the City Council was called to order by City Clerk George
Beardslee at 5:30 P. M., April 7, 1977 in the council chambers of city hall. Mayor
Rapp, Councilmen Williams and Sliter absent. All others present.
Councilman Schwartz moved that the council lift the moratorium on issuing building
permits for four-plexes in the Park View Terrace Addition. Seconded by Councilman
Allen. On roll call vote, all voted aye.
Councilman Schwartz moved that anyone applying for a building permit sign a state-
ment that the plans and specifications conform to the Uniform Building Code.
Seconded by Councilman 'Allen.
Councilman Schwartz stated that there are a lot of new contractors in the area and
that they need to be made aware of this requirement. He agreed that the Uniform
Building Code was already in effect but the City needed additional assurance from
these people. Councilman Granmo asked why this was needed if it was already part
of the code.
Question called. Motion carried.
Councilman Grainger moved to rescind that portion of the salary ordinance {Ordinance
No. 870}adopted at the last meeting that applies to the council's salary. Seconded
by Councilman Allen.
City Attorney Donahue explained that this
same salary. If not, then there would be
councilmen and one for those just elected.
On roll call vote, all voted aye.
action will leave all councilmen with the
two salaries - one for the present
City Judge Paul Willis appeared and asked the council to negotiate with him regard-
ing his salary. Be stated the finance committee had not talked to him prior to
setting the salary, although he had requested an appearance. The Judge fined
his duties, hours and responsibilities.
Councilman Granmo moved to refer this to
made to the council prior to May let. ,8
