SPECIAL MEETING
A Special Meeting of the City Council was held Monday, August 25, 1975, at 7:30 P. M.
in the Council Chambers at City Hall for the following Purposes:
Open Bids for Fencing - Golf Course Project
Annex Guest Addition

presided. Councilman Olson absent. All other Councilmen present.

GUEST ADDITION #61
RESOLUTION NO. 3032
Councilman Schwartz moved adoption of Resolution No. 3032 A Resolution accepting the
final Guest Addition. Seconded by Councilman Bergstrom. Roll call vote. All voted
aye.
SEWER RATE
City Attorney Donahue reviewed the sewer rate ordinance from Billings which is new to
them and not known if it is workable at this date. Their ordinance assesses for storm
sewer revenue different rates for different zones. Collections are worked out through
the City Engineer and City Treasurer. If there is a water bill for the lot, the charge
is added to this billing, if there is no water bill, the property owner is billed once
a year. If the bill becomes delinquent, it is placed on taxes for collection the fol-
lowing March.
City Accountant Nystul reviewed the sewer fund accounting for the past 3 years and for
' the coming year. The cash surplus has been used for capital outlay during these years
and this year will also show a loss.
Councilman Sliter stated he had recommended two years ago and various times since, that
the sewer rate be increased to 100% of the water bill.
Councilman Williams moved that the finance and sewer & water committees meet as soon
as Councilman Olson returns and report back at the September 8th meeting with a
recommendation. Seconded by Councilman Bergstrom. Carried.
Mayor Rapp read a letter of resignation from Howard Hammer, city representative for
the City -County Planning Board, effective August 13, 1975.
Mayor Rapp also reported the need for a city representative on the Refuse Disposal
nr
Board to replace former Mayor Bjorneby. She asked for suggestions to fill both vacancies.
Mayor Happ reported that she has received word that the federal government will assist
financially with widening Highway #93 North and the project will be started in the near
future.
Mayor Happ reported a request for a stop sign.at Garland Avenue and 3 Mile Drive.
Councilman Williams moved the police department be directed to install a stop sign at
Garland Avenue and 3 Mile Drive, stopping traffic on Garland Avenue. Seconded by
Councilman Allen. Carried.
Councilmen were polled as to whether they will be attending the League of Cities &
Towns Convention in Missmula, September 11, 12 & 13. Registration Fee is $35.00 each.
Councilman Sliter moved Mayor Happ be appointed voting delegate for the City of Kalispell.
Seconded by Councilman Allen. Carried.
Councilman Bergstrom moved that Police Chief McDowell be authorized to call for bids for
2 new 1976 police package cars. Seconded by Councilman Williams. Carried.
The first regular meeting in September will be postponed to September 8th.
Councilman Allen moved a special meeting be held at noon, Bep*4: 29th, at the Outlaw
Inn for the purpose of opening bids on bond sale for S.I.D. No. 322. Seconded by
Councilman Bergstrom. Carried.
There being no further business, the meeting was adjourned.
