08/18/75 City Council Minutesgoa TEE REGULAR MEETING OF THE KALISPELL CITY COUNCIL MET AT 7:30 P. M., MONDAY, AUGUST 18, 1975 AT THE COMMUNITY ROOM OF THE CONRAD NATIONAL BANK. MAYOR RAPP PRESIDED. COUNCILMAN WILLIAMS, OLSON AND GRANMO ABSENT. Councilman Schwartz moved approval of the minutes of the Special Meeting of August 49 1975. Seconded by Councilman Daley. Carried. Councilman Daley moved approval of the minutes of the Regular Meeting of August 6, 1975. Seconded by Councilman Bergstrom. Carried. CITY OFFICTAT4 REPORTS City Clerk and City Treasurer for June. Police Judge, Police Chief, Director of Public Works for July. Councilman Sliter moved approval of city official reports. Seconded by Councilman Schwartz. Carried. HEARING - S.I.D. No. 322 Mayor Happ asked if there were any protests on creating S.I.D. No. 322 for the purpose of bringing up to grade, paving and installing curbs on a=portion of Claremont Street. One letter of protest was read. The letter was from Dan Lundgren, 110 Crestline Drive, protesting the project because of added traffic past his home. RESOLUTION NO. 3029 Councilman Sliter moved adoption of Resolution No. 3029 A Resolution creating Special Improvement District No. 322 for the purpose of 'bringing up to grade, paving and installing curbs on a portion of Claremont Street. Seconded by Councilman Allen. Roll call vote. All voted aye. Councilman Daley moved that Stahly & Associates be retained as engineering firm for S.I.D. No. 322. Seconded by Councilman Allen._ Carried. ,RESOLUTION NO. 3030 Councilman Allen moved adoption of Resolution No. the call for construction bids for S.I.D. No. 322. Roll call vote. All voted aye. - RESOLUTION NO. 3031 3030, A Resolution providing for Seconded by Councilman Bergstrom. Councilman Allen moved adoption of Resolution No. 3031 A Resolution allthoriz'ing the call for bids to sell bonds for financing S.I.D. No. 322. Seconded by Councilman Bergstrom. Roll call vote. All voted aye. ADDRESSING THE COUNCIL No one appeared to address the council. COMMITTEE REPORTS Annexation - Highland Park Professional Subdivision - Councilman Schwartz moved approval of the preliminary plat and setting date to advertise for public hearing 15 days prior to hearing. Seconded by Councilman Bergstrom. Carried. Guest Addition #61 - Councilman Schwartz reported he had not yet received formal approval from the City -County Planning Board, but that he would be getting it and would then meet with City Attorney Donahue to review requirements for final approval for annexation. STREET & ALLEY - Councilman Allen reported that the Street & Alley Committee has rejected all bids on gravel because of trouble about a bid bond, and will buy gravel by the load as needed. 1 Councilman Allen reported the committee has investigated a complaint by Robert L. Beaver, Airport Road, that they have a blocked sewer. He stated Montana Power may have done this when they installed a gas line in the area. The committee is to 409 make further investigation. Councilman Allen, reporting for the Sewer & Water Committee in the absence of Chairman Olson, stated he had a request from Water Supt. Longpre for an ordinance covering type of material used by builders for water lines. ORDINANCE NO. 839 Councilman Allen moved enactment of Ordinance No. 839 An ordinance to amend Section 26-10 of the City Code to provide that water service pipes be of Copper--K Type; to provide for type of curb stop; to prohibit curb cock with "stop and waste'; to provide for type of curb boxes; declaring an emergency and providing for mediate effective date. Seconded by Councilman Sliter. Roll call vote. All voted aye. Councilman Allen moved authorization to call for bids for a 1-Ton Flatbed and a J Ton Pickup for Water Department and for a z Ton Pickup for the Street Department. Second- ed by Councilman Daley. Carried. Councilman Daley gave a progress report on the park program. He reported the recreation program had been good and well attended. That the recreation department is now working on both city and school playgrounds. Griffin Park has been greatly improved - tennis courts and basketball courts for both the city and schools have been improved this summer. Playgrounds and games for smaller children have been installed this year. Councilman Daley moved authorization to call for bids for a sprinkling system at the Babe Ruth Field and at Lions Park. Seconded by Councilman Bergstrom. Carried. Councilman Daley moved authorization be given to Supt. Drent to advertise for bids for the warming pavilion for Woodland Park. Seconded by Councilman Sliter. Carried. City Attorney Donahue reported he has drawn up a lease for Glory Days Emporium for space for a display at the old depot and will report on it at the next meeting. Councilman Sliter, reporting for Sewer & Water Chairman Olson, stated that the storm sewer project is progressing slowly. City Accountant Nystul is working out some figures in the sewer department for the bond sales. Interest rates are going up and the contractor for the project is concerned he will not get started this fall. Doug Daniels, engineer, had contract ready to sign, but contractor's attorney advised him to wait. FINANCE - ORDINANCE N0. 840 Councilman Sliter moved enactment of Ordinance No. 840 an Ordinance to amend the alcoholic beverage ordinance of the City of Kalispell to provide for the amount of license fees for an all beverage license, a beer license and a beer and wine license. Seconded by Councilman Bergstrom. Roll call vote. A11 voted aye. Councilman Bergstrom reported a request from Fire Chief Peters for Ted Main and Doane Larson to attend Aircraft Crash and Rescue School in Great Falls from Sept. 8th thru Sept. 12th, with allowance for travel and per diem. Councilman Sliter moved Ted Main and Duane Larson be authorized to attend Aircraft Crash and Rescue School in Great Falls, Sept. 8-12, with travel by private transport- ation and per diem allowed. Seconded by Councilman Allen. Carried. Councilman Bergstrom reported a request from Fire Chief Peters for Melvin Tweet to attend a 3 day Fire Alarms School in Yakima, Wash., Sept. 39 4, 5, with meals, travel and registration only authorized. Councilman Sliter moved Melvin Tweet be allowed to attend Fire Alarm School in Yakima, Wash., Sept. 3, 4, 59 with meals, travel by private transportation and registration allowed. Seconded by Councilman Allen. Carried. BUSINESS Director of Public Works Knebel reported on the Traffic Safety Seminar held in Missoula, August 13, 1975. Traffic Engineering is learning to identify problems and to assemble and use datet The best way to get funds is to document needs and cost estimates. There is a need to reduce the number and severity of accidents and they hope to do this by 410 engineering, education and enforcement. Engineers and Police must work together with the public. The State already has their computer programmed for Kalispell and Chief McDowell -is working on accident reports so they can be sent to them. The program should then work well in this area. Mr. Knebel thanked the council for allowing him to attend the meeting. City Attorney Donahue reported that he is working on model ordinances for per diem and for the board of adjustment. Mayor Kapp -announced a special meeting for August 25th to open bids for golf course project fencing. I The first regular meeting in September will be September 8th. The Government Study Commission has invited the council to its September 15th meeting. Danno Anderson, who will be bidding on the golf course fencing questioned the 25 day completion clause. Councilman Daley said he would bring it to the attention of the golf course committee for an explanation. Councilman Sliter moved to give police and firemen who were on duty County Fair Day, the same amount of time off as regular employees observed. Seconded by Councilman Schwartz. Carried.
