Thank you for allowing us to provide you with a quotation
for the City's liability insurance.
Our quote contemplates all of the exposures listed in the
specifications furnished to us. We propose that a three year
policy be written with premiums payable annually. Each years
premium would be audited annually.
Our bid for the first year premium is $3,497.00 for the
automobile coverage and $89380.00 for the General Liability
portion, for a total bid of $11,877.00. The second and
third year year premium on the General Liability would be
$6,704.00 each year with the automobile portion to be
determined.
General Liability Coverage afforded by our quotation would
i have a restriction to the effect that there would be a $100.00
deductible per Property Damage Claim arising out of sewer
back-up. In some ways the coverage quoted is broader than
that requested in the specifications. Specifications stip-
ulated that Personal Injury and Broad Form Property Damage
Liability were to be included. Our company would attach the
Broad Form Liability Coverage Extention Endorsement which an -
compasses these two hazards and also extends coverage to (6)

Councilman Slater moved the bids be referred to the finance committee with power to
act. Seconded by Councilman Miron.: Carried.
ADDRESSING THE COUNCIL
Pat Young, Director of the Retired Senior Volunteer Program for Flathead County:
We have approached the Bicentennial. Committee and the County Park Board -in order to
place benches throughout Flathead County for older people to sit on during the summer
months. The benches are going to be assembled by RSVP volunteers and the funding has
been approved by the county park board; for the purchase of the materials for the
benches. ,These will be painted nicely and will be of sturdy construction and we re-
quest permission to place the benches in various places within the city such as -
in front of - City Building, Penneys, Buttreys, Books West, Big Sky Manor, and some
location on North Main.
Mayor Bjorneby referred the request to the Safety Committee for consideration and
recommendation.
AUTHORIZE READVERTISING OF SID 315 Bonds -
RESOLUTION NO. 3006
Councilman Miron moved adoption of Resolution No. 3006 A Resolution providing for the
readvertiaing for the sale of bonds,.;SID 315. Seconded by Councilman Slater. Roll
Call Vote. All voted aye.
AUTHORIZE ANNUAL LOANS OR ADVANCES FROM REVOLVING FUND
RESOLUTION NO. 3007
Councilman Miron moved .adoption of Resolution No. 3007 A Resolution providing for the
council to agree to issue orders annually authorizing loans or advances from the
revolving fund to the district fund in amounts sufficient to make good any deficiency.
Seconded by Councilman Slater. Roll Call Vote. All voted aye.
PLANNING BOARD - Slams Addition No. 19
Councilman Schwartz asked that the plat and other annexation materials be referred
to the annexation committee for review.
Jim Mohn of the Planning Board asked the council to give tentative approval to the
addition.
Mayor Bjorneby referred the Slama Addition No. 19 to the annexation committee.
COMMITTEE REPORTS
Trailer House - Councilman Knapp reported a trailer house has been moved in at
1314 2nd. Street West and asked that this be investigated to determine if this is in
violation of city codes. Police Department to investigate.
FINANCE -
Councilman Slater reported the committee has examined the claims for February and found
them in order and moved the claims be paid. Seconded by. Councilman Sampson. Carried.
Councilman Slater reported that he had been contacted by D. A. Davidson, Inc. regard-
ing SB 220 which if passed will eliminate the tax exempt status of municipal bonds.
The bill does provide for the proceeds from the taxes on the bonds to be distributed
to the counties and cities but the loss of the tax exempt status will make these invest-
ments less attractive to investors and will result in the cities having to pay higher
interest rates for money obtained through the issuance of bonds.
Councilman Miron moved Councilman Slater and the finance committee be authorized to
take action in support or opposition to the legislation concerning the tax exempt
status of municipal issues. Seconded by Councilman Daley. Carried.

Chief McDowell:
I would like to thank you and the Kalispell Police Department
for keeping the crowd under control at the recent Class "A"
Western Divisional Basketball Tournament. This was the
largest crowd that we have had for the Western Class "A"
Tournament. Each night there were a !ew instances which could
have gotten out of hand but were efficiently and promptly
handled by your officers. We certainly appreciate your cooperation
regarding.this tournament.
Authorise Meeting Attendance .
Councilman Slater moved Police Chief McDowell be authorized to attend the State Chiefs'
Association Meeting in Miles City March 20, 1975, with travel by private transportation
authorized. Seconded by Councilman Mixon. Carried.
Report by Fire Chief .
Fire Chief Peters reported the department has obtained surplus radios in Missoula .
5 men are finishing the E M T course . all firemen ham finished the Advanced First Aid
Course.
Flood Plain Meeting -
Councilman Kapp reported there will be a meeting Thursday at 3 P. M. at the Conrad
National Bank to review the flood plain delineation with an engineering,firm and
would like represeatetivas from the city present.
Sever Plant .
Councilman Miron ask Councilman Schwartz to report to the council for the committee
regarding the outside paneling. Councilman Schwartz reported the outside finish of
the panels on the north side has deteriorated and the panels have been rejected and
the panels of the south side of the building are also beginning to deteriorate and
these panels are to be replaced with redwood siding.
Councilman Miron reported the committee met this afternoon and reviewed several items.
The committee recommends approval of the purchase of a digital multi -meter for the
sewer plant. Seconded by Councilman Happ. Councilman Sliter explained that this was
an item of equipment not covered by the G I Bill. Brian Orndorff is taking a course

under the G I Bill and 90% of the cost is covered by the G I Bill. Councilman Slater
said Brian is to be commended for taking the course to better his ability to perform
his work. It was also pointed out that the knowledge gained from the course would
reduce greatly the maintenance cost that would be incurred to bring in an outside
maintenance person from Billings to do some of the maintenance that Brian will be able
to accomplish after completion of the course.

Excessive Pump Wear - Councilman Miron asked that, the following letter be inserted in

It has been brought to our attention that excessive wear and
damage was caused to both Moyne -pumps at. the wastewater treatment
plantduring the period February 25th, 1974'thru April 2nd., 1974
when it was being used by the contractor to empty the old digester
so it could be converted into a holding tank,
During the above Monti Cried dates, the contractor did replace
a stator on each of the Moynq pumps at the expense of his. company
which was $95.00 each. However, due to the nature of the.materials
he was pumping, namely rocks, sand and gravel mixed with the old
sludge, the,stators were not the only parts which wore out, The
rotors on both pumps were scarred, grooved and worn. The expense
to replace these is $363.00 each.
In addition to this, the fntornal gears wore worn and dam,
aged and required replacement much ahead of normal schedule. It
is our belief that -this damage resulted much -,In part to tho obuso
the pumps receivs& during the dates.montioned above: The expense
to replace the worn parts should be at the expense of the contract-
or. He put.,as astimated,three hundred hours of rough use on these
pumps. At presontq one pump to disassembled, and now parts are
being orderod. The other Moyno pump le4aliina ands eompleto
overhaul will seen follow.

Environmental Protection Agency Inspection -
Councilman Miron reported the Agency has delayed until April 1, 1975 the inspection
of the secondary treatment plant.
Lawrence Park Pumping Plant -
Councilman Miron reported the water department is now, using the depot park well and
armory well as corrective action is being considered for the Lawrence Park pumps.
Councilman Miron moved Water Supt. L.ongpre be authorised to hire the firm of
Westinghouse to Install the necessary protective equipment for the pumping plant ,
pumps. Seconded by Councilman Slater. Carried.
Disposition of House at Sewer Plant - Councilman Miron moved Water Supt. Longpre
be authorized to advertise the building for sale or to otherwise dispose of the
building on approval of the sever and water committee. Seconded by Councilman
Slater. Carried.
Report of Effect of Expansion of City on Sewer System - Councilman Miron reported
receipt of the following report from Director of Public Works Knebel:

Dear Al,
The immediate future expansion of Kalispell will probably
be in the Northwest Section of the city,
I find there are approximately 4,000 people on the 18" sani-
tary sewer line running down Meridian Road, llth Alley West,
and llth Street West to 4th Avenue West. Estimates show the
flow to be 50% of the total design capacity. Storm water and
excessive infiltration must be removed to reach this total cap-
acity. Stage I, let Avenue East, project is priority No. 1 to
help this situation. Stage II, 7th Avenue West, project is
priority No. 2.
When these projects are completed the 'sanitary sewer system
can carry;an additional 10000 housing units, As this figure
is approached I recommend an accurate study be made including
flow measurements at various points.

Establish Sewer Connection Charge -
Councilman Miron reported the committee recommends the establishment of a sewer
connection charge of $350.00 for single family,vith multi -family and commercial or
other units so specified, to be reviewed by the sewer and water committee and the
sewer connection charge to be determined by the committee on an individual baits. The
funds derived from the connection charge to be designated for renewal and replacement
of sewer lines.
ORDINANCE NO. 832
Councilman Miron moved enactment of Ordinance No. 832 An Ordinance establishing sewer
connection charges of $350.00 for single family residential units, with connections for
other types of residential units, commercial, industrial and any other types of con-
nections to be reviewed by the sewer and water committee and the charge established on
an individual basis by the committee. Seconded by Councilman Slater.
Councilman Knapp asked that the base fee or single dwelling unit charge be raised to
$550.00 and said that in comparison to the cost of septic tank installation and main-
tenance that this charge would still be a bargain.
Following further discussion on the base charge, Councilman Happ moved to amend the
proposed ordinance to set the base fee at $450.00. Seconded by Councilman Sliter.
Roll Call Vote on amendment. All voted aye.

Dear Al,
In order to keep you informed of progress on the subject project,
we are submitting the following report.
Completion of surveys for the subject project have been delayed by
snow and ice accumulations. The survey work stands at 70% complete as
noted in our report of March 3rd. We hope to complete the remaining
survey work within the next two weeks, weather permitting.
The contract plans and specifications are being prepared and are
presently approximately 35% complete.
We hope to have the plans and specifications completed to a stage
that will allow for preliminary review by City of Kalispell representa-
tives by April 14.

ORDINANCE NO. 833 Sewer Rate Committee Repealing -Ordinance -
Councilman Slater moved enactment of Repealing Ordinance No. 833 An Ordinance to
delete portions of the ordinance havingreference to the sewer rate committee ; 23.8;
23-9. Seconded by Councilman Miron. Roll Call Vote. All voted aye.
Employment -
Councilman Daley reported the committee recommends Ted R. Wilson be shop foreman on
a probationary basis, effective beginning with the March pay period.' Mayor Bjorneby
designated Ted R. Wilson shop foreman for a 6-month probationary period, effective '
with the March pay period.
Councilman Daley moved approval of the Mayor® designation of Ted R. Wilson as shop
foreman "for a 6 month probationary period, beginning at the first of the March 1975
pay period. Seconded by Councilman Knapp. Carried.
Request to negotiate wages - Councilman Daley reported the fire department has
made their request to negotiate wages.
Parks -
Councilman Daley reported the committee has been coordinating with the county and are
receiving good cooperation from the county.

Revise - Update Ordinance Section,on Planning Board
City Attorney Donahue requested permission to revise the section of ordinance on the
planning board. Councilman Sitter moved City Attorney Donahue, be granted permission
to revise planning board section of ordinance. Seconded by Councilman Sampson.
Carried.
