MAYOR BJORNEBY PRESIDED. ALL COUNCILMEN WERE PRESENT. APPROVE MINUTES Councilman Schwartz moved acceptance of the minutes of the meeting of October 7th as submitted. Seconded by Councilman Daley. Carried. ' CITY OFFICIALS REPORTS City Clerk and City Treasurer for August. Police Chief, Police Judge, City Sanitarian Public Works Director for September. Councilman Daley moved acceptance of the City Officials Reports. Seconded by Councilman Knapp. Carried. ADDRESSING THE COUNCIL Mayor Bjorneby made three calls asking if there was anyone present who wished to address the council. There was no response to the calls. TABLED MATTER Councilman Happ moved to take from the.table the matter of the Road Grader Bids. Seconded by Councilman Knapp. Carried. Councilman Happ reported the council as a committee of the whole recommended that all the bids be rejected, Councilman Happ explained that this was in line with the Presidents request to help cut down on inflation. Councilman Happ moved the Road Grader.Bids be rejected. Seconded by Councilman Sliter. Carried. DESIGN • SURVEYS Councilman Miron reported the committee recommends the firm of Thomas, Dean & Hoskins be paid the amount due on their contract with the city - $3,300.00. Councilman Miron moved the City pay $3,300.00 due.Thomas, Dean & Hoskins. Seconded by Councilman Sliter. Carried. TRAILS END CONSTRUCTION CO. - SID 316 - PIPE PURCHASED Councilman Miron reported a request from Carl Lauterjung, Trails End Construction, for the City to purchase the pipe - Sewer Project SID 316. Councilman Miron explained that Mr. Lauterjung had purchased pipe for this project after having been awarded the bid in anticipation of proceeding with the project when the bonds were sold and because it recently has been difficult to obtain pipe. Since the bonds were not sold, Mr. Lauterjung would like the City to purchase the pipe for resale to him (Lauterjung) when the project is funded. Councilman Miron reported the committee recommends the City buy the pipe and sell back when project is funded. The pipe to be moved to city property at Mr. Lauterjungs expense. Councilman Miron moved the committee recommendation be accepted. Seconded by Councilman Sliter. Carried. AWARD BID - S.I.D. #315 Councilman Miron reported the committee recommends the S.I.D. #315 Bid be awarded to Lloyd C. Lockrem Inc., the low bidder for $78,563.30. 206 Councilman Miron moved award of S.I.D. 315 Bid to Lockrem Inc. at bid price. Seconded by Councilman Happ. Carried. SEWER CHARGE ADJUSTMENT REQUEST - Councilman Miron reported that the Sewer & Water committee has investigated the request of Kalispell Lumber Co, for adjustment of sewer rate and recommends the request be denied. Councilman Miron so moved. Seconded by Councilman Daley. Carried. STORM DRAIN STUDY b Councilman Miron reported the study by Thomas, Dean, & Hoskins is mostly completed for presentation, but the committee has not had a chance to review the study. Councilman Miron requested a committee meeting be held October 28th at 7:00 P.M. in the council chambers for the committee and interested parties to hear a review of the study by Thomas, Dean, & Hoskins. SAFETY - SCHOOLS - Councilman Happ reported request from Police Chief McDowell for permission to send Dave Brewer to Law Enforcement Academy November 3rd through 15th at Bozeman with mileage and per diem authorized. Councilman Happ moved this be. approved with travel by private transportation authorized. Seconded by Councilman Sampson. Carried. Also, a request to send ,Don Hellman to Police Management School in Bozeman, Nov- ember llth through the 15th. Councilman Happ moved Don -Hellman be authorized to attend Police Management School, with travel by private transportation authorized. Seconded by Councilman Sampson. Carried. These signals have been maintenance problems for sometime and very costly to us. We ask the State to recognize this as our number 1 Priority ` Project for expenditure of Urban Funds. City Engineer Manning showing parking spaces at a 450 angle. She said the lot would be entered from the alley with the exit on the avenue. The north side of the lot would be used for certain city officials and the south side would be leased. The leased space would be leased for $12.00 per month for each space. Councilman Happ moved acceptance of the committee report. Seconded by Councilman Miron. Carried. ' Councilman Happ moved authorisation of the paving of the lot. Seconded by Council- man Sampson. Carried. RETURN STREET TO PROPER CONDITION - Councilman Happ ask that a letter be sent to the people at the Glory Days Emporium requesting them to return the street to proper condition. The street was damaged during construction of their curb and sidewalk. SALE OF CITY PROPERTY - Councilman Knapp reported that Francis Wall who was going to purchase the small piece of property from the city said that when he found that he was to pay cost of title insurance, that the maximum he will pay for the property is $350.00. Councilman Knapp moved the price be adjusted to $350.00 and buyer furnish own title insurance with a deed subject to easements for the City. (sewer) Seconded by Councilman Miron. Carried. PARKS - PROGRESS REPORT - Councilman Daley reported that in Woodland Park the site is being prepared for the new building. The storm sewer for Woodland Park is coming along real good. Hawthorne Park -'American Asphalt is preparing the site for the tennis courts. ' Black dirt for fill is being hauled to the Babe Ruth field. Dick Wyman is preparing some information for what they would like for Griffin Park. There is a possible upgrade of Peterson Courts with the possibility of the school district paying one half the cost. We are planning with the County recreation department to have a meeting of tennis people throughout the county to see if there is enough interest for a tennis court complex. Our current BOR projects are nearing completion and it is time to start thinking about projects for future BOR funding. COMPREHENSIVE DEVELOPMENT PLAN - Councilmen Schwartz reported that this is a basic type of plan and there are provisions for review every couple of years and can be amended and recommended the plan be adopted. Councilman Miron urged adoption of the plan and referred to the years of work that has gone into the development of the plan. Councilman Slater reported that he chaired the last public hearing on the Comp- rehensive Development Plan while still a member of the planning board, and the main concern at that time was the "circulation system". The by-pass - whether it was to be Woodland Avenue or Willow Glen Drive - this has all been removed from the plan. Councilman Sliter said he agreed with Councilman Miron that a lot of work has gone into the plan. Councilman Sliter moved acceptance of the Comprehensive Development Plan. Seconded by Councilman Miron. Carried. MISCELLANEOUS BUSINESS PARKING LOT - Councilman Haarr said that he found it utterly amazing that the City can find the finances to buy a $25,000.00 parking lot and get into the rental parking business - so to speak - and to facilitate the spaces for a few selected city officials, after a great period of time, money and study has been spent to acquire additional park- ing space within a close proximity, of which all but a few of the essential city employees could comute back and forth - a block and a half - and I find further that in deference to other situations, which I think exist in the downtown area, mainly the lack of ability to run a sweeper down the alleys of our Main Street, upon which are based a lot of our tax producing revenue, and likewise the most 242 recent episode of filling the holes in these alleys with dirt, so to speak, then all within a moments jesture, we can acquire a lot and call for bids for paving, for what I feel is essentially non -essential parking on at least half of that lot. I think that sometimes the buggy runs in front of the horse, and I do not think that possibly in the times that we are in now, that this is a good thing to have done - in light especially, of First Avenue West. If we have this kind of money available, why have not bids been let to complete the surfacing of First Avenue West? I think the inconvenience and loss -of business on the businesses located on First Avenue West is far greater than the advantages derived from the purchase and paving of this lot adjacent to the city property.
