MAYOR BJORNEBY PRESIDED. ALL COUNCILMEN WERE PRESENT. CITY OFFICIALS REPORTS City Clerk and City Treasurer for July. Police Chief, Police Judge, City Engineer, City Sanitarian for August. Councilman Schwartz moved acceptance of the City Officials Reports. Seconded by Councilman Sampson. Carried. HEARING - Gaming License Application - The application of Joan Tuten, 280 3rd. Ave. E. N., Columbia Falls, Montana for General Gaming License; 2 poker tables; 1 panquinque table; for Kalispell Kasino Klub, Ill Main Street, Kalispell, Montana. The police check was negative for NCIC and Kalispell Police; Flathead County Sheriff's Office reported an arrest for 'fraudulent check a misdemeanor on 1-5-60. Paid $50.00 fine and made restitution. The application was found to be in order. Councilman Daley moved the application be accepted and the6licenses issued on payment of proper fees. Seconded by Councilman Knapp. Carried. Knebel Public Works Director City Hall Kalispell, Montana 59901 &e: Kalispell Water Distribution System - Schedule I Dear Mr. Knebel, We have recently inspected the booster station and have found that it is completed in accordance with the contract documents. We have also received from the contractor a certificate of comple- tion and a lien waiver for the project, as well as a request for. final payment. (Copies attached.) Seconded by. Councilman Sliter. Carried. Councilman Miron reported that Water Superintendent Longpre had closed the gate entry to the water reservoir area adjacent to the Golf Course as children entering to retrieve golf balls were walking on the reservoir covers which caused small pebles and other debris to fall into the reservoir. There is also possible hazard from high voltage electricity as there is easy access to the pump house roof from one side and from the roof danger of contact with the high voltage electricity. 1 183 Councilman Schwartz suggested that the fencing would probably not be competely success- ful in keeping youngsters from gaining entry to obtain the golf balls as they would probably find a way to get into the area. Councilman Sliter suggested that the Golf Association be consulted as to a possible solution to the situation. Held in committee for further consideration. Councilman Miron reported a letter has been sent to Atlas Engineering regarding the gravel in the sewer lines but to date have had no reply. Deferred for further consideration. ' Street 6 Ailey - Councilman Happ Councilman Happ reported paving on 1st. Ave. West will begin Wednesday at Sth Street. Ask that news media look at streets, that have been completed recently such as 2nd. Street East as well as those that are rough because of construction projects. Safety - Councilman Happ Reported receipt of letter from Forest Supervisor Ed Corps regarding dangers of: - leaving parallel parked cars from the drivers side especially on Main Street; - Jay Walking. Police Chief Waggoner reported that an ordinance change would be necessary before the police can effectively remedy these hazards. Police Court Audit Request - Councilman Sliter Councilman Sliter reported that he had gone to the Police Judge Office and does not feel there is a need of an audit, but that the systems used need to be revamped - some study should be given to systems and procedures. Recommend have system reviewed. ' Proposed Purchase of Property from City - Councilman Knapp Councilman Knapp used the blackboard to draw a map to indicate to Mayor Bjorneby and councilmen the location and shape of the property being considered. He stated that in his opinion the property value was $350.00 to $450.00. Councilman Miron moved acceptance of committee report and offer property for sale at $450.00. Seconded by Councilman Happ. Carried. Hsployment - Councilman Daley Councilman.Daley reported the committee,will be interviewing applicants for the part time clerk for the Police JudgeThursdayat 1:30 P.M. in the council chambers. Councilman Daley reported that in regard to Hawthorne Park we are still.negotiating to lower the dimensions for asphalt and fencing and will be spending less than we were authorized to spend on this project. This is part of our BOR program. Councilman Daley reported that there are people interested in tennis who have ideas which may be different from the parks department plan for adding tennis facilities and introduced Mr. Jim Vidal, Chairmen of a committee of the Kalispell Tennis Club for better tennis courts and Joe Daley, President of the Kalispell Tennis Club. Mr. Vidal said that it is the contention of the club that this town does not have tennis courts and went on to explain that the final surface has been omitted an the Kalispell Tennis Courts and requested that the tennis club be given the opportunity ' to roan a feasibility study of doing the final surface on existing tennis courts rather than constructing new courts at Hawthorne. Ask the City to consider the possibility of putting on final surface and approximated the cost to be $1,400.00 to $2,400.00 - - allow the tennis club to prepare survey. Mr. Vidal said that tennis is an inexpensive sport to get into. He recommended that tennis courts be grouped in larger complex and reported advantages such as easier for Instructors to train larger numbers, maintenance costs are less when courts are in larger complex, -and more interest in the sport is generated. He again requested the building of the courts at Hawthorne be reconsidered. Mr. Joe Daley, President of the Tennis Club, said that he is impressed with the consideration the council and city employees are giving to tennis compared to the past. The council has been forward thinking and quite generous to tennis and can rely on the tennis club for information. To promote tennis one or two locations with UZ a number of courts is desirable -and there is a need for artificial surf$ce other than asphalt. Councilman Daley reported that the Hawthorne courts are the last of a three year program and that this should be completed., The City has a two year program coming up and welcomes the involvement of the .tennis club in this new program. Councilman Schwartz said that some areas of the City such as Hawthorne Park have no recreational facilities'and felt the citizens in this area would object to this being taken away from them. BUSINESS LICENSE - Councilman Sampson Councilman Sampson reported that at the noon meeting of the committee the committee recommended that the proposed business license ordinance be dropped.. ANNEXATION - Councilman Schwartz Councilman Schwartz referred to the Comprehensive Development Plan which had been distributed to Mayor Bjorneby and Councilman and said this should be reviewed before final adoption. Councilman Sliter reported that when he conducted the public hearing on the plan, that people showed concern with the transportation section and urged Mayor and Council to read this section in particular. LeRoy McDowell thanked Mayor Bjorneby and Councilman for their confidence in him in appointing him Police Chief and stated that he would work to continue to improve the department and to work closely with Mayor Bjorneby andcouncilLmembers. Councilman Rapp reported on the league of Cities & Towns meeting held'in Billings and reviewed some highlights of the Community Development Plan - block grants rather.than the former categorical grants. She also reported that the League convention will be in Kalispell in 1976, the nations bi-centennial year. City Clark Beardslee.reported on_the clerks workshop of the League meeting and that information had been gained regarding the National Labor Standards Act and that.he had been elected vice president of the Clerks, Treasurer, and Finance Officers group representing first and second class cities. City Attorney Donahue. reported on the. Local Government Study Commission and reviewed the Leagues legislative proposals and resolutions of the League.
