APPROVE MINUTES Councilman Miron moved the minutes of the April 1, 1974 meeting be approved as submitted to council members. Seconded by Councilman Happ. Carried. HEST SIDE STORM DRAIN Mr. Clifford Haines, Chairman Board of Commissioners, Flathead County, reported the commissioners have been concerned with the drainage problems of the area northwest of Kalispell and involving Northwest Kalispell. The commissioners felt that a civil engineer should be engaged to study and prepare a plan for the area, and hired Mr. Dean Marquardt. Mr. Haines introduced Mr. Marquardt,who presented the following preliminary report and with the aid of a map showed the areas ar4 , proposed -changes that would alleviate the storm drainage problems. FAIRGROUNDS ytv'M 40 be Qx( vGFCq _ h E 0-,M^ PRELIMINARY REPORT NORTHWEST KALISPELL DRAINAGE STUDY The winter of 1974 produced flooding in the western and northwestern portions of Kalispell that demanded an investigation of storm water drainage in these areas. This report updates a study performed in October, 1967 by Atlas Engineers Incorporated and contains specific recommendations as '.o the steps necessary to alleviate the flooding problems in the northwest Kalispell drainage area. Two areas were adversely affected by surface runoff in northwest Kalispell: Adams Addition subdivision and the west side of Kalispell. Adams Addition lies within the study area and is located in the lower portion sf the -ataral drainage for northwest Kalispell. The west side of Kalispell ,es outside the study area but is affected by this drainage when existing stc)rx drainage capacity is exceeded. 1 The proposal submitted considers this flooding as the immediate prob- :ern and a course of action ie presented along with cost estimates. The Jesign tales into account the long-term solution to storm water drainage for, northwest Kalispell and the first phase construction will become an integral part of the total drainage system. ' Problem The flooding in the Adams Addition subdivision occurs because runoff from the area north of Three Mile Drive is routed through the subdivision to a low point at Liberty Street and Glenwood Drive. This flow accumulates here because the gradient south is not adequate to remove the runoff. Therefore storm water backs up in the streets and flooding results. The situation on the west side of Kalispell is far more complicated. The surface runoff from northwest Kalispell enters Spring Creek west of Meridian Road and flows into the mill pond south of Kalispell Lumber. The outlet from this pond enters a drainage ditch south of the railroad tracks and flows west to the mill pond west of Forest Products. Along this ditch the storm water passes through a concrete culvert with a ' capacity inadequate for both the Spring Creek and storm water flows. The result is that the drainage ditch overflows its banks and enters the streets and alleys of Kalispell's west side. Short-term Solution A short-term solution is presented to alleviate the two flooding problems described above. Reference is made to the attached plat. The Adams Addition flooding will be greatly alleviated by improving the gradient and channelling the flow. This is accomplished by the following: 1. Construct an inverted street section from Liberty Street and Glenwood Drive to Two Mile Drive. � 2. Install a culvert beneath Two Mile Drive to empty into the existing drainage ditch. 3. Eniarge this ditch where necessary and install the appropriate culverts at existing entrances. 4. Replace the existing storm sewer from Husky Street to Highway 2 to eliminate restrictions. 5. Excavate and shape the ditch at the confluence of Spring Creek and the storm sewer. k TaY flooding on Kalispell's west side will be lessened diverting Spring Creek directly to the mill pond at Forest Products. The following steps are necessary: �6 4 1. Excavate a drainage ditch from Spring Creek to Appleway Drive and dam Spri4ig Creek downstream from the ditch. 2. Install a culvert under Appleway Drive to the railroad right-of- way and then westerly to the creek upstream from the mill pond. These steps will alleviate the flooding problems at a minimum of expense. Long-term Solution , The Long-term solution assumes the following: _. The entire northwest Kalispell drainage area will be developed for re ,iea :ial and commercial use. 2. Gateway West complex will be completed. 3. The County Fairgrounds will be converted to commercial purposes. 4. The mill pond south of Kalispell Lumber will be filled and utilized V. for commercial or industrial use. With these uses, the following total drainage system is proposed. 1. The storm water runoff north and west of the Kalispell Junior High School will be intercepted and transported below ground to the proposed inverted street section south of Adams Addition. 2. Approximately 7576 of the flow leaving the inverted section will be directed west and south below the Gateway West parking lot ' to Spring Creek. An additional culvert will have to be placed under Highway 2 to accomodate the increased flow. 3. Runoff from the commercial area in the northeast corner of Highway 2 and Meridian Road (existing County Fairgrounds) would flow into the storm sewer along Meridian Road. 4. The storm sewer along Meridian Road would be extended under Appleway Drive and the railroad tracks io the existing concrete sewer. The culverts under Meridian Road would be abandoned, or their direction of flow reversed. The system proposed above would serve the storm water needs of the emir,_ area at full development. Contingency @ 10016 $ 8,400 $ 5, 000 $ 10, 000 $128, 400 66 Flathead County Commissioner, Joe DeLong, said this is a very feasible project and the county would like to go with the city council on a 50-50 basis on the project. The plan is designed so that any additions that may become necessary after 10 - 15 years would incorporate and use the construction planned in this plan. Mr. Haines said that Mr. Marquardt would be available at future council meetings to explain the plan in more detail. Mr. Haines introduced Mr. Doyle, who explain" ad to Mayor Bjorneby and Council the areas requiring the obtaining of right-of- way easements and informing them as to the verbal commitments he had obtained from many of these people to grant right-of-way easements for the drainage. Councilman Schwartz said he would like the city to get the water and sewer lines down the street before the street is finished. Mr. Haines said the county could finance its share by levy or with revenue shar- ing funds, and would plan to finance over a two year period. Flathead County Commissioner, Mel Wollan, said that this is a worthwhile project and should have been done 20 years ago - that he would go along with the other commissioners in support of the project. Mr. Duane Onstad said the County Commissioners have a proposal to alleviate some of the problem of flooding of Kalispell's West Side, and urged the City to share in the project, as it would save street problems, sewer problems, and sewer plant problems that occur during heavy storm water runoff. The 200 members of the West Side Flood Association urge the City co-operate with the County Commissioners to complete the project. Mayor Bjorneby indicated a favorable response could be expected from the City. The City will consult further with engineers. City Engineer Lauder said the proposed plan is a good workable solution. Mr. Haines thanked Mayor Bjorneby and City Council for the opportunity to present the plan, and said that Mr. Marquardt would be available to help, and expressed thanks for the time given to the County Commissioners for the presentation of the plan. Councilman Thomas moved the City accept the plan presented by the County Commis- sioners and work to expedite the project. Seconded by Councilman Miron. Carried. Employment Material - City Engineer Lauder reported that he has been working with Police, Fire, and Union employees to work out a grade and classification system. The goal is to try to provide a system to consolidate a grade structure, and provide for incentive for employees - a system similar to systems adopted by other cityies - we feel that we will have a system acceptable to the employees and the city council and are trying to phase into the new system. We have made good progress and are headed in the right direction. City Attorney Donahue said that summary subdivision regulations require all lots to abut on a public street. Mr. Marquardt said that the lots abutted on Highway 93. City Attorney recommended the council require a title review before taking action on the subdivision. Councilman Miron said'the'Sewer-and Water Committee will arrange an additional meeting with the West Side Flood Association as the county proposal does not tie in with the city storm or sewer system. Councilman Miron asked the Sewer and Water Committee to meet next Monday, at 7:30 P.M., in the City Council Chambers for the purpose of meeting with Thomas, Dean 6 Hoskins Engineer, Doug Daniels, and the West Side Flood Association representatives. Seconded by Councilman Thus. Carried. ORDINANCES Ordinances for adopting latest editions of "Uniform Building"; "Fire Prevention"; "Flammable and Combustible Liquids"; "Life Safety". Councilman Thomas moved action on the ordinances be tabled until another meeting. Seconded by Councilman Happ. Carried. COMMITTEE REPORTS Safety - Councilman Thomas moved Captain Duane Larson and Alarm Captain Melvin Tweet be author- ized to attend "Officers Tactics School" in Great Falls, May 7 through 10, with 'travel by private transportation approved. Seconded by Councilman Sampson. Carried. Annexation - Councilman Schwartz moved acceptance of the City Hall Feasibility Study by Brinknan and Lenon, and authorize payment. Seconded by Councilman Thomas. Carried. 70 Councilman Schwartz reported the report is available to the press and other news media. Councilman Schwartz moved members of the annexation committee and the City Attorney be authorised to attend a 'Land Planning Use Program' in Missoula next Friday and Saturday. with private transportation approved. Seconded by Councilman Knapp. Carried. GAMBLING COMMISSION Councilman Daley reported he and City Attorney Donahue had attended the commission meeting. The county will be the investigating agency and the licensing agency. The _rules that are proposed are based on gambling laws of Las Vegas these are quite lengthy and it is planned to "boil" them down and present them for acceptance. Councilman Daley suggested council members look in on gambling that is going on in the city so that they will have an idea of what is going on. PARKS Councilman Daley ask Pieter Drent to report on parks. Parks Supervisor Drent report- ed the 15-Parks Project' is progressing well. New playground equipment has been ordered. Work is being done in Woodland Park. FARMERS MARKET ORDINANCE Councilman Sampson read the proposed ordinance. Questions arose as to area restrictions for participation in the market - just Flathead County - Flathead and Lake Counties - or"other? Councilman Thomas moved action be tabled until next meeting. Seconded by Councilman Schwartz. Carried.. BUSINESS LICENSE Councilman Sampson reported the business license ordinance is to be presented at the first meeting in May. Sewer & Water Financial Report on Water Department - Councilman Miron said the committee will most to consider the recommendation contained in the end of the year financial statement and that the press is free to use the report. To keep you informed on the progress of the subject projects I am transmitting the following status reports: Schedule I The new pumps have been installed and operated on a trial basis. One of the new pumps is now supplying water to the high level storage tank. Minor work is needed to place the other two pumps into operation. All work should be completed within the next two or three days. The engine -generator standby power plant has been installed and is ready to operate. The manufacturer's representatives will be in Kalispell on Wednesday April 17 to place the engine -gener- ator into operation. Minor grading work remains to be done around the booster station building. All portions of Schedule I work are expected to be fully completed by April 18, the final day of the contract time. Schedules II & III The contractor resumed work on the project on April 4. The contractor is now in the process of testing the line that has been installed on Meridian Road and is finishing in- stallation of the final portion of the sixteen inch line at Highway 93. After all line is installed and tested, the service connec- tions and connections to the existing distribution system will be made.
