The minutes of the regular meeting of December 3, 1971 were read. Councilman Miron
moved approval of the minutes as read. Secnnded by Councilman Schwartz, Carried,
CITY OFFICIAL REPORTS
City Treasurer and City Clerk fnr October 1971.
City Sanitarian —City Engineer, Police Chief, Police .hedge, for November, 1973.
Councilman Thomas complimented City Sanitarian Goulet on his reports and commented
on the portion of the report regarding a complaint relayed from the State Board of
Health about cabins located on 6th Avenue West. Following discussion by various
councilmen the consensus seemed to be that the welfare department is doing abnut as
much as can be done as reported in the sanitarian's report. City Sanitarian Goulet
said that this is not an isolated instance.
Councilman Schwartz moved acceptance of the city official's reports. Seconded by
Councilmen Knapp. Carried.
ADDRESSING THE COUNCIL
Mr. Chris Vick suggested the Mayor and Council send a letter to Harold G. Stearns,
Executive Director, Montana Bicentennial Commission, endorsing the Conrad Mansion
Museum as a worthwhile Bicentennial Commission concern with statewide historical
significance and worthy of funding,
Mr. Vick spoke of needs for additional funds to pay wages for an investory secretary,
AUTHORIZE CALL FOR BIDS - Mansion Museum }[eating -
Councilman Miron moved authorization for a call for bids for heating plant Improve-
ments for the mansion museum. Seconded by Councilman Rapp. Councilman Thomas spoke
against the motion stating that the City should have an agreement before more money
Is spent on the museum.
Mr. Vick said the probate of will was waiting on the completion of inventory of the
house.
In reply to question of Councilman Ynapp. City Attorney Donahue said the cost of
Inventory is usually a cost of the estste - that it is o.k. for the city to spend
the money if the council so desires.
Councilman Schwartz, spoke for the motion saving that the call for bids provides for
the acceptance or rejection, of the bid. The project can be re -bid and because of
the difficulty of obtaining materials and because of rising costs the bids should be
called for as soon as possible.
City Attorney suggested that perhaps the deed to the City could be executed and placed

Councilman Miron spoke in favor of the motion, agreeing with Councilman Schwartz,

Mayor Bjorneby reported that Mr. 7iibler expects to proceed with the fund raising for
the museum in January.
Councilmen Thomas said he would like a report from representatives on the mansion
museum board before authorizing further funds.
Mr. Vick gave a brief report on the progress at the mansion and invited councilmen to
come and visit the mansion again.between 8:00 o'clock A.M. and 5:00 o'clock P.M.
Councilman Schwartz reported the Architect's Association says there are federal monies
available for this type of project.
Councilman Slater moved that Mayor Rjorneby be authorized to write to the Bicentennial
Commission, Seconded by Councilman Hopp. Carried.

AUT14ORIZE ENGINEERING FIRM FOR S.I.D. 315 and S.I.D. 316
Councilman Miron moved Stably Engineering & Associates be approved for the engineering
for S.I.D. 315 and S.I.D. 316 and Mayor Bjorneby be authorized to sign the contract.
Seconded by Councilman Slater. Carried.
ASSESSMENTS
Councilman Thomas suggested the possibility of putting garbage charge an computer With
the water and sewer billing.
Councilman Schwartz suggested vacant lots be assessed at one-half price.
Councilman Knapp requested the consideration of assessments_ be deferred until the
committee chairman returns.
COMMITTEE REPORTS -
Annexation -
Councilman Schwartz reported the Board of Adjustment will be conducting a hearing on
zoning of ParkView Terrace Additions on January 7th, immediately preceding the next
council meeting, which will be held in the community room of the Conrad National
Bank.
Councilman Schwartz wished everyone a Merry Christmas.
Deployment -
Councilman Daley reported the committee requests employees. submit their request.for.
wages for 1974-75 fiscal year not later than the second council meeting in February,
1974.
Aviation -
Councilman Knapp reported the City is fortunate to have an airport right next to
town and that it is administered efficiently by the Airport Association.
Finance -
Councilman Sliter reported the committee has audited the claims for November and
with the exception of South Side Exxon claim for $45.53.- truck rental for Conrad
Mansion - all claims are approved for payment. Councilman Slater moved adoption of
the finance committee report. Seconded by-Councilman.Happ. Discussion -on the
disapproved claim - the truck rental was for transfer of items locally and not from
here to Missoula - claim should be approved for payment - committee will process with
December bills - Motion carried.
Councilman Sliter moved the City Treasurer be authorized to invest city funds as
follows,
re -invest $42,500.00 Revenue Sharing; _
Invest $35,000.00 Water Department funds;
Invest $10,000.00 Police Pension funds;
Seconded by Councilman Thomas. Carried.
Street & Alley -
Councilman Happ reported the committee with power to act awarded the bid for
"Inspectors car" to Rygg Ford the low bidder at $2,557.90, a savings of $25.00 by -
taking a 2 door instead of 4 door.
Sewer & Water -
Councilman Miron reported that E. F. Matelich. construction contractor on Schedule
I of the Water Systems Improvement project, -has requested an .extension in the contract
time due to late arrival of equipment. The committee has surveyed the project and
recommends an extension of 45 days after the receipt of valve shipment. Councilman
Miron moved the request be recommended for approval. Seconded by Councilman Daley.
Carried.

Councilman Mixon also reported on the request of Tynes Construction for the granting
of winter shut down on Schedules II and III of the Water Systems Improvement project,
Councilman Miron moved that the contrnctorls request for a winter shut down be
approved provided that:
1. The contractor submits a request for shut down in writing;
2. The conditions spelled out by the engineer in correspondence dated
November 29. 1973 end December 7, 1971, are met (copies of correspondence
In project file);
3. The effective term of the shut down will. begin when all the shove
conditions are met and will end on March 15. 1973. It is understood
that the contractor is it no way relieved of any of the responsibilities
of the contract. The contractor is subject to the terms of par. 23.
page IFB-7 of the contract relating to payment for the cost of engineer-
ing and other related ensts until the shut down is effective end again
after work has started in the spring;
and authorize the chairman of the Water & Sewer Committee be given authority to
determine when the contractor has fulfilled the requirements spelled oiit above.
Seconded by Councilman Thomas. Carried.
MISCELLANEOUS BUSINESS -
City Attorney Donahue reported the contract for the purchase of lots from the
Methodist Church for parking is ready and the resolution authorizing Mayor Bjorneby
to sign the contract agreement Rho-ild be adopted.
RESOLUTION NO. 2933
Councilman Thomas moved adoption of Resol"171on No. 2933 A Resolution authorizing
the Mayor to sign the agreement with the Fpworth Methodist Church for the purchase
of Lots 1 and 2 of Block 63 of Fali,spell. Seconded by Councilman Sister. Roll
Call Vote. All voted aye,
