04/09/73 SP City Council Minutes434 SPECIAL MEETING APRIL 9, 1973 "IN THE HEART OF THE NATION'S PLAYGROUND" KALISPELL, MONTANA 59901 TO THE HONORABLE BOARD OF COUNCILMEN CITY OF KALISPELL, MONTANA Gentlemen: There will be a Special Meeting of the City Council, Monday, April 9, 1973, in the council chambers at City Hall at 7:30 P.M. for the following purpose: Canvass the results of city election '+e, the undersigned, being all of the members of the City Council, do hereby waive nctice of the Hate and purpose of the Special Meeting of the City Council to be held Monday, April 9, 1973, at.7:30 P.M. in the council chambers at City Hall and consent to the tT!usaction of the above and any other business that may properly come before the City Caimcil. Mayor Bjorneby called the meeting to order and requested the City Clerk distribute the packets from the election judges for the canvass of the vote and to record the number of votes cast for each person by wards as determined by the vote canvass. Sampson 378 378 The vote for City Treasurer being a tie vote, Councilman Miron reviewed with Mayor and Council the vote foFoCity Treasurer ward by ward and requested advice of City Attorney Donahue on Prow/properly proceed. City Attorney Donahue reported that the candidates for the office would have a period of five days in which to petition the court for a recount. The City Council, if there is no recount or if the recount ends in a tie vote, at its next regular meeting would vote to determine which of the candidates is to be City Treasurer. The law provides a voice vote. Councilman Miron moved the vote as recorded by the canvass be approved and it be certified that a tie vote exists for the office of City Treasurer. Seconded by Councilman O'Brien. Carried. 436 Councilman Rapp moved the City Council as the Board of Canvassers declare the following elected: To the office of: Ward One . Sampson Councilman Miron reported that the Sewer & Water Committee met just prior to the Special Council Meeting with Mr. Daniels of Thomas, Dean & Hoskins and Contractor Ed Matelich regarding Schedule I of the Water Improvement Project and that the committee is now ready to make a recommendation to the Mayor and City Council. Councilman Miron further informed the Mayor and City Council that the original bid for this Schedule I was $141,750.00 but that with some changes in specification and re -negotiation with the contractor, the bid is now $112,300.00. This has been accomplished without particularly damaging the original plant as planned. The bid Is now within 9% of the engineer estimate. Councilman Miron requested Supt. Lauterjung to report to the Mayor and City Council the design changes that were made to accomplish the reduced amount of bid. Supt. Lauterjung reported that the building was changed from a two story to a one story. The roof of the building was changed to frame construction rather than pre -stressed concrete. A gravity drainage to be used in place of sump pump. The use of a water cooled generator in place of an air cooled generator. Councilman Miron moved the bid for Schedule I of Water Systems Improvements Project be awarded to Matelich Construction for $112,300.00 and that work proceed immediately. Seconded by Councilman Schwartz. Carried. Police Chief Waggoner presented to the Mayor and Council a Citation of Appreciation issued to the city by the University of Southern California.
