THE REGULAR MEETING OF THE CITY COUNCIL OF THE CITY OF KALISPELL, MONTANA, WAS
HELD IN THE COUNCIL CHAMBERS OF CITY BALL AT 7n90 P. M., OCTOBER 2, 1972.
MAYOR BJORNEBY PRESIDED. ALL OOUNC MW WERE PRESENT.
The minutes of the regular city council meeting of September 11, 1972 were read.
Councilman Mirou moved approval of the minutes as read. Seconded by Councilman
O'Brien. Carried.
ADDRESSING THE COUNCIL
No am appeared to address the council.
SLIDE PRESENTATION - Mr. Sam Bibler - Woodland Park
Mr. Bibler showed slides which depleted the beauty of the park and the various
activities and functions the park is used for and pointed out that there are
many tourists who sake use of the park and the facilities located there. Slides
were shown of the lagoon and its poor condition caused by the presence of plant
growth and algae. Slides were shown of the lagoon in 1948 when the lagoon was
In a much better condition - whom the u desireable growth in the lagoon was
beginning to be evident - a sharp contract with the present condition of the
lagoon.
Mr. Bibles said that it was evident that corrective action was necessary and
that by making the citizens aware of the problem it would be possible to obtain
private contributions, and contributions from civic clubs to help the city
finance the project, which would be expensive. The city could obtain watching
funds for these private contributions and the city's contribution from the
Bureau of Outdoor Recreation.
Mr. Bibler suggested that perhaps the solution to the lagoon problem would be
to drain the lagoon and remove a one foot depth of the bottom, or about 9,000
square yards, and backfill with 9,000 square yards of pit run gravel which would
not support plant life. The condition of the lagoon (presence of plant life
and algae) is canoed because of the presence of nutrients in the water which
support plant life and when the plants die they become nutrients to support
further plant growth. Also a volt and poop to increase the circulation of
water in the lagoon which would aid in preventing the establishment of plant
life in the lagoon.
Mr. Bibler said that he would be glad to help by publicising the project and
work in fumed raising driven for the project - that he would be glad to make the
slide presentation to other groups to aid in the promotion of the project.
Dr. John Roche stated that the heat from the aloe and other plant growth and
the lack of water supply to the lagoon has made it difficult to maintain ice
for skating in the winter months because the level of the motor falls and does
not support the ice, causing excessive cracking of the too.
Dr. Roche warned that the City Would not proceed with the project until BOR
approval Is received as no matching funds would be paid by BOR for work done by
the city prior to BOR approval. Dr. Roche suggested that a Park Advisory Board
be appointed. The Board could work is an advisory capacity to the Park Committee
of the city commit and could be helpful in doing much of the "leg work" that
is necessary In this type of project.
Rod Wilkerson and Barbara Taylor representing the Nigh School Environmental Action
Croup, requested support of the project to restore the lagoon. Their group has
boon instrumental in bringing to the attention of the city and others the deter-
ioration of the lagoon - that the dikes should be removed and the bridge walks
restored.
Councilmen Thomas stated that he recognized the problem of the lagoon, but that
he felt that all the park monies should not be conpanireted-ea Woodland Park,
that park mouses should also be used to develop other parks.
Councilman Sitter reported that the last years' budget for Capital Improvements
for parks had not been spent.
Councilman Mime moved the Mayor appoint a Park Advisory Board. Seconded by
Councilmen Slater. Carried.
Councilman Miron expressed appreciation to W. Bibler and others for the slide
presentation and comments nd suggestions.

Safety -
Councilman Thomas reported rsoeipt from State Highway Department, a survey
questionsire which he had completed and returned.
Councilman Thomas moved the Fire Chief be granted permission to be absent from the
city and state for Ovation October 16 through November 6. Seconded by Councilman
Mires. Carried.
Councilman Thomas referred to the quarterly report of the fire department regarding
the hours of overtime and the need to give this matter some serious thought prior
to negotiating now labor contract.
Councilman Thomas reported Patrolman Cary Red Elk has satisfactorily completed the
six month probationary period and moved Gary Red Elk be confirmed patrolman.
Seconded by Councilman Daley. Carried.
Councilman Thomas reported a meeting with Superintendent of Schools, Patrick Heyton,
regarding traffic problems in school areas. The traffic problems are all associated
with the State Highway Department - Highway 2 and Meridian - Highway 93 North.
Councilman Hopp reported the North Main traffic lights are not tied in with firs
department smergency traffic light control and creates a hazard when emergency
vehicles have to trawl through the interaction.
Fire Chief Peters reported that this was being corrected when the highway department
Installs the new signal lights on the Main Street project.

Councilman Daley reported that some employees wished the city to repeal the
requirement that city employees live in the city. Councilman Daley moved the
employs" be informed the city will recognise and abide by Resolution #2415, passed
in 1960 requiring city employees to reside in the city. Seconded by Councilman
Thomas. Carried.
Councilman Daley asked council members to consider for future action the passage of
an ordinance requiring a minimum of six months consecutive eaploymeat by an employee
Of the city prior to receiving any pay raise.
Parks -
Councilman O'Brien reported that the school board is considering the testis court
lea" tonight. The lease did not get presented to the board at its last meeting as
reported. Superintendent Hayton wanted assurance that the schools would be allowed
to use the courts for P. L activities and during the winter months for parking.
There was discussion as to possible damaging of the tennis courts if parking were
allowed on them. Park committee to consider further before proceeding.
Street 6 Alley -
Councilman Hopp moved acceptance of the streetSin Park View Terrace Addition.
Seconded by Councilman Mires. Carried.
Councilman Hopp reported the committee with power to act, accepted the streets to
the Porte Villa Addition with recommeeWstion that the streets be seal-o"ted.
Councilman Rapp moved the city allow the bill on the Christmas decorations for the
Chamber of Commerce. Seconded by Councilmen Schwartz. Carried,
Councilman Hopp reported complaints about the parking of school busses in front of
residences during the day and that the parking of trucks and campers to the first
parking space by Intersections blocked vision of interacting traffic and creates
a basardous condition.
Sauer - hater
Councilman Mixon served Water Superintendent Lmterjmg be authwiaed to attend the
Environmental Engineer Workshop in Bozeman September 28 and 29 and that the city
pay the registration fee and per diem. Seconded by Cotmeilman Slater. Carried.

Councilman Mims moved Superintendent be authorised to well for bids for S M % ton
pick-up. Seconded by Councilman OrBrion. Carried.
Councilman Mites reported Water Superintendent Lauterjunog and Councilman Daley will
be present at the planning board meeting when the Bitney Development songs disposal
and possible effects on city water supply are considered.
The Secondary Treatment Plena haw been reviewed by various State and Federal Agencies
and no fault has been found with the plans.
Councilman Mires referred to the September 20th Inter Lake article regarding the
County Library sign and reported that the sign had been removed and was intended
to be promoted to Mr. Bed Boaarth, but Mr. Besarth was out of town so the sign is
being presented to the City Engineer. Councilman Mixon presented the s.igq to City
Engineer MOClintick.
City Attorney Donahue . reported regarding the Dr. Sapp zoning violation - Mrs.
Peraington is circulating a petition to be signed by residents of the area slat. '-
3nH that they do not object to a variance to the zoning for a doctors office.
The petition is to be delivered to the Board of Adjustment by Tuesday, October 3,
1972.
Attorney Donahus reported the used for the reapportionment of the city voting wards.
City Engineer McClintick - reported that Guildnar Water/Sower had started the
inspection and sealing of sewer lines a week ago and are about half way complete with
the project.
City Engineer McQlnntick reported request of Bolie's Machine Shop for permission to
install underground electric line under street.
Councilman Mixon moved the line could be installed in accordance with City Engineer
Instructions and Pacific, lower & Light approval. Seconded by Councilman Daley.
Carried.
