04/10/72 City Council Minutes?71. THE REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD. AT 7:30 P. M. APRIL 10, 1972, IN THE COUNCIL CHAMBERS OF CITY HALL, MAYOR BJORNERY PRESIDED. ALL COUNCILMEN PRESENT. The minutes of the regular council meeting of April 3, 1972 were read. Councilman Miron moved approval of -the minutes as read. Seconded by Councilman Schwartz. Carried. CITY OFFICIAL REPORTS Quarterly Report - Fire Department March Report . Engineer, Police Department, City Sanitarian , police Judge Councilman Rogers commented on -City Sanitartans report regarding garbage problem at B 6-B Foodliner. He suggested Sanitarian Goulet follow through on inspection and report again in May. Councilman Rogers moved approval of City Official Reports.. Seconded by Councilman Daley, Carried. HEARING TO SHOW COMPLIANCE WITH CITY CODE SEC. 13-10 - Swartzenberger Wrecking Yard Mr. John Swartzenberger appeared before the council and showed several pictures of the type of fence he intends to install across the front and on one-half of one side of .his wrecking yard. The fence will be 8' aluminum fencing, posts will -be treated, natural colored posts and there will be an entrance gate in front. He stated he expects to have the surface leveled Wednesday, April 13th and will then proceed to install the fence. It should be done by May lst. Councilman Miron asked the council to get together for an inspection of the premises before the first council meeting in May. Mr. Boles, manager of the Chamber of Commerce expressed his appreciation to Mr. Swartzenberger, Mayor Bjorneby and council members for their efforts in making the south entrance to the city more neat in appearance. City Engineer McClintick stated that Mayor Bjorneby and he had attended two Christmas decoration meetings with salesmen from two companies. The Chamber of Commerce has asked the City to participate financially with Christmas decorations. Mayor Bjorneby stated the chamber budget needed financial aid on this project and since the decorations go along with street lighting, he asked council members to think about it so they will know whether or not they want to add to the street lighting budget for this project. COMMITTEE REPORTS Safety - Councilman Thomas read letters from Ron Hoye, President of Cornelius Hedges PTA and from Principal Herbst of Junior High School. Both letters requested several safety factors be undertaken by the City to make the streets and playgrounds more safe for school children. Councilman Thomas stated that he expected letters from three other elementary schools, then would meet and study thoroughly the requests with thesafetycommittee before making recommendations to the council. Councilman Thomas read a report from Fire Chief Peters regarding ambulance rates, but would ask the safety committee to study the contents before asking that it be adopted. Questions were asked as to total amount of ambulance billing for first quarter of this year and for total accounts receivable for same period. Chief Peters to get this information for the committee. Police Chief Waggoner asked permission to send all of his dispatchers to a two day dispatcher school on teletype communications, to be held in Poison the last part of April.. Councilman Rogers moved that all police dispatchers beallowedto attend dispatcher school in Polson. Seconded by Councilman Daley. Carried. Annexation Councilman Schwartz asked City Attorney Donahue to amend the City Zoning Ordinance, regarding Zone 1 defining "living space". 'Councilman Schwartz moved adoption of Resolution No. 2862, A Resolution to Incorporate Into the City of Kalispell, as an addition, PARKVIEW TERRACE ADDITION NO. 1, Lots 16 through 32 inclusive and Lots 45 through 60 inclusive, playground that part of Harrison Boulevard adjacent to said Lots. Councilman Schwartz stated that he had another area on which he would be making formal request to City County Planning Board for land to be annexed to the City, belong to Mr. Elmer Absolonson. City Attorney asked that all future resolutionsto annex be checked by him before being passed. The correct procedure from this date on will be preparation by the annexation committee who will present it to City -County Planning Board•, Planning Board will send a copy to City Attorney Donahue for proper legal presentation. After City Attorney Donahue and City -County Planning Board have approved the annexation, they will inform the annexation committee that the resolution is ready for presentation to the council for adoption. Councilman Schwartz said a complaint was made to him about a Lot at 365 - 7th Avenue W. N. being.garbled with junk and requested property owner be informed to -clean it up. Mayor Bjorneby reported he had written two letters to the party, who had ignored his request, and that it was now a police problem to enforce compliance to clean up. Employment Committee Councilman Daley reported he had received requests from Fire, Police, Street and Water Departments to present wage increase request for next year. A meeting of his committee will be set up within a few days to take care of these requests. Councilman O'Brien asked City Attorney Donahue to find out what is applicable to city government regarding raise increase of Phase 2 Price and Wage Freeze. Finance . Councilman Sliter reported that all claims against the City for March have been audited and paid and moved adoption of the report. Seconded by Councilman Rogers. Carried. Street - Councilman Happ reported that the "No Parking" signs for 4th Avenue E. N. from railroad right-of-way to Idaho Street are ready and will be put up within a week. Councilman Rapp reported that street repair is going along steadily and on schedule. City Engineer McClintick added that when the 5 new trucks are in use he expects to run two shifts on street repair. Councilman Rogers asked about the possibility of trading in old trucks on the new ones. City Engineer McClintick explained that it was to the advantage of the city to keep the old trucks for light work. One is used as an oiler, the water tank is on another, two are used for -snowplowing and one for spreading gravel in the winter months. He said perhaps in two or three years from now It might be advantageous to trade them in, but not at this time. _ Councilman Happ reported Ralph Jackson, City Inspector, is leaving his position with the city. She asked that the City write a letter exppessing regret at his leaving and appreciation for a job well done. Sewer & Water - Councilman Miron moved adoption of Resolution #2861, A Resolution Directing the Undertaking of an Improvement of the Sewerage System of the City of Kalispell, Continuing and Confirming Special Funds and Accounts for the Administration of the Moneys derived therefrom, Authorizing and Directing the Issuance of Revenue Bonds to pay the cost of said undertaking, and defining the terms and manner of payment of the bonds and the security thereof. Seconded by Councilman Thomas. Roll Call Vote. All voted aye. Councilman Miron moved that a Special Meeting of the City Council be held Wednesday, April 19th, 1972, at council chambers of City Hall for the purpose of opening bids for new trucks for street department, and for any other business that may come before it. Seconded by Councilman Happ. Carried. Councilman Miron moved adoption of Ordinance #796, An Ordinance to Amend the Curfew Ordinances (No.'s 19.4, 19-5, 19-6, 19-7) of the Kalispell City Code. Seconded by Councilman Thomas. Roll Call Vote. All voted aye. 273 MISCELLANEOUS BUSINESS - City Engineer McClintick reported that he .had been approached by,the State Highway Commission, who are digging up one-third of street between lat. Avenue West and Courthouse on 8th and 9th streets, to install storm drain and asked If the city would be interested in digging up the rest of street so that it could be completely finished and resurfaced, rather than just a portion. Unanimous opinion of council members was that they were in favor, even though there would be some expense to the city in completing streets. Councilman Miron moved adjournment.
