THE REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HEIR NOVEMBER B, 1971
AT 7:30 P. M. IN THE COUNCIL CHAMBERS OF CITY HALL. MAYOR BJORNEBY PRESIDED.
ALL COUNCILMEN PRESENT.
The City Clerk read the minutes of the November 1, 1971 regular meeting.
Councilman Schwartz moved approval of the minutes of the November 1, 1971
council meeting. Seconded by Councilman Rogers, Carried,
CITY OFFICIAL REPORTS
Clerk Treasurer for September
Sanitarian, Police Chief, Police Judge, City Engineer for October
Councilman Rogers moved acceptance of the city official reports. Seconded by
Councilman Miron. Carried.
ADDRESSING -THE COUNCIL
Helen L. Clark, representing a number of residents of Northridge Heights,
presented a petition signed by 57 persons to the council in protest of the
proposed Mortuary to be erected on the intersection of Northridge Drive and
Highway 93. Petition taken for consideration.
Mr. William Walterskirchen, representing the Weatherfords of the Weatherford
Funeral Home, informed the council that the party who sold the property had
been very concerned about the type of business that went into this area and had
refused to sell the property on several occasions because he did not feel the
type of business was compatible to the area. That the property had been sold to
the Weatherford* as it was felt this would be a desirable type of business for
the area. Mr. Walterskirchen displayed an architects drawing of the proposed
structure and noted that it is an attractive structure and that it would be
attractively landscaped. Mr. Walterskirchen introduced Mrs. Weatherford to the
Council and others present and explained that Mr. Weatherford was not able to
be present because of prior commitments. Mrs. Weatherford expressed the desire
to be on friendly terms with the people of the area and asked for suggestions
for Is or screening the area that would aleviate the objections to the
location of a funeral home in this area.
Mr. Dale McGarvey, representing persons favoring the closing off of the avenue
(800 block 5th Avenue East) spoke favoring the closure of the street to vehicle
traffic during school hours and informed the council that it has the power to
direct traffic and to close off use of street to pedestrian traffic.
Bill Walterskirchen, Karen Barby, Harry Schmsut*, Jim Dedman and Bill Lopp, and
others present spoke favoring the closing of the street during school hours..
Councilman Thomas reported that the safety committee at a meeting last Wednesday
evening considered safety problems at all the city school's and it is desired to
bring about permanent solutions to the safety problems rather than temporary
stop -gap measures. These matters have top priority in the safety committee,
COMMITTEE REPORTS
Meeting with County Officials -
Councilman Miron reported that city officials had met with county officials.
The city attorneys of the cities of Kalispell, Whitefish and Columbia Falls
will be requested to meet and prepare ordinances for all three cities for curfew
' and that the county cOMMissioners would consider adopting a county wide curfew.
The next meeting of city and county officials will be December 15th at the
Brass Lantern in Columbia Falls.
Sewer Revenue Bond -
Councilman Miron urged city Voters to vote end to support the Sewer Revenue
Issue for construction of Secondary Sewerage Treatment Plant.
Award of Bid - Councilman Happ reported the Street 6 Alley Committee recommends
the award of the bid for SID Part III to Associated Asphalt Inc. of Missoula,
Montana, the low bidder. Councilman Happ moved adoption of the report. Seconded
by Councilman Miron. Carried.

Comuilman,Happ reported that 50 now Duncan mater!head's have now been placed in
operation.
Ordinance 786 - Section 13
Councilman'Nspp reported having.00nferred with the insuraigce committee and the

injury, and $50.000r0O property damage. Councilman Happ moved that these
amounts be specified in Section 139 Ordinance No. 786. .Seconded by Councilman

Street Lighting Penton
Councilman Happ reported receipt of a petition for street lighting on Meridian
Road at First, Street West and rocomm+nded',this be referred to the Street
Light ICommittee. Mayor Bjorneby referred-the,;petition to the lighting -committee.
Finance -
Councilman Sliter reported.the claims for. October have been audited and approved
for payment and moved'adoption of the report. Seconded.bq Councilman Thomas. ;
Carried.

Chriatmas Deccraticae -
Councilman O'Brien reported:that he had discussed the Christmas decoration
situatiob with the Chamber of Commerce and that there is a'possibility of
obtaining cult -Christmas traea to place around, the street. lighting poles, and
that other revisiosia of the'.Cbristmas decorations. were being`con'siderad,
Nursing Home,.
Councilman Rogers read to the coisncil a letter froa;the Flathead Valley Chapter
685? of the American Association of Retired Persouss.Inc,'.urging the council.

Ballots -
Councilman'Rogers expressed concern regarding the 9% per asuium being, on the
ballot and inquired.1f this could be,,chapsed by reprinting the ballots,
stating the interest would not be in.excgsa of the paximum,allowable rate. ..

from:Big,Valley Dodge at $1,960000 with trade-in Of,1970 Dodge Police Car.
Seconded by Councllmati.Rogers Carried.

Councilman Thomas'reported receipt of a letter from Kalispell Parent-Teacher
Association Area Council requesting closure of Sth Avenue East between 8th
Street and 9th Street East during school, stating that the Area Council feels
that it is essential for the safety of school children in the Cornelius Hedges
School area.
Following discussion of the matter by council members, Councilman Slater moved
the City publish notice of intention to barricade 5th Avenue East between
Sth and 9th Streets East from 8 A. M. to 4 P. M. on school days and that any
objection to the barricading of the 800 block of 5th Avenue East will be heard
at the next regular council meeting. Seconded by Councilman Daley.
Councilman Schwartz moved to amend the motion to the effect that school children
would be restricted from playing in the street even though the street is
barricaded. Seconded by Councilman Thomas. Vote on amendment. Carried.
Vote on motion as amended. Carried.
BUSINESS -
Mayor Bjorneby appointed the following as firemen for a six swath probationary
period: Allen Gustafson and Richard Seddon, effective September 1, 1971 and
F. Jack Triepke effective July 1, 1971 and asked council confirmation. Council-
man Rogers moved confirmation of the six mouth probationary firemen appoint-
ments. Seconded by Councilman Thus. Carried,
Resolution #2832 -
City Attorney Donahue presented Resolution #2832 A Resolution Authorizing the
Printing of SID 313 Bonds and authorizing the Mayor, City Clerk, and City
Treasurer to sign the bonds..
Councilman Miron moved adoption of Resolution #2832. Seconded by Councilman
Sitters Roll Call Vote. All voted aye.
Welcome -
Councilman Thomas moved the Mayor and Council extend a welcome to the
Weatherfords and the Weatherford Funeral Home, and that a letter be prepared
to this effect signed by the Mayor and Councilmen. Seconded by Councilman
Hopp. Carried.
