08/04/71 City Council Minutes136 REGULAR MEETING & BUDGET HEARING THE KALISPELL CITY COUNCIL MET IN REGULAR SESSION & BUDGET HEARING AT 7:30 P.M. August 4, 1971 IN THE COUNCIL CHAMBERS OF CITY HALL. MAYOR BJORNEBY PRESIDED. COUNCILMAN MIRON ABSENT. ALL OTHER COUNCILMEN PRESENT. READING OF MINUTES The minutes of the regular meeting of July 12, 1971 were read. Councilman O'Brien moved approval of the minutes as read. Seconded by Councilman Sliter. Carried. The minutes of the special meeting of July 19th and July 21st, 1971 were read. Councilman -Thomas moved approval of the minutes as read. Seconded by Councilman Schwartz. Carried. The minutes of the preliminary budget meeting of July 22nd, 1971 were read. Councilman Daley moved approval of the minutes as read. Seconded by Councilman O'Brien. Carried. APPOINT CITY COUNTY PLANNING BOARD MEMBERS Mayor Bjorneby appointed the following persons to the City -County Planning Board: L. G. Lund 1 year Carl Clogston 2 year L. B. McClintick Coextensive Albert A. Miron Coextensive Mayor Bjorneby asked council approved of the appointments. Councilman Schwartz moved approval of the appointments to the City -County Planning Board. Seconded by Councilman Daley. Carried. ADDRESSING THE COUNCIL Mr. Stanley Halvorson, representing Montana Automobile Association presented the City with Pedestrian Safety Citation for four years without pedestrian fatality and complimented the administration and police force on this achievement. The plaque was accepted on behalf of the City by Mayor Bjorneby and Police Chief Waggoner. ' BUDGET HEARING No one appeared to support or protest the preliminary budget. Water Superintendent Lauterjung recommended the Capital Outlay item in the Water Department -budget be changed to $80,000.00. Councilman Sliter brought to the attention of the Council that the Capital Outlay item in the Parking Meter Budget was $2,500.00 in excess as the $2,500.00 had been added in twice. COMMITTEE REPORTS Employment Committee - Councilman Daley - Asked Councilman Rogers to report on phone call received from Jim Hansen of the union negotiating committee. Council- man Rogers reported that Mr. Hansen informed him that if there were no further wage negotiations the union would establish picket lines. Councilman Daley - The committee has considered wages and negotiated with the Municipal Employees Union. The committee iecommends the following wage adjustments: A raise for hourly employees of 15c per hour in addition to 2k4� per hour increment. City participation in insurance to be $10.00 per month per employee participating in the insurance program. Sunday be paid at time and one-half with EXCEPTION of sewer plant operator. Water Department meter reader same scale as laborer. New classification - Garbage crew, scale equivalent to truck driver. New classification - Semi -skilled water department, scale 5p above -laborer scale. 10 legal holidays other than Sunday: New Years Day Memorial Day Columbus Day Washington Birthday Independence Day Veterans Day Lincoln Birthday Labor Day Thanksgiving Day Christmas Day 137 Any other day declared a legal holiday by the President of the United States. Sewer maintenance classification to be equivalent to loader -operator scale. Delete caretaker classification. New classification - Caretaker Parka, wage scale 5c above laborer scale. Progressive scale for new employees or any other employee training for a higher classification - employee to be raised to the higher classification after 30 days. Councilman Daley - The committee has considered and negotiated wages with the wage committee of the Fire Department. The committee recommends the following wage adjustments: $25.00 per month raise in addition to $5.25 increment. City participation in insurance program be raised to $10.00 per month. Time and one-half pay for all call backs when deemed necessary by the Fire Chief. Daily records to be kept on call backs. The daily records to be submitted to the safety committee each month for checking. Fire personnel to have 10 legal (paid ) holidays: New Years Day Memorial Day Lincoln Birthday Independence Day Washingtons Birthday Labor Day Columbus Day Veterans Day Thanksgiving Day Christmas Day Additional holiday pay for other special holidays declared by the President of the United States. Confirmed firemen to receive $125.00 per year clothing allowance. Councilman Daley - The committee has considered wages of the Police Department. The committee recommends the following wage adjustments: $25.00 per month raise in addition to $5.25 increment. City participation in insurance program be raised to $10.00 per month. Time and one-half be paid for all call back by the Police Chief. A daily record to be kept on call backs and submitted to the safety committee each month for checking. Police personnel to have 10 legal (paid) holidays: New Years Day Memorial Day Columbus Day Lincoln Birthday Independence Day Veterans Day Washingtons Birthday Labor Day Thanksgiving Day Christmas Day Additional holiday pay for other special holidays declared by the President of the United States. The dispatchers to receive $25.00 per month wage increase. The committee recommends the $25.00 increase in wages be a blanket increase for all city employees. Clothing allowance for confirmed police officers $160.00 per year. Clothing allowance for dispatchers to be $85.00 per year. The employment committee has negotiated in good faith and recommends adoption of the preceding committee reports. Councilman Daley moved adoption of the employment committee reports. Seconded by Councilman Thomas. Discussion on motion and possibility of offering additional 2'C per hour for hourly employees and additional $4.33 per month for monthly employees. Councilman Sliter moved the motion be amended to increase the wage offer 2}C per hour for hourly employees and $4.33 per month for monthly employees. Seconded by Councilman Rogers. Discussion on the amended motion. Councilmen requested of representatives of the Police, Fire and Union if this would be an acceptable offer. Representatives replied that they felt the offer would be unacceptable, but would have to meet with the employees they represent in order to give a definite reply. Councilman Sliter moved the motion be amended that the wage offer be accepted by all departments or considered rejected by all departments. Motion to amend withdrawn. Vote on amendment to increase offer 2�C per hour and $4.33 per month. One nay vote. Carried. Vote on motion as amended. One abstention. Carried. I138 Parks - Councilman O'Brien - The new diving boards are installed at the swimming pool except for fulcrum for the high board which has not yet been received. The State'Board of Health in its report was pleased with the pool operation. Plans have been completed for the revision or renovation of the backstop at Thompson Field and this should be installed this fall. Finance - Councilman Sliter - The committee directed the City Treasurer to invest money of matured Water Works Time Certificate in Treasury bills. The yield on the Treasury bills is 6.04%, an increase of slightly more than 2% return on these funds of $150,000.00. Sewer -Water - Councilman Sliter - After careful study and interviews with four engineering firms, plus one telephone conversation with a fifth firm, the Sewer-& Water Committee by majority vote recommends to the Kalispell City Council that Carl Lauterjung, City Water Superintendent be authorized to negotiate a contract with the firm of Thomas, Dean, & Hoskins, Great Falls, Montana, for the purpose of doing a Comprehensive Sewer & Water Study for the City of Kalispell. Said contract will then be returned to the Council and Mayor for review and final approval. Councilman Sliter moved adoption of the Sewer -Water Committee report. Seconded by Councilman O'Brien. Carried. The committee recommends the Water Superintendent be authorized to attend Water Pollution Control Federation meeting October 3rd through 8th in San Francisco. Councilman Sliter moved Water Superintendent Lauterjung be authorized to attend the Water Pollution Control Federation meeting October 3rd through 8th in San Franciscoo and., approved" travelrgay'equlvalent.to.public transportation. Seconded by Councilman Happ. Carried. MISCELLANEOUS BUSINESS Mr. H. V. Turner, former councilman, complimented the council on their wage negotiation efforts and stated the council should not be afraid of a strike by employees and commented on the high cost of Police & Fire Pension plans to the city and taxpayer. Councilman Schwartz referred to letter from Fernie Lions Club regarding request for participation in a parade being held in Fernie, B. C. It was suggested this be given to the Chamber of Commerce. Councilman Rogers moved adjournment. Seconded by Councilman Daley. Carried. Minutes read and approved August 9, 1971.
