A Special Meeting of the Kalispell City Council was held at 9:00 A.M., July 19,
1971 in the Executive Board Room at the Conrad National Bank. Mayor Bjorneby
presided. All councilmen present.
Council members met with department heads at stated hours during the day to
consider budget requests for 1971-72. The following budget revisions made:

Meeting recessed at 4:30 P.M. to reconvene at noon, July 219 1971, at the
Devonshire Coffee Shop.
The Special Meeting of the City Council to consider budget requests reconvened
at the Devonshire Coffee Shop at noon, Wednesday, July 21, 1971. Mayor Bjorneby
presided. All councilmen present.
Discussion concerning fire department budget resolved In the decision to eliminate
the request for 4 additional firemen and a secretary; cut $10.00 request for
drivers; increase base pay for firemen $25.00 per month.
Police department to be allowed one additional policeman at $6,500.00 per year;
Increase base pay for policemen $25.00 per month; increase base pay for women in
police department $18.50 per month; increase uniform allowance $10.00; make car
expense for police chief and plain clothesman $60.00 per month and $50.00 for
assistant chief.
All departments under city engineer reduced salary budget request $5.00 per month
per man.
City Clerk, George Beardslee salary to be $750.00 per month; Frances Madler,
assistant cashier, $518.50 per month; Margaret Donaldson, secretary water depart-
ment, $503.50 per month, Marjorie Giermann, secretary water department, $378.50
per month.
Richard Mauzey, parking meter man $580.00 per month, women in parking meter
department to be increased to $398.50 per month.
Treasurer's salary budget request reduced $1,000.00 for coming year.
City Engineer, L. B. McClintick salary to be $925.00 per month; Water Superintendent,

Carl Lauterjung $855.00; street foreman, Jerome Anderson $815.00; inspector Ralph
Jackson $695.00; sever plant operator, Elmer Billsborough $626.00; Water meter
reader, Frederick Yaeck will receive common labor scale plus 'increment; secretary
to city engineer, Kathleen Emerson $343.50.
A REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD AT 7:30 P. M.- IN THE
COUNCIL CHAMBERS OF CITY HALL, JULY 22ND9 1971. MAYOR BJORNEBY PRESIDED. ALL
COUNCILMEN PRESENT.
Special Assessment Resolutions -
Councilman Thomas moved adoption of Resolutions No. 2812 - 2813 - 2814 - 2815,
Resolutions estimating the costs of Oil Sprinkling and Maintenance, Water Sprink-
ling, Garbage Removal and Street Lighting. Seconded by Councilman Miron. Roll
Call Vote. All voted aye.
Ordinances -
Councilman Thomas moved enactment of Ordinances 790 and 791, Ordinances amending
Section 345.1 and Section 3-20 of the Code of the City of Kalispell, Montana, and
declaring an emergency. Seconded by Councilman Schwartz. Roll Call Vote. All
voted aye.

Councilman Miron moved acceptance of the Liquor & Beer License Applications subject
to review by City Attorney Donahue. Seconded by Councilman Daley. Carried.
Preliminary Budget --
Budget revisions were reviewed by the Mayor and Councilmen,
Police Chief Waggoner requested restoration of the increase -in car expense allowance.
Councilman Miron moved the $360.00 be restored to the car expense allowance item in
the police department budget --police chief and plain clothesman to received $75.00
each per month - assistant police chief $50.00 per month. Seconded by Councilman
Thomas. Carried.
The Kalispell Police Protective Association presented written request for wage
increase.
