ADDRESSING THE COUNCIL Mr. James Dedman representing they Flathead.County Safety Council requested the city take action to'eliminate safety.hazards caused by, greenery (shrubs, trees, etc.) at intersection's where they block vision of motorists. He mentioned in particular hazards located at 3rd. Ave. East and 8th St.,.,3rd. Ave. East and 13th St. and the corner of,.Washington and.lst Ave. W. N. The council agreed to have the police department oheck on these hazards. Mr. Everett Berns, 560 6th Ave. ii. N. stated that he felt that the additional stables being constructed at the County Fairgrounds would create undesireable _ conditions for the residential area in which he resides. This was referred to the Health Committee and the City Sanitarian. Mr. and Mrs. Berns also felt that the fireworks at the fairgrounds created a fire,hazard for the area. This was referred to the fire department.. Mr. Troy Evans presented application for 'A beer license to be used at The Powder Keg at 236 2nd. Ave. West. Oounci,lman Miron moved approval of the issuance of the beer license for the Powder Keg. The license to expire June 30, 1971 and subject to renewal July 1,'1971. Seconded by Councilman Happ• Carried. CITY OFFICIAL REPORTS Clerk - Treasurer for April City Engineer, Sanitarian, Police Judge, Police Chief for May. Councilman Happ moved acceptance of the city official reports. Seconded by Councilman OTBrien. Carried. COMMITTEE REPORTS Parks & Recreation - Councilman O'Brien - The Girl Scouts have requested the use of Woodland Park for a Scoutarama. They request permission to use the park for 5 days with permission for an overnight for one night. Also permission to block off the street. -2 3 Councilman O'Brien moved permission be granted to the Girl Scouts for a 5 day Scoutarama in Woodland Park with permission for one overnight stay and permission to block off the street. Seconded by Councilman Happ. Carried. Finance - Councilman Slater - The finance committee has audited and approved for payment claims against the city for the month of May. Councilman Slater moved approval of the report. Seconded by Councilman Thomas. Carried. The finance committee recommends investment of the following funds: _ $12,700.00 of sewer funds, to be designated as the 1968 Sewer Revenue Bond Reserve Fund. $945.58 of water works funds to round off existing time certificates. $40,000.00 of water works funds to be added to the Water Works Capital Improvement Fund Investment. $3,000.00 of ambulance funds to be added to the Ambulance Investment Fund. Councilman Sliter moved the recommended investments be approved. Seconded by Councilman O'Brien. In discussion on the motion it was requested the City Treasurer request 4 . on the time certificate investments - equal to the amount being paid on regular savings accounts. Motion carried. Street & Alley - Councilman Happ - Councilman Happ requested that the council as a whole tour the city shop with City Engineer McClintick to help familiarize city officials with city facilities. The time of the tour to be arranged. Sewer & Water - Councilman Miron - Reported that a demonstration of equipment by Burroughs Corporation had been attended by several councilmen. That the noon meeting of June 14th to consider sewage treatment plant was the first of several meetings for this purpose. Councilman Miron reported that he had had a recent visit with former councilman Robert Leslie. Councilman Mixon requested Water Superintendent Lauterjung to report on replies received from engineering firms regarding Comprehensive Water & Sewer Study. Water Superintendent Lauterjung read communications from the various firms regarding the study. Cost estimates ranged from $8,000.00 to $50,000.00. Councilman Miron moved the city council have a Comprehensive Sewer -Water Study for the City of Kalispell. Seconded by Councilman Thomas. Carried. Mayor Bjorneby directed Water Superintendent Lauterjung to arrange meetings with the various engineering firms and the city council. Safety - Councilman Thomas - The committee has received a letter from the Police Commission reporting their action on the request of William L. Ulrich for disability retirement. The Police Commission approved the appeal of Mr. Ulrich and that he become a member of the police reserve and draw disability pension. The Safety Committee recommends acceptance of the Police Commission Report and that William L. Ulrich receive disability pension upon completion of the use of accumulated vacation time. Councilman Thomas moved adoption of the Safety Committee Report. Seconded by Councilman Schwartz. Carried. Annexation - Councilman Schwartz - Councilman Schwartz moved adoption of Resolution No.'2002eA' A Resolution of Intention to Annex property south of llth Street West on 4th, 5th, and bth Avenues West. Seconded by Councilman Thomas. Roll Call Vote. All voted aye. Councilman Schwartz moved adoption of Resolution No. 2803 A Resolution of Intention to annex Lots 18 & 19, Block One, Northwest Tracts according to the recorded plat thereof, on file In the office of the Clerk and Recorder of Flathead County, Montana. Seconded by Councilman Miron. Roll Call Vote. All voted aye. MISCELLANEOUS BUSINESS - Letter from Fire Chief Peters requesting confirmation of those having completed probationary periods satisfactorily. Mayor Bjorneby made permanent appointments as requested and asked council approval. Councilman Thomas moved confirmation of Orland K. Leland, Ted Main, and Donald Peterson as regular fire fighters for the City of Kalispell, effective June 1, 1971. Seconded by Councilman Rogers. Carried. 124 Councilman Rogers moved confirmation of John Maurer as Assistant Fire Chief of the Kalispell Fire.Department effective June 1, 1971. Seconded by Councilman Schwartz. Carried. Councilman Thomas moved confirmation of Jack Peters as Fire Chief of the Kalispell Fire Department effective June 1, 1971. A letter from the Kalispell Golf Assocation requested the city make repairsoon the club house roof. Mayor Bjorneby referred the request to the park committee requesting the committee bring back recommendation to the council. City Engineer McClintick reported receipt of plans and specifications for office building of the Arcadia Corporation and inquired if the Mayor and Council wished to appoint a Board to go over these -plans and specifications. Councilman O'Brien moved the City Clerk write a letter to the Architects Association request- ing their help at the earliest possible.time. Seconded -by Councilman Schwartz. In discussion on the motion it was pointed out the association had offered to help the city on these matters in past correspondence with the city. Motion carried. Councilman Slater brought up for -discussion - the cities participation in group insurance for elected officials - the possibility of regulating large trucks In residential areas.
