04/12/71 City Council Minutes89 Letter from Board of Trustees of the Police Pension Fund recommending invest- ment of Police Pension Funds. Councilman Roberts moved the City Treasurer be instructed to invest Police Pension Funds in available Sidewalk &Curb Warrants of the City, and to invest $2,500.00 of Police Pension Funds in two year time certificates. Seconded by Councilman Hensley. Carried. Fire Chief Peters requested approval of attendance at a meeting with the Montana Fire Rating Bureau in Great Falls March 24 and 25th. Those attending the meeting were the Fire Chief, City Fire Marshall, and the Training Officer. Fire Chief Peters requested also, approval of the reimbursement of travel ' expenses. Councilman Roche moved approval of the attendance of Fire Chief, City Fire Marshall, and Training Officer at a meeting in Great Falls with the Montana Fire Rating Bureau the 24th and 25th of March, 1971 and that reimbursement of expenses by private transporation be authorized. I THE REGULAR MEETING OF THE KALISPELL CITY COUNCIL WAS HELD APRIL 12, 1971, AT 7:30 P. M. IN THE COUNCIL CHAMBERS OF CITY HALL. MAYOR BJORNEBY PRESIDED. COUNCILMAN TURNER ABSENT. ALL OTHER COUNCILMEN PRESENT. READING OF MINUTES The minutes of the regular meeting of April 5, 1971, were read. Councilman Miron moved approval of the minutes as read. Seconded by Councilman McCormick. Carried. PARKING SPACE - Mr. Jim Willis, representing Arcadia Corporation, reported that space for the required 77 parking spaces for the new office building to be constructbd:on First Avenue West would be furnished. GARBAGE PICKUP - Mr. Roger Baldwin, 528 Woodland Avenue, reported that he had been notified by the garbage departnent that the garbage would no longer be picked up at the carport, but that the garbage cans would have to be placed at the curb on collection day. Mr. Baldwin said that for eight years there has been no problem and the garbage crew has been backing into the driveway and picking up the garbage at the carport. Mr. Baldwin stated that there is no alley, therefore it is not possible to have the garbage cans placed on the alley. Mr. Baldwin further stated that the garbage will be in the usual place (carport) next week and that he expects it to be picked up as it has been in the past. The matter was referred to the garbage committee. ' CHLORINE - CITY WATER Mayor Bjorneby reported that a number of complaints have been received from city water users concerning the strong smell and taste of chlorine in the water. It was suggested that Sanitarian Darryl Goulet be directed to make a series of tests on the water. Water Superintendent Lauterjung reported that the chlorine content of the water did not exceed a residual of .5 parts per million at the pumping plant. CITY COUNTY PLANNING BOARD - Councilman Miron introduced Mr. Steve Petrini, City County Planner, who reported on the Planning Board meeting held two weeks ago. Mr. Petrini reported that we are now in the second phase of the comp- rehensive plan and that one of the items discussed was the desire of the planning board to review all proposed plats for annexation prior to the sub- mission of the plat to the County. The Planning Board by reviewing plats before their submission to the County could prevent areas from being isolated because of inadequate access which sometimes occurs when annexations surround an area cutting off adequate access. Mr. Nockelby informed the Mayor and Council of the students' plans for Earth Week. April 23 - Walk to work Day - to be proclaimed by Mayor One minute observance during which fire siren will be sounded. April 22 - A Main Street March April 18th through 24th - Earth Week Mr. Nockelby requested support of the Mayor and Council in the Earth Week Observance. Councilman Miron moved the Mayor and City Council support Earth Week Observance. Seconded by Councilman O'Briene Carried. Water Superintendent Lauterjung called the attention of the council to page three of the up -dated estimate of Secondary Treatment Plant, prepared by Morrison-Maierle, Inc., which stated "If the comprehensive water and sewer plan were complete for Kalispell and the surrounding area, the Environmental Protection Agency Grant could go to 55% or $523,600.00 and thus reduce the City's share to $190,400.00" Without the comprehensive water and sewer plan, the EPA grant would be 50%. Superintendent Lauterjung recommended the City have a comprehensive water and sewer plan prepared as the extra 5% grant would more than offset the cost of the plan. Mr. Whetstine, Engineer for Morrison-Maierlai Inc., reported that it would take 5 to 6 months to prepare the comprehensive plan. Mr. Austin Miller showed Mayor and Councilmen a (map) Master Plan for the Northridge Area which was prepared about three years ago. Mr. Miller reported that this had been approved by the City -County Planning Board last year. Mr. Miller requested annexation of this area and informed Mayor and Councilmen that immediately after annexation a Special Improvement District would be requested for the installation of street, curbs, water and sewer. He said that D. A. Davidson of Great Falls had assured him they would buy the SID Bonds. Mr. Miller requested swift action by the council so that work may be started this spring. Mayor Bjorneby referred the request to the annexation committee and requested a recommendation be made at the Special CogncI1 Meeting April 19, 1971. City Engineer requested permission for either Jerry Anderson or himself to attend a Public Works Meeting in Helena, April 21st through 24th. Councilman Miron moved the request be granted and that travel by private transportation be authorized. Seconded by Councilman O'Brien. Carried. COMMITTEE REPORTS Junk Car Project - Councilman Miron reported the crusher is promised for Kalispell by the and of April. The Flathead Refuse District Disposal Site will be the junk car depository in the future. The possibility of an assess- ment or tax on junk cars was considered but Police Chief Ted Waggoner has notified persons having junk care on their property to have them removed or they will be prosecuted under the nuisance ordinance. 97 Parking Meter - Councilman Miron informed the council the parking meter department has installed 22 new fine deposit boxes at a cost of $782.00. The new deposit boxes are more burglar proof. The parking meter department has enough meters left to complete installation of meters at the First National Bank parking lot. Election Day Bar Closing - Councilman Riley inquired if the ordinance was prepared. City Attorney Donahue reported the ordinance would be ready for the May council meeting. Street & Alley - Councilman McCormick. The co®ittee recommends the bid for the pneumatic rubber tired roller be awarded to Andrews Equipment Company for a new Ingram Roller, Model 9-2800P for $9,063.50 with 2% discount if paid within 10 days. This was the low bid. Councilman McCormick moved adoption of the Street and Alley committee report. Seconded by Councilman Hensley. Carried. Safety - Councilman O'Brien - At budget time an additional paid holiday was considered for Police and Fire Departments, giving policemen and firemen 9 holidays, but no action was taken and therefore it is not recorded in the minutes. It is necessary to have this recorded in the minutes to give the City Clerk authority to pay the extra holiday. Councilman Miron enumerated the holidays for Police and Fire Departments as follows: New Years Day, January 1 Washington's Birthday, the third Monday in February Memorial Day, the last Monday in May Independence Day, July 4 Labor Day, the first Monday in September Columbus Day, the second Monday in October Veterans Day, the fourth Monday in October Thanksgiving Day, the fourth Thursday in November Christmas Day, December 25 Councilman Roberts moved Police and Fire personnel be granted (9) nine paid holidays for the fiscal year July 1970 - June 30, 1971 only. Seconded by Councilman Miron. Carried. Finance - Councilman Hensley - The finance committee has audited and approved for payment all claims against the City for the month of March, 1971. Council- man Hensley moved adoption of the finance committee report. Seconded by Councilman Riley. Carried. Request to place sign in Boulevard - The Baptist Church has requested permission to place a sign in the Boulevard, Highway 93 and Wyoming Street, to identify the church. Councilman Roberts moved permission be granted to the Baptist church to place a sign in the boulevard, subject to the approval of the City Engineer. Seconded by Councilman Roche. Carried. Seconded Mr. Steve Petrint, City County Planner presented Mayor and Councilman with proposed Parking Ordinance and briefly explained the ordinancerto the Council. Ordinance to be acted on at a future meeting. Police Chief Waggoner on behalf of Police Protective Association protested the limitation of the extra holiday to the current fiscal year.
